A roadmap to an enduring ceasefire and the release of all hostages. This proposal has been given by Qatar to Hamas. The proposal has three phases. The first phase will last for six weeks, including a complete ceasefire, a withdrawal of Israeli forces from all populated areas of Gaza, and a release of elderly, wounded, and female hostages in exchange for the release of Hamas prisoners. The second phase is a permanent end to hostilities. The United States, Egypt, and Qatar will ensure the maintenance of negotiations. The third phase: a major reconstruction phase for Gaza will commence, and all hostages will be released. At this point, Hamas is no longer capable of carrying out another October 7th. I know there are those in Israel who will not agree with this plan, and will call for the war to continue indefinitely. They want to occupy Gaza, keep fighting for years, and the hostages are not a priority for them. I've urged the leadership of Israel to stand behind this deal, despite the pressure that comes. We can't lose this moment. An indefinite war will only bog down Israel in Gaza, draining the economic, military, and human resources of Israel and furthering Israel's isolation. That will not bring the hostages home, and that will not end Hamas, and that will not bring lasting security to Israel."
