The question of why no one filing lawsuits was allowed to have "standing" is now public. Judges couldn't allow lawsuits challenging the election machines to be heard because they knew, the machines were the only way they could stay in power and did not want citizens to begin self-governing. The competing argument The words “at the Spring Convention” in Section 5 are an argument about when the regular election cycle occurs. They are not a holdover proviso and they are not a delayed effective date. Silence plus immediate effect means: appointment power ends now; the seat is empty until the new election is held. Practical result if the ordinary rule is applied • The appointed District Representative is no longer in that position. • That person who has been abolished should not vote as a District Representative on the Executive, Central or State Central Committee. • The district has a vacancy to be filled by the delegates of that district, not by another appointment. • The first election was the next item on the August 25 agenda. That business remains unfinished.

The ordinary rule: an appointed District Representative does not keep the seat If the only legal basis for holding the seat was appointment by the Chairman, and the amendment abolished that appointment power, the appointive title ended when the amendment passed. The person does not keep the seat merely because no successor has yet been elected. Abolishing the old method and filling the seat are two different acts: • Old authority: gone upon adoption. • New occupant: chosen only by the new method — district caucus of the convention delegates. • Until that election: the seat is vacant, unless the amendment contained a holdover clause. It did not. A common proviso would have said: District Representatives in office on the date of adoption shall continue until their successors are elected. Without that sentence, there is no holdover.

Delegates of the Aug. 25, 2026, Special Convention Lancaster County Republican Party — Effect of the Adopted Amendments & Unfinished Business A constitution does not need the words “effective immediately.” Under Robert’s Rules of Order Newly Revised 57:15, an amendment takes effect when it is adopted unless the amendment itself sets a later date. This amendment did not. A parliamentarian with 40 years of experience reviewed the text and stated that it was correctly written. The Chair’s comments that the sponsors “do not know how to write amendments” were not an impartial ruling. The designee who presides at a Special Convention is to run the meeting and present the pending business — not condemn it. After adoption, the published agenda called for district caucuses, election of District Representatives, and announcement of the winners that same night.
