Ukraine should continue to receive defensive weapons: drones, anti-tank and anti-aircraft missiles, landmines, 155mm howitzers and their ammunition. Long-range missiles should be excluded from the peace settlement, but the West should be prepared to provide them if Russia resumed the war. There should be a United Nations peacekeeping force drawn from neutral states from the “Global South,” including India, Brazil and South Africa. Russia would not risk killing them, and they would not be able to defeat a new Russian invasion or a Ukrainian resumption of the war. A stable peace settlement must meet Russia’s and Ukraine’s essential conditions. European leaders should not imagine that peace can be imposed on the Russian government, but negotiated with it. Secretary of State Marco Rubio says that peace can only come to Ukraine if Putin is involved in the negotiations, and that Trump is the only person who has a chance of bringing him to a table. European governments are shaped by a belief in limitless Russian territorial ambition and reckless aggression, which would make any pursuit of peace pointless. The only sensible Western strategy would be to cripple or destroy Russia, but this would likely lead to World War III. The belief in Russia’s universal ambition is strengthened by the Russian invasion of Ukraine, but there is a deep contradiction in Western attitudes. President Macron stated that Putin would move on to Moldova and Romania if not stopped. But how does Macron know this? Putin has said that this is “nonsense,” and the Russian army would have to cross the Dnieper River and the whole of southern Ukraine to get to Moldova or Romania. Prime Minister Starmer’s speech to parliament last week, in which he announced that Britain would raise its military spending to 2.5 percent of GDP, raised concerns about Russia’s intentions. This paranoia risks locking Britain into a long-term relationship of irrational hatred of Russia, distracting from the real dangers facing Britain: the Balkanization of British society and the degradation of our public culture amidst economic stagnation and institutional decay.
