*Vidarbha related & Maharashtra related questions* *Mukul Kulkarni IRS* , MENTOR ON THIS GROUP 1) should vidarbha be made a separate state? I do not think that vidarbha should be made a separate state because the demand is for development rather than for a separate state and it does not enjoy popular backing. So i think a better approach would be to implement the recommendations of the kelkar committee in a timebound manner which has given the actions that need to be taken (look up kelkar Committee recommendations) 2) what is the reason for farmer suicides in vidarbha? I think there are multiple reasons, the most imp being the lack of remunerative income for the farmers and lack of alternate source of employment. Other than these, the lack of social support, instances of dowry and alcoholism leading to increasing expenditure and subsequent debts What is the solution for this? At an immediate level, we can think of restructuring of loans along with counselling and psychological support to farmers thru organisations such as NAM foundation. Initiatives such as one taken in Akola where the school students were taught a poem against farm suicides and were asked to recite it at home. In the longer term, Firstly increasing the remuneration of farmers by linking for eg the cotton produced in the region with processing units such as textile parks, similarly water retention is an issue rather than water availability so effective implementation of Jalyukt Shivar will be imp, similarly creating non farm sources of employment such as the Mihan project, increasing connectivity with other regions for a better market such as the samruddhi mahamarg Why mainly in vidarbha when drought is there in entire maharashtra? I think the main reason for this is the lack of non farm sources of employment(unlike for eg western maharashtra wherein atleast some member of family will be in pune or mumbai for employment) , and even in cases where non farm employment is available there are structural issues such as for eg in mgnrega, most of the work is during the summer months and vidarbha being one of the hottest regions, people do not venture out for work in peak summer hours. Another reason is the lack of a strong cooperative culture unlike of that in western maharashtra What are the 5 most important problems of maharashtra? The first most important problem is the agrarian distress which is the outcome of lack of remunerative farm incomes as well as lack of allied plus non farm sources of employment Secondly the regional imbalance wherein western maharashtra region is much more developed as compared to marathwada and vidarbha region With 45% of the state population living in urban areas, lack of urban planning is an important concern Fourthly, inadequate spending on public health and education with increasing privatisation of these sectors Environmental degradation is another important problem with the rapid industrialisation and urbanisation contributing to the degradation of the western ghats
