The development is striking because Islamabad has repeatedly claimed that Azhar is no longer in Pakistan, alleging that he fled to Afghanistan. Yet his name remains in Pakistan’s Federal Investigation Agency’s 2026 Red Book of Most Wanted High-Profile Terrorists. Azhar, 58, founded JeM after being released from Indian custody following the 1999 IC-814 hijacking.
