The Bank of Tanzania (BoT) is officially finalising its regulatory framework for cryptocurrencies, stablecoins, and virtual assets.
Driven by rising adoption among younger investors and a need to tackle consumer losses, Governor Emmanuel Tutuba confirmed that a comprehensive study is complete and the bank is awaiting final government guidance. The rules will target investor protection, fraud, money laundering, and terrorist financing.
This marks a complete pivot from the central bank’s rigid 2019 stance, which warned against digital asset trading because they breached foreign exchange regulations and lacked legal tender status.
The shift follows a groundbreaking milestone: the regulatory sandbox approval of nTZS, Tanzania’s first local stablecoin. Developed by NEDA Labs on the Base blockchain, the token is pegged 1:1 to the Tanzanian shilling and explores compliant yield generation through BoT treasury bills, proving that East African regulators are choosing controlled innovation over outright bans.
