[Media quote] Pa Chanroeun, a social researcher and president of the Cambodian Institute for Democracy, called on school leaders and organizing committees to use these events to promote Khmer culture while limiting inappropriate activities. “We cannot prevent young students from seeking entertainment. However, within school environments, some dancing styles and clothing have been seen as too extreme and unacceptable,” Chanroeun said. “It is undeniable that young people enjoy joyful activities. However, we are all aware of recent developments in our society. I hope students do not take their entertainment to extremes.” He added that in recent years he seen problematic behavior after such events, including reckless motorbike riding and shouting in public, which can disrupt social order. Chanroeun said he was unsure whether alcohol consumption occurs on school grounds, but such behavior should be strictly prohibited. We are collectively advocating for the formal ratification of ILO Convention 190 (C190)—the first international treaty to address violence and harassment in the world of work. [Media quote] Pa Chanroeun, President of the Cambodian Institute for Democracy, noted that marriage equality could benefit Cambodian society by promoting everyone’s right to form a family without discrimination, while also enhancing Cambodia’s international image on an issue of growing global interest, particularly among same-sex couples. However, he said that the “economic and tourism benefits of marriage equality” should not be seen as the main catalyst for its adoption. “For Cambodia, marriage equality remains new, as most of our citizens seem to have a limited understanding of this issue. So, I believe there should be broader discussion and debate, particularly on the social, cultural, and religious aspects, to consider whether our society is ready to accept it,” he said. “If the answer is ok, then we should start.” But he said that given the current situation, this law should not be a priority, as Cambodia should focus first on addressing pressing issues, such as education quality, employment, economic challenges, border security and other social problems. “In terms of law, several laws are still pending approval, such as the Access to Information law. It has been nearly 20 years, but it is still in draft,” he said. “I believe that certain laws should take priority over marriage equality in Cambodia’s current context.” In 2024, Thailand passed the Marriage Equality Act, which came into force on January 23, 2025, making it the first country in Southeast Asia to legalise same-sex marriage. [Media quote] Pa Chanroen, a social analyst and executive director of the Institute for Democracy in Cambodia, said the government’s justification risks overlooking broader reforms needed to strengthen national defense through modern administration and comprehensive social protection. “Paying salaries through the banking system is a hallmark of good governance and transparency,” Chanroen said, citing advanced economies such as the United States, France and Japan, where soldiers are paid through secure banking systems. He said military hospitals cannot replace the broader benefits of the NSSF, which include occupational injury coverage, disability support and pensions. He also called for extending NSSF coverage to military families, arguing that family welfare directly affects morale, loyalty and combat readiness. “Caring for soldiers’ families is part of strengthening national defense,” he said, adding that social protection could help reduce poverty, debt and desertion while encouraging young people to join the armed forces.
