Subject: One-time relaxation to facilitate the engagement as GDS on compassionate grounds to dependents of deceased Departmental Employees/ GDS whose deaths occurred during between 01.01.2020 to 24.02.2025. Sir/ Madam, This is regarding the provision of a one-time relaxation to offer compassionate engagement to dependents of deceased Departmental Employees/ GDS whose deaths occurred during the period from 01.01.2020 to 24.02.2025 ((i.e, from commencement of Covid Period to the date from which the provision for engagement of dependents of regular employees as GDS on compassionate grounds has been introduced). 2. Based on the suggestions received from the stakeholders on the draft proposal on the above subject, circulated vide letter of even No. Dated 31.07.2025, the competent authority has approved the scheme for the one-time provision to facilitate engagement of dependents of deceased Departmental employees/ GDS whose deaths occurred during the period from 01.01.2020 to 24.02.2025, and the same is annexed as Annexure-I herewith, for taking further necessary action. Annexure-II to this OM contains the replies/comments to the Queries/suggestions received from the Circles in response to the proposal for one-time relaxation (issued vide Directorate letter No. 19-19/2024-GDS dated 31.07.2025). 3. CEPT will make the necessary provision in the CCE portal under ATP 2.0 for processing the compassionate engagement cases received under this one-time relaxed scheme. A report in the Annexure-B of the Scheme may also be submitted by the Circles to this Directorate within the prescribed time. This issues with the approval of the competent authority.

Introduction of e-Engagement Roll for Gramin Dak Sevaks. It has been decided to develop an e-Engagement Roll for streamlining the upkeep and maintenance of service records of Gramin Dak Sevaks (GDS). For this a portal will be developed by CEPT as part of the HRMS module under IT 2.0. 2. The e-Engagement Roll will serve as theofficial engagement record for all GDS and will be maintained by the concerned Drawing and Disbursing Officer (DDO). It will comprehensively cover all major service-related events such as engagement, transfer, leave, disciplinary action, financial upgradation, TRCA revision, and final discharge. 3. The initial e-Engagement Roll for all existing and new GDS will be prepared by the respective Engaging Authority (EA). For existing GDS as on the date of introduction the same will be prepared on the basis of available service records, in a phased manner within six months. Each Division will ensure data entry and uploading of relevant documents for at least 15% of the total working GDS strength per month, so as to complete the process within six months from its introduction. Upon completion of data entry, the roll will be transferred to the concerned DDO for subsequent maintenance. For GDS engaged on or after 01.04.2026, their e- Engagement Roll will be prepared directly by the Engaging Authority in the portal and maintained thereafter by the concerned DDO. 4. The e-Engagement Roll is proposed to be rolled out across all Circles by 01.04.2026, after completion of development and testing by CEPT. A detailed Standard Operating Procedure (SOP) and training sessions will be provided to all concerned users prior to implementation. 5. In the meantime, all Circles are requested to instruct Divisions/Units to ensure that compiling of service records/documents of existing GDSs required for the e- Engagement Roll are updated and ready for migration by 31.03.2026

FAQs on the Paid Leaves of the GDS 1 . Question : At what point does paid leave in excess of the maximum accumulation limit of 45 days lapse — immediately when it exceeds 45 days during a half-year, or only at the end of that half-year? Answer : Paid leave credited for the fresh half-year (i.e., 10 days) over and above the maximum accumulation limit of 45 days shall lapse if not availed by the GDS by the end of that half-year. Following illustration will clarify the position: Illustration: Balance as on 30th June: 40 Carry forward as on 1st Jul: 40 Credit of leave on 1st July: 10 Leave Availed from 1st July to 31st December: 2 Balance as on 31st Dec: 48 Carry forward as on 1st Jan: 45 Balance as on 1st Jan: 45+10 2. Question : Can the paid leaves be availed in parts? Answer : Yes, paid leaves can be availed in parts by the GDS. 3. Question : Can accumulated leaves be encashed during any time in engagement or after discharge of GDS? Answer : No, paid leaves can not be enchased under any situation. Unavailed leave at the credit of the GDS will lapse with his/her discharge/death/cessation of engagement. 4. Question: Whether the accumulated leaves can be taken in one stretch.? Answer: The GDS may apply for the leaves at a stretch, subject to the availability of leave at his/her credit and the approval of the same by the competent authority. 5. Question : Whether the Maternity leave (for female GDS) or any other kind of leave available may be combined with the paid leave? Answer :Maternity leave or any other kind of leave available (except Emergency Leaves) to the GDS, such as Leave Without Allowance, may be combined with the paid leave, provided it is duly approved by the competent authority and shall not exceed maximum period leave admissible to a GDS.
