ህዝብ አስተያየት እንዲሰጥበት ይፋ የተደረገው መመሪያ በትክክል እነማንን ነው የሚመለከተው ?
ይህ መመሪያ/አሰራር የሚመለከተው በቀድሞው ዲፕሎማ (10+3፣ 12+2 ወይም ቴክኒክና ሙያ ደረጃ 4 ስልጠና) ተመርቀው፣ ነገር ግን የደረጃ አራት የብቃት ማዕቀፍ (COC) ሳይኖራቸው የመጀመሪያ ዲግሪ፣ ሁለተኛ ዲግሪ (MA) ወይም ሦስተኛ ዲግሪ (PhD) የያዙትን ብቻ ነው።
እነዚህ ዜጎች የትምህርት ማስረጃቸውን ለማረጋገጥ አሁን በያዙት የትምህርት ደረጃ/የያዙት ዲግሪን መሰረት ተደርጎ የሚሰጠውን ፈተና መውሰድና ማለፍ ይኖርባቸዋል።
በአጭሩ የሚመለከተው ወይም ተፈጻሚነቱ :-
- ለዲግሪ ትምህርት ከመግባታቸው በፊት የሙያ ብቃት ማረጋገጫ (COC) ፈተና ሳይወስዱ ዲግሪ የተማሩ እና የተመረቁ።
- የሙያ ብቃት ማረጋገጫ (COC) የወሰዱት ለዲግሪ ትምህርት ከተመዘገቡ በኋላ የሆኑ ተማሪዎች ላይ ነው።
በመደበኛው መንገድ የመግቢያ መስፈርቱን አሟልተው (ለምሳሌ የ12ኛ ክፍል ማለፊያ አምጥተው) የገቡ፣ ወይም ከዲፕሎማ ተነስተው የCOC ፈተና አልፈው ዲግሪ የጫኑ እና የተመረቁ ዜጎችን ይህ መመሪያ አይመለከታቸውም። የትምህርት ማስረጃቸውም ያለ ምንም ተጨማሪ ፈተና እንደ ቀድሞው ይረጋገጥላቸዋል።
መመሪያው በአሁኑ ወቅት በረቂቅ ደረጃ ላይ ያለና እስከ ሐምሌ 13 ቀን 2018 ዓ.ም ድረስ ለህዝብ አስተያየት ክፍት የተደረገ መሆኑ ታውቋል።
