የ "Site Diary" ጥቅምና ይዘት {The importance and Format of Site Diary} 🚧በግንባታ ሂደት ውስጥ የምናገኛቸው የተለያየ ዓላማና ይዘት ያላቸው ሰነዶች አሉ። ለምሳሌ ያህል፦ የውል ሰነድ (contract document)፣ የሥራ ፍቃድ (Work Permit/order)፣ የግንባታ ፍቃድ (Building Permit)፣ የሥራ ምዘና መዝገብ (Checklists)፣ የዕለት ሥራ ማስታወሻ (Site Diary)፣ ንድፎች (Drawings) ... የመሳሰሉት ይገኙበታል። በሀገራችን የውል ፈጻሚዎች (አሠሪ፣ ተቋራጭ እና አማካሪ) ግጭት ውስጥ ለመግባታቸው አንዱና ዋነኛው ምክንያት እነዚህ ሰነዶች በግንባታ ሥራ አለመሟላታቸው መሆኑን የተጠኑ ጥናቶችም ጠቁመዋል። 💫ከእነዚህ ውስጥ  አንዱ የሆነውን የዕለት ሥራ ማስታወሻ (Site Diary) እንመለከታለን። ⏺ብዙ ጊዜ ስለዚህ ሰነድ ያለን ትኩረት ለዘብ ያለ ሆኖ የሚስተዋል ቢሆንም ብዙ የሥራ ተቋራጮች፣ አማካሪዎች እና አሠሪዎች ከስረውበታል።  

ክፍል አንድ  ዋና ዋና ጥቅሙ፦

1ኛ). የዕለት ተግባራትን መመዝገቢያ፡ ይህ የማስታወሻ ጥራዝ ወይም ሰነድ በየቀኑ በግንባታ ቦታው ላይ የተከናወኑ ሥራዎችን እንመዘግብበታለን። የተሰሩ ሥራዎችን፣ ግንባታው ያለበትን ደረጃ፣ በዕለቱ ያለውን የአየር ሁኔታ፣ ለግንባታ ሥራው የተሳተፉ ባለሙያዎችንና የጉልበት ሰራተኞችን ብዛት፣ የገጠሙ ችግሮችን፣ የተወሰዱ መፍትሔዎችን፣ በባለድርሻ አካላት የታዘዙ ልዩ ትእዛዞች (ካሉ) እነዚህ መረጃዎች የምንመዘግብበት የሁሉም የግንባታ ስራዎች አጠቃላይ ዕለታዊ መዝገብ ሆኖ ያገለግላል። ይህ ሰነድ የፕሮጀክቱን እድገት ለመከታተል ወሳኝ ሲሆን በዕለት ተዕለት እንቅስቃሴው ውስጥ ግልፅነትን ያረጋግጣል፣ የፕሮጀክት አስተዳዳሪዎች እና ባለድርሻ አካላት ስለቦታው ሁኔታ እንዲያውቁ ያግዛል። 2ኛ). ቅሬታ ወይም የክርክር የሚፈታበት ነው፦  በግንባታ ፕሮጀክቶች ውስጥ መጓተትን፣ የአቅም ለውጥን ወይም የሥራ ጥራትን በተመለከተ አለመግባባቶች ሊፈጠሩ ይችላሉ። በመሆኑም የዕለት ክስተት ማስታወሻው ሰነድ በቦታው ላይ ስለ ሁነቶች እና ሁኔታዎች ማስረጃ የሚያቀርብ ህጋዊ የግንባታ ሰነድ ሆኖ የሚቆጠር ስለሆነ በየትኛውም የፍትህ መንገድ ቅቡልነት አለው። ለምሳሌ ያህል፦ የጊዜ መጓተት የሚፈጥሩ ክስተቶች ካሉ (ለአብነት) ቀኑን ሙሉ ዝናብ ቢውል ወይም አካባቢው ረብሻ ቢሆን እነዚህ ክስተቶች የወሰዱትን ጊዜ (ሰዓት፣ ቀን፣ ወር) በቁጥር የምናሰላው ከ'Site Diary ላይ ለቅመን ስለሆነ ክስተቶቹ ባስተጓጎሉት የጊዜ መጠን ልክ በውሉ ላይ የነበረውን ግንባታ የሚጠናቀቅበትን ጊዜ ለማራዘም ያግዛል። በሌላም በኩል (ለምሳሌ) የግንባታ ግብአት ማቅረብ የአሠሪው (Client/employer) ድርሻ ቢሆን እና የግንባታ ጊዜ በዚህ የተነሳ ቢጓተትበት ሥራ ተቋራጩ የጊዜ ማራዘሚያ እና የሠራተኞች ያለሥራ የቆዩበትን ክፍያ አሠሪው እንዲከፍል ሊጠይቅበት የሚችለው በ'Site Diary ላይ በአግባቡ የተቀመጠ መዝገብ ካለ ነው። 3ኛ) ጥራትን ለመቆጣጠር ማረጋገጫ ይሆናል፦ site diary መያዝ የጥራት ቁጥጥር እርምጃዎችን እና ፍተሻዎችን ለመመዝገብ ያስችላል። ለምሳሌ፦ በዕለቱ የተሠራው ሥራ የፌሮ ብረት እና የአርማታ ሙሌት  ነው ብለን ብናስብ ለእያንዳንዱ ስትራክቸር የተጠቀምንው የፌሮ ብረት አይነትና ብዛት፣ የሲሚንቶ የአሸዋ እና የጠጠር ብዛት፣ የተከናወኑ የቤተሙከራ ሥራዎችና ውጤቶቻቸው እና የተስተዋሉ ያልተሟሉ ጉዳዮችን የምንመዘግብበት ስለሆነ የግንባታ ሥራ በዲዛይኑ መሰረት ዝቅተኛውን መስፈርት አሟልቶ እየተከናወነ ስለመሆኑና ስላለመሆኑ ጥራቱን እንድንቆጣጠር፣ የሚፈለገውን ደረጃና መስፈርት የሚያሟላ መሆኑን ለማረጋገጥ፣ ተጠያቂነትን ለማስፈን እና አጠቃላይ የፕሮጀክት ጥራትን ለማሻሻል ያግዛል።
