Pre & Mains Notes
1. HOW GOVERNMENT'S OVERHAUL OF FCRA RULES PUTS FOCUS ON RELIGIOUS CONVERSION WHAT HAPPENED The Centre amended the FCRA Rules, 2011, tightening compliance for NGOs and introducing stricter norms on the utilisation of foreign contributions. CORE ISSUE Ensuring transparency in foreign funding while preventing misuse for activities such as unlawful religious conversion. KEY DETAILS • Governed by the Foreign Contribution (Regulation) Act, 2010. • NGOs must specify approved activities and geographical areas for utilisation of foreign funds. • Activities involving religious conversion/proselytisation are explicitly excluded from permissible purposes. • Higher disclosure requirements and stricter penalties introduced for violations. • Noel Harper v. Union of India (2022) upheld the constitutional validity of major FCRA amendments. WHY IT MATTERS Strengthens oversight of foreign funding but also revives the debate over balancing national security with the autonomy of civil society organisations. 2. WHY GRID INDIA IS TURNING TO MORE GAS-BASED POWER WHAT HAPPENED Grid India advised greater use of gas-based power plants due to weak monsoon forecasts and rising electricity demand. CORE ISSUE Ensuring grid stability when renewable generation and hydropower become uncertain. KEY DETAILS • Weak monsoon may reduce hydropower generation. • Gas plants provide quick-start, flexible power during peak demand. • India's gas-based plants remain underutilised due to high fuel costs. • Supports grid balancing alongside increasing renewable energy capacity. • Managed by Grid Controller of India Ltd. (Grid India) under the Ministry of Power. WHY IT MATTERS Highlights India's challenge of balancing energy security with the clean-energy transition. 3. 'PASSPORT IS A TRAVEL DOCUMENT, NOT PROOF OF CITIZENSHIP' WHAT HAPPENED The Ministry of External Affairs clarified that an Indian passport facilitates international travel but is not conclusive proof of Indian citizenship. CORE ISSUE Distinction between identity documents and proof of citizenship. KEY DETAILS • Passport is issued under the Passports Act, 1967. • Citizenship is governed separately by the Citizenship Act, 1955. • Passport establishes identity and nationality for travel, but citizenship disputes are decided under citizenship laws. • Clarification came amid discussions on voter rolls and identity verification. • MEA also highlighted expansion of Passport Seva Kendras and e-passport rollout. WHY IT MATTERS Clarifies an important legal distinction frequently tested in Polity and relevant to debates on identity documentation and citizenship.

Pre & Mains Notes
1. NO ONE SHOULD OWN THE LAW: WHY GOVERNMENT STANDARDS SHOULD BE PUBLIC WHAT HAPPENED A proposal under the Jan Vishwas framework suggests that all government-adopted standards, rules and regulations should be publicly accessible. Any law or standard not made public could be treated as invalid. CORE ISSUE Many laws and regulations incorporate private standards (e.g., BIS standards) by reference, but citizens often cannot access them without paying fees. KEY DETAILS • Legal principle: citizens cannot be bound by laws they cannot freely access. • Derived from Rule of Law, Natural Justice, and Article 14 (non-arbitrariness). • Courts have repeatedly held that laws must be adequately published before enforcement. • BIS, building codes, safety standards, environmental norms and technical regulations often become legally binding through government notification. • Critics argue paywalled standards create a barrier to compliance and accountability. • Similar debates exist globally around copyright over standards incorporated into law. • Proposal distinguishes between privately developed standards and standards adopted as law by the State. WHY IT MATTERS The issue concerns transparency, ease of compliance, citizen rights and the broader principle that laws governing people must remain publicly accessible. 2. RIGHT TO WALK ON FOOTPATHS: BEHIND SC ORDER, SURGE IN PEDESTRIAN DEATHS WHAT HAPPENED The Supreme Court emphasised pedestrians’ right to safe footpaths while hearing a matter related to encroachment and unsafe walking infrastructure. CORE ISSUE: India's road design remains heavily vehicle-centric despite rising pedestrian fatalities. KEY DETAILS • Pedestrian deaths have increased significantly over the past decade. • Article 21 (Right to Life) includes the right to safe mobility and access to public spaces. • The Court observed that roads are not meant exclusively for motor vehicles. • Footpaths are often encroached upon by parking, vendors, utilities and construction activities. • Urban planning has prioritised vehicle movement over pedestrian safety. • India accounts for one of the highest numbers of road fatalities globally. • Safe pedestrian infrastructure is a key component of the Safe System Approach promoted internationally. IMPORTANT BACKGROUND • Motor Vehicles Act, 1988 and road-safety frameworks increasingly recognise vulnerable road users. • Sustainable urban mobility policies emphasise walking, cycling and public transport over private vehicle dependence. WHY IT MATTERS The case reframes pedestrian safety as a constitutional and governance issue rather than merely a traffic-management problem. Better walkability improves safety, accessibility and urban quality of life.
