💬 I have the honour to speak on behalf of the Group of Friends for International Cooperation on AI Capacity-Building at the Inaugural Global Dialogue on AI Governance.
✍️ AI technologies are advancing rapidly and creating tremendous opportunities for economic and social development in all countries.
At the same time, AI divide continues to widen and the high-speed advancement of AI creates new risks.
In response to these challenges, the Group of Friends puts forward the following proposals:
👉 First, promote fairness and inclusiveness so that AI benefits every country and everyone.
We call for adherence to the purposes and principles of the UN Charter and respect for international law in building global AI governance.
🇺🇳 The United Nations should play the central coordinating role in international development cooperation. We further take note the Global Digital Compact and its commitment to closing AI divide between and within countries.
All countries have the equal right to design, develop, deploy and use AI, and to choose development paths suited to their national conditions to safeguard technological sovereignty, national security, and development interests.

The Global Dialogue should uphold to the mandate in accordance with resolution 79/325 and the principles of fairness, inclusiveness and non-discrimination. Particular priority should be given to developing countries including countries in special situations and to people in vulnerable situation.
👉 Second, deepen openness and cooperation to build a fair, inclusive and effective governance framework.
We call on the Global Dialogue to contribute to maximizing digital inclusion, enhancing the interoperability of AI governance frameworks, standards and norms, and jointly safeguarding the stability of global industrial development and supply chains.
We reiterate that States are strongly urged to refrain from promulgating and applying unilateral economic measures not in accordance with international law and the UN Charter.
We encourage the development of open-source software, open models, and open data, which help to spread the benefits of AI. We also advocate the sharing and mutual benefit of AI resources as well as ensuring non-discriminatory access to data, especially learning data, while respecting intellectual property rights. <...>
We stress that AI developers and suppliers should comply with the national legislation of countries where their technologies are used, particularly in the areas of data and information security.
We proceed from the premise that AI is a safe, secure and trustworthy technology. <...>
👉 Third, prioritize development pillar and advance the implementation of the 2030 Agenda for Sustainable Development.
We pay close attention to the long-term impact of AI on energy consumption, the ecological environment, employment structures and social equity. AI should empower industries and improve people’s livelihoods, serving as a new engine for sustainable development.
We encourage the Global Dialogue to place capacity-building at the center of its work, assess current capability gaps, and put forward concrete proposals for strengthening cooperation.
The Global Dialogue should give practical effect to the capacity-building objectives of the Global Digital Compact, including by developing innovative voluntary financing options for artificial intelligence capacity-building, ensuring that financing, the transfer of technology and skills development are directed to where the need is greatest.

AI is a shared asset of humanity and should not become a game for the rich countries and the wealthy.
The Group of Friends will continue to serve as a bridge for international cooperation. We look forward to this Global Dialogue upholding the principles of people-centered and development-oriented, AI for good and for all, building consensus and translating it into action, so that the dawn of the intelligent era may illuminate every corner of the world.

| 3 | On July 2, Vyacheslav Sentyurin, Chargé d’Affaires a.i. of Russia to Bangladesh, presented an award to Nadira Ahmedullah Sarker, 2nd prize winner of the International Youth Social Anti-Corruption Advertising Competition “Together Against Corruption”.
Nadira studies Public Administration in Bangladesh University of Professionals. At the same time, she is fond of art and uses every opportunity to apply her skills 🎨
“My painting represents the theme “Together Against Corruption.” The bold red title in the center stands for urgency and determination. <…> Everything connected to corruption is painted in black and white to show its negativity. On the other hand, the “together against” part is bright and colorful, with people of all ages breaking chains and standing united. The colors here express hope, strength, and the power of unity in fighting corruption.” – Nadira described her contest winning painting.
The acting head of the Russian diplomatic mission congratulated the student on her achievement and wished her inspiration and success in her studies and further creative endeavours.

| 4 | Accreditation of Foreign Journalists and Bloggers for the International Festival of Youth – 2026 Ongoing 🖥
From September 11 to 17, Ekaterinburg will become the city of the world's youth. This large-scale event will bring together 10 000 young leaders from 190 countries — professionals who have already made achievements and proven their expertise in science, education, media, public administration, entrepreneurship, and other fields — to exchange experience, address global challenges, and shape a shared vision of the future.
The festival program will feature media figures, as well as leading Russian and international experts.

Accreditation grants access to all official event venues. An International Media Center will be set up for media representatives, offering workspaces and a lounge area, as well as spaces for press briefings, daily briefings, and exclusive interviews.

𝗗𝗵𝗮𝗸𝗮, 𝗝𝘂𝗻𝗲 𝟯𝟬, 𝟮𝟬𝟮𝟲 — The Russian House in Dhaka hosted its 𝗵𝗮𝗹𝗳-𝘆𝗲𝗮𝗿𝗹𝘆 𝗽𝗿𝗲𝘀𝘀 𝗰𝗼𝗻𝗳𝗲𝗿𝗲𝗻𝗰𝗲, bringing together representatives of Bangladeshi media, educational institutions, and participants of Russian international programmes to review the achievements of the first half of 2026 and present upcoming opportunities for cooperation between Russia and Bangladesh.
Opening the event, 𝗠𝘀. 𝗔𝗹𝗲𝘅𝗮𝗻𝗱𝗿𝗮 𝗞𝗵𝗹𝗲𝘃𝗻𝗼𝘆, 𝗗𝗶𝗿𝗲𝗰𝘁𝗼𝗿 𝗼𝗳 𝘁𝗵𝗲 𝗥𝘂𝘀𝘀𝗶𝗮𝗻 𝗛𝗼𝘂𝘀𝗲 𝗶𝗻 𝗗𝗵𝗮𝗸𝗮, highlighted the steady expansion of educational cooperation between the two countries. She noted the remarkable growth of the 𝗥𝘂𝘀𝘀𝗶𝗮𝗻 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗦𝗰𝗵𝗼𝗹𝗮𝗿𝘀𝗵𝗶𝗽 𝗣𝗿𝗼𝗴𝗿𝗮𝗺𝗺𝗲, with the annual quota for Bangladeshi students increasing from 𝟲𝟱 𝘀𝗰𝗵𝗼𝗹𝗮𝗿𝘀𝗵𝗶𝗽𝘀 𝗶𝗻 𝟮𝟬𝟭𝟴 𝘁𝗼 𝟮𝟬𝟬 𝘀𝗰𝗵𝗼𝗹𝗮𝗿𝘀𝗵𝗶𝗽𝘀 𝗶𝗻 𝟮𝟬𝟮𝟲, providing even more opportunities for talented young Bangladeshis to pursue higher education in Russia.
🎓 A significant part of the presentation was devoted to 𝗶𝗻𝘁𝗲𝗿𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝘆𝗼𝘂𝘁𝗵 𝗽𝗿𝗼𝗴𝗿𝗮𝗺𝗺𝗲𝘀 𝗳𝘂𝗹𝗹𝘆 𝗳𝘂𝗻𝗱𝗲𝗱 𝗯𝘆 𝘁𝗵𝗲 𝗥𝘂𝘀𝘀𝗶𝗮𝗻 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁, which enable outstanding Bangladeshi students and young professionals to participate in prestigious educational, scientific, and cultural events in Russia. Several representatives from Bangladesh who took part in Russia's international youth programmes shared their fascinating experience with the audience.
Director of the Russian House also presented 𝗢𝗽𝗲𝗻 𝗗𝗶𝗮𝗹𝗼𝗴𝘂𝗲 and the 𝗜𝗻𝘁𝗲𝗥𝘂𝘀𝘀𝗶𝗮 𝗙𝗲𝗹𝗹𝗼𝘄𝘀𝗵𝗶𝗽 𝗣𝗿𝗼𝗴𝗿𝗮𝗺𝗺𝗲 𝗳𝗼𝗿 𝗝𝗼𝘂𝗿𝗻𝗮𝗹𝗶𝘀𝘁𝘀, two fully funded international programmes that bring together promising young professionals and media specialists from around the world.
🏅 The presentation further highlighted the outstanding achievements of Bangladeshi students in international academic competitions for schoolchildren organized by the Russian side.
Particular attention was given to the 𝗢𝗽𝗲𝗻 𝗜𝗻𝘁𝗲𝗿𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗕𝗶𝗼𝗹𝗼𝗴𝘆 𝗢𝗹𝘆𝗺𝗽𝗶𝗮𝗱 𝟮𝟬𝟮𝟲. During the press conference 𝗠𝗿. 𝗧𝗮𝘀𝗲𝗲𝗻 𝗠𝗼𝗵𝗮𝗺𝗺𝗮𝗱, who earned a 𝗕𝗿𝗼𝗻𝘇𝗲 𝗠𝗲𝗱𝗮𝗹 in this competition, delivered a presentation on his experience representing Bangladesh at the Olympiad in Sirius.
📚 Ms. Khlevnoy highlighted Russian language programmes organized in 2025 jointly with Bangladeshi universities, during which specialists from 𝗦𝗮𝗶𝗻𝘁 𝗣𝗲𝘁𝗲𝗿𝘀𝗯𝘂𝗿𝗴 and 𝗥𝗨𝗗𝗡 𝗨𝗻𝗶𝘃𝗲𝗿𝘀𝗶𝘁𝘆 conducted intensive Russian language courses at Bangladeshi universities. She also announced that Russian language specialists are expected to return in 𝗔𝘂𝗴𝘂𝘀𝘁 𝟮𝟬𝟮𝟲 to continue teaching Russian language for free to students of Bangladeshi universities.
Finally, participants also heard a presentation by 𝗠𝘀. 𝗦𝗼𝗳𝗶𝗮 𝗞𝘂𝘁𝗲𝗽𝗼𝘃𝗮, 𝗔𝘁𝘁𝗮𝗰𝗵é 𝗮𝗻𝗱 𝗣𝗿𝗲𝘀𝘀 𝗦𝗲𝗰𝗿𝗲𝘁𝗮𝗿𝘆 𝗼𝗳 𝘁𝗵𝗲 𝗘𝗺𝗯𝗮𝘀𝘀𝘆 𝗼𝗳 𝘁𝗵𝗲 𝗥𝘂𝘀𝘀𝗶𝗮𝗻 𝗙𝗲𝗱𝗲𝗿𝗮𝘁𝗶𝗼𝗻 𝗶𝗻 𝗕𝗮𝗻𝗴𝗹𝗮𝗱𝗲𝘀𝗵, who spoke on "𝗧𝗵𝗲 𝗬𝗲𝗮𝗿 𝗼𝗳 𝘁𝗵𝗲 𝗨𝗻𝗶𝘁𝘆 𝗼𝗳 𝘁𝗵𝗲 𝗣𝗲𝗼𝗽𝗹𝗲𝘀 𝗼𝗳 𝗥𝘂𝘀𝘀𝗶𝗮". | 9 | 🗓 The 14th St Petersburg International Legal Forum was held on June 24-26.
The event brought together over 6,000 participants from 80 countries, including prosecutors general, heads of foreign courts and relevant agencies, as well as representatives of government bodies, the diplomatic corps accredited in Russia, Russian and foreign legal organisations, business, academia, students and young professionals.
The Forum’s business programme featured over 160 events.
📄 More than 60 agreements and contracts were signed on the Forum's sidelines.
Deputy Chairman of the Security Council of the Russian Federation Dmitry Medvedev took part in the Plenary Session.
💬 In his remarks, Dmitry Medvedev stressed that the current crisis of international law stems from the West’s attempts to turn it into a “privilege of the first for a narrow circle of the chosen”:
“Being first does not mean being the only one. Being a leader does not grant one the prerogative to cancel the rights and sovereignty of others. The true power of law lies not in protecting anyone’s privileges, but in absolutely guaranteeing equality for all people”.
Representatives of the Russian Foreign Ministry took part in a number of events, discussions and round tables.
• Grigory Lukyantsev, Director of the Russian Foreign Ministry’s Department for Multilateral Human Rights Cooperation and Commissioner for Human Rights, Democracy and the Rule of Law, spoke at the panel session “Europe’s Historical Amnesia” and at the discussion “Human Rights as a Weapon: When Rights-Based Rhetoric Undermines International Cooperation”.
• Maxim Musikhin, Director of the Russian Foreign Ministry’s Legal Department, spoke at the session “New Prospects for Russian Legal Diplomacy”.

| 13 | 🎻 Young musicians from 10 to 22 years old are invited to participate in the II International Children’s and Youth Competition "In the Homeland of Pyotr Tchaikovsky". The contest is organized under the auspices of the State Opera and Ballet Theatre of the Udmurt Republic with the support of the regional government.
The first competition, held in 2025 to mark the 185th anniversary of the great composer, attracted over 200 applications from Russia, China, Vietnam, Kazakhstan, Tajikistan, Uzbekistan, and Belarus.
The competition consists of two stages:
🔹 preliminary selection (online) – until August 15.
🔹 in-person round (the city of Votkinsk - the birthplace of Pyotr Tchaikovsky and the city of Izhevsk) – October 11-13.
The event will culminate in a gala concert in Izhevsk on the stage of the State Opera and Ballet Theatre on October 14.

| 14 | 📸 Today, marking the 85th anniversary of the establishment of the Soviet Information Bureau, the Rossiya Segodnya Media Group is opening a major photo exhibition titled 85 Years of Sovinformburo. History Brought to Life. An Era Captured.
🖼 The exhibition brings together 30 iconic photographs taken over the decades and, for the first time, presents the country’s history through archival images brought to life with AI technology.
The exhibition is timed to coincide with June 24, 1941. #OTD, the third day of the Great Patriotic War, that the Soviet Information Bureau was established.
For 85 years, the agency, later transformed into the Novosti Press Agency and subsequently RIA Novosti, has remained the country’s principal voice, documenting landmark events in Russian and world history. Today, its traditions are carried on by the Rossiya Segodnya Media Group, which comprises RIA Novosti and Sputnik.
The exhibition features works by renowned photographers, including legendary frontline photojournalists Georgy Zelma, Yevgeny Khaldei, Vladimir Grebnev, Mikhail Ozersky, Igor Kostin and other masters of documentary photography.
☝️ Their lenses captured the Battle of Stalingrad and the 1945 Victory Parade, Yuri Gagarin’s first space flight, the Olympic Games in Moscow in 1980, Sochi and Milan, the work of peacekeeping forces and historic meetings between world leaders.

We, the Rossiya Segodnya Media Group and the RIA Novosti and Sputnik agencies, are the direct successors of Sovinformburo. The traditions of the frontline correspondents who followed the roads of war alongside Soviet soldiers, documenting every step towards the Great Victory, are not empty words to us. 𝗗𝗵𝗮𝗸𝗮, 𝗝𝘂𝗻𝗲 𝟮𝟯, 𝟮𝟬𝟮𝟲 — The Russian House in Dhaka, together with the Association of Russian Compatriots in Bangladesh "𝗥𝗼𝗱𝗶𝗻𝗮", organized a commemorative event at Tejgaon College dedicated to the 𝗗𝗮𝘆 𝗼𝗳 𝗥𝗲𝗺𝗲𝗺𝗯𝗿𝗮𝗻𝗰𝗲 𝗮𝗻𝗱 𝗦𝗼𝗿𝗿𝗼𝘄, which marks the anniversary of the beginning of 𝘁𝗵𝗲 𝗚𝗿𝗲𝗮𝘁 𝗣𝗮𝘁𝗿𝗶𝗼𝘁𝗶𝗰 𝗪𝗮𝗿 on 𝗝𝘂𝗻𝗲 𝟮𝟮, 𝟭𝟵𝟰𝟭.
The event brought together students and faculty members to reflect on the human cost of war and the importance of preserving historical memory.

🕊 One of the most symbolic moments of the event was the creation of a Wall of Memory, composed of paper cranes made by students in honor of those who lost their lives during the war. The installation served as a tribute to the millions of victims and as a reminder of the value of peace.

| 19 | ◼️ In the early morning of June 22, 1941, Nazi Germany launched a treacherous attack on the Soviet Union. The Great Patriotic War began — a struggle that lasted 1418 days and nights and claimed the lives of 27 million Soviet citizens.
Among the cities struck by the enemy’s first blow was #Brest, whose fortress was one of the most heavily fortified strongholds in the region. The Nazis expected to capture the Brest Fortress within just eight hours, but Soviet defenders put up fierce resistance, significantly delaying the advance of the invaders. Some soldiers continued to hold out in the fortress’s underground passages and catacombs until late July and even August 1941.
According to the Nazi plans, operation 'Barbarossa' was aimed at clearing the path to advance toward Smolensk and eventually USSR's capital — Moscow. The Germans did manage to deliver a heavy blow on Brest, but to their disappointment the #BrestFortress did not surrender. Soviet forces heroically stood to defend the largest fortress on the country's western border, deterring the enemy troops during the first week of the war.
For nearly a month, the citadel’s defenders tied down the entire (!) Wehrmacht division in Brest. At sunrise on June 22, the enemy’s powerful artillery barrage collapsed upon a garrison of almost 7,000 Red Army soldiers. Within hours, Soviet forces were encircled by the enemy and severed from the main headquarters and supply lines. Facing a shortage of ammunition, food and water, they resolved to fight to the last, turning the Brest Fortress into a bastion of resistance.
Hitler’s troops expected to seize the citadel within hours but found themselves bogged down for a week. Moreover, on the very first day of battle, despite outnumbering Soviet forces in both manpower and equipment, it was the Nazis who ordered their units to retreat. To crush the Red Army’s resistance, the Nazi invaders deployed incendiaries and tear gas, raining down 500 kg bombs.
The Wehrmacht’s surprise attack left the Brest Fortress garrison with no chance to organise defence. Resistance became fragmented, with Soviet soldiers fighting the Germans even in hand-to-hand combat.
Resistance persisted until late July and even early August 1941. While most fortress defenders perished, small groups managed to break through to partisan units or the frontline. The enemy also sustained significant casualties of 1,121 killed and wounded, representing 5% of total Nazi losses during the war’s first week.
Brest was liberated on July 28, 1944, by the forces of the 1st Belorussian Front during Operation Bagration in less than two days. For the first time in three years of Nazi occupation, Soviet soldiers entered the fortress. On the walls they discovered inscriptions left by the fortress defenders, the most famous of which — dated July 20, 1941, and uncovered in 1950 — reads:
“I die but do not surrender. Farewell, Motherland.”
🎖 The Brest Fortress stands as an enduring symbol of courage, undending will and heroism of the Red Army soldiers.
The defenders’ names are forever etched in history, with over 200 heroes receiving military honours.
On May 8, 1965, the legendary Fortress was awarded the title of Hero Fortress, later becoming a memorial complex in 1971. Visitors from across the Union State and former Soviet republics, both adults and children, come to honour the defenders’ extraordinary feat. The finest and distinguished students from Brest’s schools stand solemn guard at the Eternal Flame.

The event brought together students, members of the 𝗦𝗼𝘃𝗶𝗲𝘁 𝗔𝗹𝘂𝗺𝗻𝗶 𝗔𝘀𝘀𝗼𝗰𝗶𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝗕𝗮𝗻𝗴𝗹𝗮𝗱𝗲𝘀𝗵 (𝗦𝗔𝗔𝗕), representatives of the 𝗟𝗶𝗯𝗲𝗿𝗮𝘁𝗶𝗼𝗻 𝗪𝗮𝗿 𝗔𝗰𝗮𝗱𝗲𝗺𝘆 𝗧𝗿𝘂𝘀𝘁, members of the academic community, and other guests interested in preserving the memory of one of the most tragic chapters of world history.
📖 As part of the programme, students and representatives of SAAB participated in a 𝗹𝗶𝘁𝗲𝗿𝗮𝗿𝘆 𝗿𝗲𝗮𝗱𝗶𝗻𝗴, performing poems dedicated to the courage, sacrifice, and resilience of the wartime generation.
🎶 The commemorative event also featured 𝗺𝘂𝘀𝗶𝗰𝗮𝗹 𝗽𝗲𝗿𝗳𝗼𝗿𝗺𝗮𝗻𝗰𝗲𝘀 𝗯𝘆 𝘀𝘁𝘂𝗱𝗲𝗻𝘁𝘀, who presented songs reflecting the themes of remembrance, peace, and victory.
🕯️ One of the central moments of the event was the "𝗖𝗮𝗻𝗱𝗹𝗲 𝗼𝗳 𝗠𝗲𝗺𝗼𝗿𝘆" 𝗰𝗮𝗺𝗽𝗮𝗶𝗴𝗻, during which participants paid tribute to the soldiers and civilians who lost their lives during the Great Patriotic War.
Students also presented a 𝘁𝗵𝗲𝗮𝘁𝗿𝗶𝗰𝗮𝗹 𝗽𝗲𝗿𝗳𝗼𝗿𝗺𝗮𝗻𝗰𝗲 depicting the farewell of two young lovers before departure to the front and the rescue of a wounded soldier from the battlefield by a military medic, illustrating the human dimension of war and the personal sacrifices made during the conflict.
