The circular outlines the procedures that universities must follow regarding student enrollment, field of study allocation, and student transfers. It states that universities cannot independently enroll students, change a student's assigned institution, or improperly register a student who has been assigned to another institution, except for the results of allocations issued by the Ministry. Universities cannot change a student's field of study based on individual requests, special orders, or special procedures applied to a single student, unless it is outside the established allocation criteria.
