Pre & Mains Notes
1. Why Trump Backtracked on 20% Strait of Hormuz Transit Fee WHAT HAPPENED U.S. President Donald Trump abandoned his proposal to impose a 20% transit fee on ships using the Strait of Hormuz, instead signalling a preference for investment partnerships with Gulf countries. CORE ISSUE Balancing strategic control of a vital maritime chokepoint with international law, global trade interests and regional diplomacy. KEY DETAILS - The Strait of Hormuz is a strategic chokepoint connecting the Persian Gulf with the Gulf of Oman, carrying nearly 20% of global oil trade. - The proposal was dropped amid concerns over its legal validity, implementation and economic impact. - Under UNCLOS, ships enjoy the right of transit passage through international straits, limiting unilateral restrictions. - A transit fee could have raised shipping costs, oil prices and inflation, affecting major energy importers such as India. WHY IT MATTERS Relevant for GS II (International Relations) and GS III (Energy Security & Economy). Important for Prelims on UNCLOS and major maritime chokepoints. 2. Census: Caste Category Should Not Be Open-Ended WHAT HAPPENED Experts have suggested that the caste column in the upcoming Census should use a predefined classification instead of an open-ended format to improve data quality and consistency. CORE ISSUE Balancing comprehensive caste enumeration with accurate, standardised and policy-useful data collection. KEY DETAILS - The 1931 Census was the last Census to comprehensively enumerate castes (excluding SCs/STs thereafter). - An open-ended caste field can lead to spelling variations, synonyms and duplicate entries, making classification difficult. - Experts recommend using the Socio-Economic and Caste Census (SECC), 2011 database as the reference framework. - Standardised caste data would improve reliability for welfare targeting, reservation policies and socio-economic research. WHY IT MATTERS Relevant for GS II (Governance & Social Justice) and Prelims (Census, SECC). Reliable caste data is important for evidence-based policymaking and equitable distribution of welfare benefits. 3. Trial in Absentia under BNSS WHAT HAPPENED The NIA is expected to seek a trial in absentia against Hafiz Saeed in the Pahalgam terror attack case under provisions of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023. CORE ISSUE Ensuring speedy justice in serious criminal cases while safeguarding the accused's right to a fair trial. KEY DETAILS - Section 356, BNSS permits trial in absentia of a proclaimed offender. - Applies only to offences punishable with 10 years' imprisonment, life imprisonment or death. - Court must issue 2 warrants, publish notice and give 30 days to appear; trial begins only after 90 days of framing charges. - If the accused has no lawyer, a State-funded defence counsel is appointed; recorded evidence is preserved if the accused appears later. WHY IT MATTERS Relevant for GS II (Polity & Governance) and Prelims (BNSS provisions). Reflects criminal justice reforms aimed at balancing effective prosecution of absconding offenders with the constitutional guarantee of a fair trial.

CORE ISSUE Building an indigenous drone and semiconductor ecosystem to support Atmanirbhar Bharat. KEY DETAILS - Two tracks: Drone Innovation & Component Innovation. - Uses VEGA, an Indian processor by C-DAC based on RISC-V architecture. - Top 100 teams receive VEGA kits; prize pool exceeds ₹65 lakh. - Conducted under SwaYaan, MeitY's drone capacity-building initiative. WHY IT MATTERS Promotes self-reliance in drones, semiconductors and avionics while strengthening India's civilian and defence drone capabilities. 2. Universities Seek Clarity on Grants Under VBSA Bill WHAT HAPPENED The Joint Parliamentary Committee (JPC) reviewing the Viksit Bharat Shiksha Adhiniyam (VBSA) Bill, 2025 heard concerns from universities over the absence of a clear grant disbursal mechanism after the proposed repeal of the UGC. CORE ISSUE Ensuring uninterrupted funding for universities under the new higher education regulatory framework. KEY DETAILS - The VBSA Bill proposes replacing the UGC, AICTE and NCTE with a single Higher Education Commission. - Universities urged the Centre to specify how grants will be released under the new system. - Suggestions included creating a dedicated funding body or retaining grant-related functions. - The Centre said funding will be transparent, performance-based and linked to institutional outcomes. WHY IT MATTERS The Bill marks a major reform in higher education governance, but clarity on funding is essential to ensure the smooth functioning of public universities, especially those dependent on Central grants.
