Labour markets are facing increasing pressure as rapid technological change and structural economic shifts outpace traditional qualification-centric approaches, with fragmented initiatives alone unable to address these systemic changes.   While previous working papers 2 and 3 explored the individual and organisation perspectives of skills-first approaches, CSFP Working Paper 4, “Skills-First: Policy and Impact”, steps back to look at the macro lens. Co-authored with global experts from Jobs and Skills Australia and the OECD, this paper examines how skills-first principles can be embedded across the policy ecosystem to address structural inefficiencies, strengthen coordination across industrial, labour and skills policies, and support inclusive and innovation-driven growth. But looking at paper qualifications alone no longer gives us the full picture. In a dynamic, skills-first economy, a static approach to qualifications falls short. True potential is realised when jobs are designed to grow with the people who hold them. Fixing this mismatch requires a dual approach: Making skills a trusted, verifiable currency and structurally redesigning jobs to integrate "head, heart, and hand" competencies.
