እነዚህ ዜጎች የትምህርት ማስረጃቸውን ለማረጋገጥ አሁን በያዙት የትምህርት ደረጃ/የያዙት ዲግሪን መሰረት ተደርጎ የሚሰጠውን ፈተና መውሰድና ማለፍ ይኖርባቸዋል።

በመደበኛው መንገድ የመግቢያ መስፈርቱን አሟልተው (ለምሳሌ የ12ኛ ክፍል ማለፊያ አምጥተው) የገቡ፣ ወይም ከዲፕሎማ ተነስተው የCOC ፈተና አልፈው ዲግሪ የጫኑ እና የተመረቁ ዜጎችን ይህ መመሪያ አይመለከታቸውም። የትምህርት ማስረጃቸውም ያለ ምንም ተጨማሪ ፈተና እንደ ቀድሞው ይረጋገጥላቸዋል።
መመሪያው በአሁኑ ወቅት በረቂቅ ደረጃ ላይ ያለና እስከ ሐምሌ 13 ቀን 2018 ዓ.ም ድረስ ለህዝብ አስተያየት ክፍት የተደረገ መሆኑ ታውቋል።
