Quality assurance measures are both technical and organizational. Some common cases need to be specified in a general Quality Assurance Plan which shall identify the key elements necessary to provide fitness of the structure and the means by which they are to be provided and measured with the overall purpose to provide confidence that realized projects will be satisfactorily in service fulfilling intended needs. The North – East Region is in the severe most Seismic Zone – V and therefore Quality Control / Quality Assurance is very important in Civil engineering infrastructure construction which must give emphasize on: • Resource planning and resource control • Allocation of proper personal and team development • Activities and Control of activities • Planning of activity dependencies • Estimation of duration and schedule control • Cost estimation, budgeting and cost control • Risk identification and Risk Assessment • Procurement planning and control • Information management and communication control • Continual improvement • Maintenance planning The quality management in the current day context is based on the fact that the probability of failure of structures must be as low as possible and definitely lower than a prefixed accepted limit. Hence, quality management in essence is the management of uncertainties inherent in the construction industry. In spite of very good design of a structure the overall aims are frustrated if quality is not maintained during its construction and execution resulting increase in the overall life-cycle cost of structure which is not desirable in view of the sustainability of the structure. This will have to start at the planning stage itself and should continue through the stages of design, detail engineering, procurement, construction, and life – long maintenance. Such an elaborate compliance plan for managing uncertainties requires a quality management system which will have quality control as a subsystem. Quality management ensures that every component of the structure keeps performing throughout its life span. In fact quality is a measure of the degree of excellence and is induced related to fulfillment enjoyed by the users. In order, that the properties of the completed structure be consistent with the requirements and the assumptions made during the planning and the design, adequate quality assurance measures shall be taken. The construction should result in satisfactory strength, serviceability and long term durability so as to lower the overall life-cycle cost. Quality assurance in construction activity relates to proper design, use of adequate materials and components to be supplied by the producers, proper workmanship in the execution of works by the contractor and ultimately proper care during the use of structure including timely maintenance and repair by the owner.
