🇨🇳 DeepSeek Plans Huawei Chip Buildout
Bloomberg reported that Chinese AI startup DeepSeek plans to deploy at least 160,000 Huawei high-end accelerator chips at a data center in Inner Mongolia. The company intends to run its models on Huawei’s new Ascend 950DT chips, although the rollout schedule depends on Huawei’s manufacturing capacity.
One source said the Ascend 950DT was designed for model training, but DeepSeek does not currently plan to use it for that purpose at this site. DeepSeek has previously used Huawei AI chips to train earlier models, but has mainly relied on Nvidia accelerators; Huawei is also constrained by shortages of high-end memory and other components, with 950DT output this year estimated at only several hundred thousand units.
The report said fulfilling DeepSeek’s full order could take more than a year, while the Inner Mongolia facility would become a key base for its AI expansion if completed on schedule. DeepSeek is also in financing talks worth billions of dollars to expand infrastructure.

| 2 | 🇨🇳🇭🇰 New Rail Link Extends Northbound Access
China has opened a new high-speed rail corridor linking Hong Kong more directly with Beijing and central provinces, completing a major north-south transport artery aimed at faster passenger and economic flows. The route, bolsters links between southern commercial hubs and northern megacities through the national high-speed rail network.
The line adds to Beijing’s broader push to deepen integration between Hong Kong and the mainland economy, including with the Greater Bay Area and inland growth centres. It also fits a wider infrastructure drive focused on strategic transport corridors as China faces weaker investment momentum and seeks stronger interregional connectivity.
For Hong Kong, the corridor expands overland access to the political capital and the central heartland. It further embeds the city within mainland transport and economic networks.

| 3 | 🇹🇼 Opposition Rift Hits Taiwan Race
Taiwan’s two main opposition parties, the KMT and TPP, are split over candidate selection for the mayoral race in Hsinchu, a political dispute threatening their broader alliance ahead of the 2028 presidential election. The contest centres on a key tech hub where both parties see strategic value and electoral leverage.
The dispute follows the collapse of opposition coordination in Taiwan’s 2024 presidential race, when the KMT and TPP failed to unite behind a joint ticket. A renewed split in Hsinchu risks spilling into other local battlegrounds, complicating efforts to consolidate anti-DPP votes and weakening the opposition’s path to a viable national coalition.
The mayoral race is emerging as an early test of whether the KMT and TPP can build durable electoral cooperation before 2028. A prolonged standoff would raise the cost of future seat-sharing talks.

| 4 | 🇯🇵🇺🇸 Japan, US Advance Trade Coordination
Japan and the US will move forward with cooperation under a US$550 billion trade deal, with Trade and Industry Minister Ryosei Akazawa saying in Japan that Washington will not impose higher tariffs on Japanese goods. Akazawa also said the two sides will reinforce supply chains for critical minerals, according to the agreement outlined here.
The arrangement links trade coordination with industrial resilience, particularly in sectors exposed to supply chain concentration and strategic resource risk. For Tokyo, confirmation that additional US tariffs are not planned reduces near-term pressure on exports while aligning bilateral economic policy more closely with wider US efforts to secure critical inputs.
The next phase will center on implementation of the trade package and supply chain measures. Critical minerals cooperation remains a key operational component of the broader economic relationship.

| 5 | 🇰🇷🇺🇸 Seoul Reviews Hormuz Deployment
South Korea’s presidential office said no final decision has been made on sending military forces to the Strait of Hormuz, with a review still under way in Seoul. The office said the government is reviewing options for contributing to free navigation without undermining defense readiness on the Korean Peninsula.
The statement followed media reports that the government was preparing to seek parliamentary approval for a deployment plan that could include a combat support ship. The presidential office said military contributions could extend beyond combat forces to noncombat and search units, while also denying that the Hormuz issue has disrupted ongoing Seoul-Washington talks tied to last year’s economic and defense agreement.
The office nonetheless acknowledged that bilateral negotiations with the United States are not going well and said semiconductors are also part of the discussions. The Hormuz review is therefore unfolding alongside broader security and trade frictions with Washington.

| 6 | 🇰🇷🇫🇷 Lee to Visit France
South Korean President Lee Jae Myung will travel to France from Sunday to Wednesday to attend the Lumiere Summit on cinema and hold talks with President Emmanuel Macron, according to the presidential office. Lee will first go to Saint-Paul-de-Vence to co-chair the summit with Macron, then make a two-day state visit to Paris, where the two leaders are scheduled to hold summit talks at the Elysee Palace.
The visit follows Macron’s trip to South Korea in April and coincides with the 140th anniversary of diplomatic relations. Seoul said the agenda is expected to cover security, the economy, science and technology, culture, and people-to-people exchanges, while further operationalizing the bilateral “global strategic partnership,” including cooperation in AI, space, nuclear energy, and biology.
Lee will also attend a business roundtable with 20 companies from both countries and meet the speaker of France’s lower house and the OECD secretary-general in Paris. A presidential official said the Lee-Macron summit may also include nuclear power plant cooperation and troop deployment to the Strait of Hormuz.

| 7 | 🇨🇳🇳🇵 China Relocates Zhangmu Border Checks
China will relocate customs and immigration operations at the Zhangmu border crossing on the Tibet-Nepal frontier to a new site from 10:00 a.m. on September 5. Authorities in Nyalam County said the port sits in a high-mountain gorge with prominent geological hazard risks after large-scale mudslide disasters hit the China-Nepal border area.
The new inspection area will use the former temporary import cargo inspection zone, while the road from the Friendship Bridge to the site will be placed under closed-loop control as a restricted port and customs transit supervision area. China said the adjustment is intended to optimize inspection operations and protect personnel and property, and that the crossing’s external opening status and bilateral clearance policy will remain unchanged.
Zhangmu was shut after Nepal’s 2015 earthquake and reopened in 2023. The latest move follows the August 26 mudslide and flooding disaster that buried the Gyirong crossing, east-west linked points on the same border corridor.

| 8 | 🇰🇷🇨🇳 Seoul Protests China Wording
South Korea said it had expressed concern to China after Chinese official readouts from Foreign Minister Wang Yi’s August visit to Seoul twice referred to South and North Korea as “two countries.” In a report by Singapore daily Lianhe Zaobao, Seoul said the wording does not match its position on unification or the 1992 China-South Korea joint communiqué, which states that China supports Korean Peninsula reunification.
The phrasing appeared in Chinese summaries of Wang’s August 19 meeting with South Korean Foreign Minister Cho Hyun and his August 20 strategic dialogue with National Security Adviser Wi Sung-lac, where Wang said China would welcome inter-Korean peaceful coexistence and long-term stability. South Korea said the terminology could cause misunderstanding and conflicts with its stated position, although a separate Chinese readout of Wang’s meeting with President Lee Jae-myung did not use the same expression.
The issue is sensitive because Lee’s government also described inter-Korean relations in its latest unification white paper as “two states existing in fact,” prompting domestic controversy over whether policy is shifting away from the constitutional goal of peaceful reunification.

| 9 | 🇹🇼🇨🇳🇵🇼 Taiwan slams Beijing at Pacific forum
Taiwan Foreign Minister Lin Chia-lung said Beijing used “wolf warrior” diplomacy during this week’s Pacific Islands Forum in Palau, arguing it risked damaging regional unity. Speaking after the summit, he criticised Beijing’s conduct after Chinese envoy Qian Bo warned on August 31 that Taiwan’s participation would “have consequences,” without specifying what those would be.
The 55th Pacific Islands Forum leaders’ meeting ran from August 30 to September 4 in Palau, one of Taiwan’s diplomatic partners, with both China and Taiwan attending as invited guests. Lin said Beijing had disregarded the host’s preferences and sought to dominate the proceedings; he also cited China’s travel warning on Palau and said Chinese personnel were present across venues and side events.
Lin said Palau had strengthened security measures during the meeting. He also said Taiwan would continue seeking support in the forum, linking that effort to concern over China’s increasingly assertive posture in the Pacific.

| 10 | 🇨🇳🇺🇸 G20 Fails to Issue Communique
The G20 finance ministers and central bank governors meeting in Asheville, North Carolina, ended without a joint communique, with the US blaming China for blocking consensus, according to a report by Lianhe Zaobao. The US issued only a chair statement; Treasury Secretary Scott Bessent said China opposed paragraphs 4, 10, 11 and 13 of the draft.
Chinese state media later said Beijing had raised three objections: whether the draft described global economic conditions objectively, whether the US was using a multilateral platform to insert unilateral priorities, and whether the interests of developing countries were adequately reflected. It said the text did not sufficiently address the impact of tariffs and expanding restrictive measures on the multilateral trading system, while also trying to frame external imbalances and non-market practices in terms China viewed as directed at it.
The dispute extends beyond drafting language to broader disagreement over trade imbalances, export controls, debt treatment and the role of official bilateral creditors. Chinese state media also argued the US public criticism damaged the G20 process and the atmosphere for broader China-US cooperation.

| 11 | 🇺🇸🇨🇳 Greer Sees US-China Trade Stabilisation
US Trade Representative Jamieson Greer said he was optimistic Washington and Beijing could stabilise bilateral ties, with possible announcements on a Board of Trade and US agricultural sales during Chinese President Xi Jinping’s expected visit to Washington later this month. The remarks were tied to trade-focused outcomes rather than a broader reset.
The statement comes amid continued strain in US-China relations, where trade remains one of the few channels for managed engagement despite wider disputes across technology, security and diplomacy. Potential progress on farm exports would also carry domestic economic relevance for the US while signalling limited scope for practical coordination.
Any announced mechanism or sales package would indicate whether both sides are pursuing narrowly defined stabilisation through commercial measures rather than wider political convergence.

| 12 | 🇨🇳🇺🇸 China-US Yield Gap Widens
The yield spread between China and the U.S. hit a record as a global bond selloff pushed investors away from Treasurys while Chinese government bonds rallied. Nikkei Asia reported that slow growth and weak consumer demand in China helped drive demand for low-yielding sovereign debt, with yuan strength adding to its appeal.
The move reflects a sharp divergence in market expectations: rising concern over U.S. government debt and higher Treasury yields versus persistent disinflationary pressure in China. Chinese bonds are gaining support not from stronger domestic activity, but from weak demand conditions and relative currency stability during broader volatility in global fixed income markets.
The record spread points to increasingly separate monetary and growth trajectories in the world’s two largest economies. It also reinforces China’s role as an alternative destination for bond flows during stress in developed markets.

| 13 | 🇰🇷 Samsung, SK hynix Lead NAND
South Korea’s Samsung Electronics and SK hynix retained the top two positions in the global NAND flash market in Q2, according to Counterpoint Research. Samsung held a 28% share and SK hynix 19%, while the market expanded 70% quarter-on-quarter in the April-June period on rising prices.
The Q2 increase followed a 90% quarter-on-quarter gain in Q1, indicating continued recovery in the memory cycle. Micron ranked third, while China’s YMTC reached a 14% market share after posting stronger-than-expected revenue, adding pressure in a sector centered on memory chips and East Asian manufacturing capacity.
The data keeps South Korea’s two largest chipmakers at the top of a rapidly expanding NAND segment as Chinese competition continues to build.

| 14 | 🇰🇷🇺🇸 Chip investment talks continue
South Korea said it is discussing semiconductor investments in the United States as part of broader bilateral talks, according to a Seoul official cited in a Reuters report on Friday. The discussions involve South Korea and the US.
The talks were described as part of a wider bilateral agenda. The headline indicates the discussions are taking place amid tariff concerns.
The issue links chip investment planning with broader South Korea-US trade discussions. Any outcome would be relevant for bilateral economic coordination in semiconductors.

| 15 | 🇨🇳 Foreign Tech Tours Surge in China
Foreign investors, entrepreneurs and executives are increasingly visiting China to inspect robotics, AI and electric-vehicle manufacturing hubs, with organizers charging as much as $15,000 for five-day programs. Reuters reported that tours now cover Beijing, Shanghai, Shenzhen, Hangzhou and Hefei, while agencies cite rising demand from European, Singaporean and Southeast Asian clients.
The visits reflect concern in Western business and policy circles that Chinese firms are gaining ground in advanced manufacturing and frontier technologies, often described as a potential second China shock. Beijing has also formally promoted industrial tourism, designating more than 140 demonstration sites, while factory access has expanded from premium investor tours to public visits, including strong demand for Xiaomi’s EV plant.
The trend points to China’s innovation base becoming a direct reference point for foreign corporate strategy, whether as a source of competition, partnership or supply-chain integration.

| 16 | 🇰🇷 Tving breach hits 39.5 million accounts
South Korea’s Ministry of Science and ICT said a joint public-private probe found that a hacking incident at streaming platform Tving compromised 39.54 million user accounts and 361 technical assets, including source code. The breach, reported in June, affected accounts registered directly with Tving, through CJ ONE, and via social logins including Naver, Kakao, Facebook, Apple and X.
The investigation found an unidentified hacker used a stolen developer access key to enter Tving’s internal systems. Leaked data covered 20 categories and 70 data types, including names, birth dates, phone numbers and email addresses, while 22.06 million accounts were still active; authorities also said Tving failed to report the incident to the Korea Internet & Security Agency within 24 hours after detecting it on May 30.
The Personal Information Protection Commission will separately determine the scale of the personal data leak and possible penalties. Authorities warned the exposed data could be used for follow-on cybercrime including smishing and voice phishing.

| 17 | 🇨🇳🇭🇰 Mainland Funds Shift to Hong Kong Tech
Mainland Chinese investors increased purchases of Hong Kong technology stocks for a third straight month, while cutting exposure to financial shares, according to SCMP reporting. The rotation was tied to an AI-focused pivot that benefited companies including MiniMax, Alibaba and Tencent.
The move points to changing mainland preferences in the Hong Kong market, with capital shifting from traditional sectors toward firms linked to China’s AI and broader tech push. It also reflects how Hong Kong remains a key offshore venue for mainland investors to reallocate into strategic growth sectors.
The pattern extends a broader divergence inside Chinese equity markets, where technology-related names are drawing stronger interest than legacy industries.

| 18 | 🇨🇳 Anhui Finds Major Copper-Gold Deposit
China’s Ministry of Natural Resources said exploration in the Chating area of Xuancheng, Anhui, has made a major breakthrough, with authorities reporting a large copper-gold deposit that could form a new major resource base in eastern China. Initial estimates indicate copper potential exceeding the scale of several large copper mines and gold potential exceeding more than 10 large gold mines; it is described as the largest porphyry copper-gold deposit yet identified in the middle-lower Yangtze region.
The find is significant for China’s supply of strategic metals used in solar, wind, energy storage, electric vehicles, grid construction, electronics, new materials, and reserve assets. The report said the deposit could improve national resource security and help address copper and gold shortages in East China, while supporting smelting and processing industries closer to the Yangtze River Delta.
Authorities said deeper ore bodies have not yet been fully delineated, leaving room for higher resource estimates. Associated silver and sulfur may also be recoverable, with the site expected to develop into an ultra-large copper-gold production base in East China.

| 19 | 🇺🇸🇹🇼 Taiwan Investment Pledge Nears
US Commerce Secretary Howard Lutnick said Taiwan will next week announce additional investment of up to $30 billion in the United States. He said the pledge would add roughly $20 billion-$30 billion, as the Trump administration considers a new round of semiconductor tariffs tied to domestic production.
Lutnick said companies that build plants in the US could receive tariff relief, while imports from producers without US manufacturing could face higher duties. He also said about $1.2 trillion has already been committed to US semiconductor capacity, including by TSMC and Micron, while an earlier US-Taiwan trade agreement included around $500 billion in investment and credit guarantees for US high-tech manufacturing.
Taiwan Economy Minister Kung Ming-hsin said Taipei had identified about 20 semiconductor and AI server firms with roughly $35 billion in planned or ongoing US investment, rising to $55 billion after an additional $20 billion was mapped out over the past three months, excluding TSMC. A Taiwanese media report, citing an unnamed finance official, said Lutnick may have misspoken and referred to these existing figures rather than a separate new pledge.

| 20 | 🇰🇷 Seoul picks cyber AI consortium
South Korea’s science ministry selected a consortium led by Naver Cloud for a government project to develop a sovereign AI foundation model for cybersecurity, the ministry said on Sept. 3. The group, which beat a rival consortium led by SK Telecom, includes 32 companies and institutions such as LG CNS, LG Uplus, KEPCO KDN, Korea Hydro & Nuclear Power and the Financial Security Institute.
The project is designed to build a cybersecurity model tailored to South Korea’s security environment as AI-driven cyber risks expand. The government will provide up to 256 Nvidia B200 GPUs over 10 months, while the consortium plans to add 4,000 B200 GPUs from Naver Cloud and 256 H200 GPUs from LG to train two models based on HyperCLOVA X and EXAONE.
The models will be trained on about 830 TB of data and tested across seven sectors, including energy, finance, telecommunications, semiconductors, defense and aerospace. The ministry plans to sign a contract with the consortium later this month.
