የሾሪንግ ጨረታ በተማለከተ! ሾሪንግ በ ባህሪው DB (design build) ፕሮጀክት ነው ልክ እንደ POST-TENSION። ማለትም ተቋራጩ ራሱ ዲዛይኑን ያዘጋጃል ነገር ግን client DBB (Design bid build) ማድረግ ከፈለገ GEOTECHNICAL ENGINEER (ስነ አፈር መሀንዲስ) ያለው አማካሪ ድርጅት በመቅጠር ዲዛይን ማስደረግ። ከዛም ማጫረት ራሱ ኮንትራክተሩ ዲዛይን ካረገ ፓይሉ ይበዛል ምስሉ ላይ ምትመለከቱት ጨረታ ሲከፈት ቦታው ተገኝቼ ነበር የ Client RE (Resident engineer)ነኝ ከ consultant በተጨማሪ ከ ዲዛይን አንስቶ ጨረታ እስከመገምገም ተሳትፌያለው እናም በዚህ ፕሮጀክት ወደ 8 ሾሪንግ ድርጅቶች ተሳትፈው ነበር። ከፍተኛው 37,000,000 ብር ነበር ዝቅተኛው 27,000,000 ብር ገደማ ነበር (financial) መመዘኛዬ ተቋራጮቹ ካስገቡት ቴክኒካል ብቃት በመነሳት 1. የማሽን ብዛት በ ሌብሬ ምስል የተጋገጠ 2. ካፒታል ( ከታደሰ የንግድ ፍቃድ) 3. ምን ያህል ፕሮጀክት በ አምስት አመት ሰርቷል 3. ሀ. ከፍተኛ የወሰደው ፕሮጀክት 3.ለ. ዝቅተኛ የወሰደው ፕሮጀክት 4. የሰው ሀይል ( በምስል የተረጋገጠ CV) 5. መከናወን ላይ ያለ ፕሮጀክት ሳይት በመሄድ በጎብኘት ያስገባውን የጨረታ ገንዘብ በመመዝገብ ከተቻለ በtechnical የበለጠውን በ ዝቅተኛ የጨረታ ገንዘብ መደራደር

የንብረት ታክስ ማን ስንት ይከፍላል? ዜጎች የሚከፍሉት የግብር መጠን የሚወሰነው ባለፈው ታኅሳስ በጸደቀው የሪል እስቴት ልማት እና የማይንቀሳቀስ ንብረት ግብይት እና ግመታ አዋጅ መሠረት ነው። ይኸ የግብር አይነት አንድ ንብረት ከዓመት ዓመት በሚያሳየው የዋጋ ለውጥ ላይ የሚጣል ነው። በአዋጁ መሠረት የንብረት ታክስ የሚከፈልበት ከአንድ ንብረት የገበያ ዋጋ 25 በመቶው ብቻ ነው። ይሁንና የገንዘብ ሚኒስቴር በጥናት ላይ በመመሥረት ታክስ የሚከፈልበትን ዋጋ ከፍ ወይም ዝቅ የማድረግ ሥልጣን ተሰጥቶታል። አቶ ደሳለኝ ወዳጄ “ለቤት ከ0.1 በመቶ እስከ 1 በመቶ፤ ለመሬት ደግሞ ከ0.2 በመቶ እስከ 1 በመቶ” የንብረት ታክስ እንደሚከፈል አስረድተዋል። “የትኛውም ክልል ወይም የከተማ አስተዳደር ሲጀምር ከ0.1 በመቶ ነው” ያሉት የቋሚ ኮሚቴው ሰብሳቢ “በአራተኛው ዓመት ላይ የመጨረሻው ላይ መድረስ አለበት” ሲሉ ሒደቱን አስረድተዋል። “20 ሚሊዮን ብር የሚገመት ቤት ያለው ሰው በዓመት አንድ ጊዜ ክፍያው 5,000 ብር ነው ሊሆን የሚችለው” ብለዋል። 10 ሚሊዮን ብር ግምት ያለው ቤት 2,500 ብር፤ 5 ሚሊዮን ብር የሚገመት ቤት 1,250 ብር፤ አንድ ሚሊዮን ብር የሚገመት ቤት ያለው 250 ብር ሊከፍል እንደሚችል ተናግረዋል። የንብረት ባለቤቶች ክፍያውን በአንድ ጊዜ ወይም ሁለት ጊዜ ማከናወን ይችላሉ። የፌድራል እና የክልል መንግሥታት ተቋማት የንብረት ታክስ አይከፍሉም። “ለሕብረተሰቡ ነጻ የማኅበራዊ አገልግሎት የሚሰጡ ድርጅቶች ለዚሁ አገልግሎት የሚጠቀሙበት ቦታ እና ሕንጻ” ከንብረት ታክስ ነጻ ሆኗል። የኃይማኖት ተቋማት ለአምልኮ እና ለመካነ-መቃብር አገልግሎቶች የሚጠቀሙባቸው ቦታዎች እና ሕንጻዎችም ተመሳሳይ ዕድል አግኝተዋል። አዩዘሀበሻ
