የኢትዮጵያ ሰብአዊ መብቶች ኮሚሽን (ኢሰመኮ) በዳኝነት ነጻነት እና ሰብአዊ መብቶች ጥበቃ እንዲሁም በሽግግር ፍትሕ ፖሊሲ እና የፍትሕ ዘርፍ ሪፎርም ዙሪያ ከማእከላዊ ኢትዮጵያ ክልል የፍትሕ አካላት ከፍተኛ የሥራ ኃላፊዎች እና ዳኞች ጋር የግንዛቤ ማስጨበጫ መድረክ ሰኔ 20 ቀን 2018 ዓ.ም. በሆሳዕና ከተማ አካሂዷል። በመድረኩ የክልሉ ዋና አፈ ጉባኤ ክብርት ፋጤ ስርሞሎ እና የጠቅላይ ፍርድ ቤት ፕሬዚዳንት እርሴኖ አቡሬን ጨምሮ የተለያዩ ዞኖች እና ልዩ ወረዳዎች አስተዳዳሪዎች፣ የክልሉ የፍትሕ ዘርፍ ተቋማት እና ጉዳዩ የሚመለከታቸው ሌሎች ባለድርሻ አካላት ተሳትፈዋል።
በመድረኩ በዳኝነት ነጻነት እና ሰብአዊ መብቶች ጥበቃ፣ የዳኝነት ተቋማት ሰብአዊ መብቶችን ከማስከበር አንጻር ያላቸው ሚና እንዲሁም በሽግግር ፍትህ ፖሊሲ ዙሪያ የተዘጋጁ ጽሑፎች ቀርበው ውይይት ተድርጎባቸዋል። የሕግ የበላይነትን ለማስከበር፣ ሰብአዊ መብቶችን ለማስጠበቅ እና የፍትሕ ተቋማት በሕዝብ ዘንድ ያላቸውን ተቀባይነት እና አመኔታ ለማሳደግ ነጻ የዳኝነት ሥርዓት አስፈላጊ መሆኑ ተነስቷል። በተጨማሪም ተጠያቂነትን ለማረጋገጥ፣ ተጎጂዎችን ለመካስ እንዲሁም ዘላቂ ሰላም እና እርቅን ለማስፈን ተአማኒ፣ አካታች እና ሰብአዊ መብቶችን መሠረት ያደረገ የሽግግር ፍትሕ ትግበራ ወሳኝ መሆኑ ተብራርቷል።
የማእከላዊ ኢትዮጵያ ክልል ተወካዮች ምክር ቤት ዋና አፈ ጉባኤ ክብርት ፋጤ ስርሞሎ ኢሰመኮ የግንዛቤ ማስጨበጫ መድረኩን ማዘጋጀቱ በክልሉ ያለውን የፍትሕ አካላት ዐቅም ለማጠናከር እንደሚረዳ ገልጸዋል።
የኢሰመኮ ዋና ኮሚሽነር ብርሃኑ አዴሎ ጠንካራ ተቋማዊ አጋርነትን በመመሥረት እና ቀጣይነት ያለው የግንዛቤ ማሳደጊያ ሥራዎችን በመሥራት፣ ነጻ እና ተጠያቂነት የሰፈነበት የፍትሕ ሥርዓት መገንባት እንደሚቻል አንስተው በክልሉ ያሉ የፍትሕ ተቋማትን ለማጠናከር እና የሰብአዊ መብቶች ጥበቃን ለማሻሻል የሚመለከታቸው ባለድርሻ አካላት በትብብር እንዲሰሩ ጥሪ አቅርበዋል።

የኢትዮጵያ ሰብአዊ መብቶች ኮሚሽን (ኢሰመኮ) ከተባበሩት መንግሥታት የስደተኞች ከፍተኛ ኮሚሽነር ጽሕፈት ቤት (Office of the United Nations High Commissioner for Refugees-UNHCR) ፣ Jesuit Refugee Service (JRS) እና ከአዲስ አበባ ዩኒቨርሲቲ ነጻ የሕግ ድጋፍ ማእከል ጋር በመተባበር ዓለም አቀፉን የስደተኞች ቀን “ሁሉም ሰው ደኅንነቱ እስኪረጋገጥ ድረስ” በሚል መሪ ቃል ሰኔ 15 ቀን 2018 ዓ.ም. በአዲስ አበባ አክብሯል። መርኃ ግብሩ የስደተኞችን ጽናት፣ አስተዋጽዖ እና ስኬቶችን ለማክበር፣ ስለ መብቶቻቸው ግንዛቤን ለማሳደግ፣ እንዲሁም በኢትዮጵያ የስደተኞች ጥበቃ፣ ተሳትፎና አካታችነትን ለማጠናከር ያለመ ነው።
በመርኃ ግብሩ በስደተኞች በሚመሩ ድርጅቶች በኢትዮጵያ ደኅንነቱ የተጠበቀ የስደተኞች ቦታ ለመፍጠር በሚያስችሉ ጉዳዮች ላይ የፓናል ውይይት የተካሄደ ሲሆን የስደተኞች መር ድርጅቶች (Refugee-Led Organisations (RLOs)) ተወካዮች የመደራጀት መብት ለስደተኞች ተሳትፎና አመራር ያለውን አስፈላጊነት፣ ድርጅቶቻቸው ለስደተኞችና ለተቀባዩ ማኅበረሰብ የሚያበረክቱትን አስተዋጽዖ፣ እየተከናወኑ ያሉ ተግባራትን እና ወደፊት የስደተኞችን ተሳትፎና አመራር ለማጠናከር ያሉ ዕድሎችን በሚመለከት ልምዳቸውን አጋርተዋል። በተጨማሪም የስደተኞች መብቶችን የተመለከቱ ዓለም አቀፍ፣ አህጉራዊ ሀገራዊ የሕግ ማዕቀፎች እና ዓለም አቀፍ የስደተኞች ቀንን ታሳቢ ያደረገ የከተማ ስደተኛ ተማሪዎች የተሳተፉበት የጥያቄና መልስ ውድድር ተካሂዷል።
በመርኃ ግብሩ ማጠቃለያ ላይ የስደተኞች እና ጥገኝነት ጠያቂዎች መብቶች ጥበቃ ለማጠናከር፣ የጎላ ድምጽ እንዲኖራቸው ለማድረግ፣ የሚያጋጥሟቸውን ተግዳሮቶች ለመፍታት እና በውሳኔ አሰጣጥ ሂደት ትርጉም ያለው ተሳትፎ እንዲያደርጉ የሁሉም ባለድርሻ አካላት የተቀናጀ ጥረት እንደሚያስፈልግ ተገልጿል።

የኢትዮጵያ ሰብአዊ መብቶች ኮሚሽን (ኢሰመኮ) በሴቶች መብቶች ላይ ለሚሠሩ መደበኛ ያልሆኑ የሴቶች መብቶች አደረጃጀቶች የግንዛቤ ማሳደጊያ ውይይት በሰኔ 11 እና 12 ቀን 2018 ዓ.ም. በአዲስ አበባ አካሂዷል። ውይይቱ መደበኛ ያልሆኑ የሴቶች መብቶች አደረጃጀቶችን ዐቅም በማሳደግ ሥራቸውን ከሰብአዊ መብቶች መርሕ ጋር በተጣጣመ መልኩ እንዲያከናውኑ ለማስቻል ያለመ ነው፡፡
በመድረኩ የኢትዮጵያ የሕግ ባለሙያ ሴቶች ማኅበር በዞንና በወረዳ ያቋቋማቸው የበጎ ፈቃደኛ ኮሚቴ አመራሮች፤ ከአፋር፣ ከአማራ፣ ከቤንሻንጉል ጉሙዝ፣ ከማእከላዊ ኢትዮጵያ፣ ከኦሮሚያ፣ ከሲዳማ፣ ከሶማሊ፣ ከደቡብ ኢትዮጵያ እና ከደቡብ ምዕራብ ኢትዮጵያ ክልሎች የተወጣጡ ተሳታፊዎች ተገኝተዋል።
በመድረኩ ጾታን መሠረት ያደረገ ጥቃትና የሰብአዊ መብቶች ምንነት፤ ለጥሰት ተጋላጭ በሆኑ የኅብረተሰብ ክፍሎች የሚቀርቡ አቤቱታዎች አቀባበል፤ የምርመራ ሥነ ሥርዓት መሠረታዊ መርሖች፣ እንዲሁም የሰብአዊ መብቶች ጥሰት የደረሰባቸውን ሴቶች እና ሕፃናት ቃለ-መጠይቅ የማድረግ ስልቶች እና የሥነ-ልቦና ጉዳትን ታሳቢ ባደረገ ምላሽ አሰጣጥ፤ እንዲሁም የአደረጃጀቶቹን አሠራር ለማጠናከርና ለመደገፍ በሚያስችሉ ጉዳዮች ዙሪያ የመነሻ ጽሑፎች ቀርበው ውይይት ተደርጎባቸዋል፡፡
ተሳታፊዎች በየአካባቢያቸው የሚከሰቱ ጾታን መሠረት ያደረጉ ጥቃቶችን እና በሥራ እንቅስቃሴያቸው የሚያጋጥሟቸው ተግዳሮቶችን አጋርተዋል። የአካባቢ ሽማግሌዎች ጣልቃ ገብነት፣ መረጃዎችን በአግባቡ አለማደራጀትና የአሠራር ሥርዓት ክፍተቶች፣ የሚቀርቡ አቤቱታዎችን የመቀበል ዐቅም ውስንነት፣ እንዲሁም በሚመለከታቸው ባለድርሻ አካላት ምላሽ አሰጣጥ ዙሪያ ውስንነቶች እንደሚታዩ ገልጸዋል።
የኢሰመኮ የሴቶች እና የሕፃናት መብቶች ኮሚሽነር አሸነፈች አበበ፤ ለመብቶች ጥሰት ተጋላጭ ለሆኑ የኅብረተሰብ ክፍሎች ጥራት ያለው፣ ቀልጣፋ እና ተደራሽ የሕግ ድጋፍ ለማድረግ ብሔራዊ የነጻ የሕግ ድጋፍ ስትራቴጂን ለማስፈጸም የተዘጋጀ ረቂቅ አዋጅን አጸድቆ ተግባራዊ ማድረግ እንደሚያስፈልግ ገልጸው፤ መደበኛ ያልሆኑ የሴቶች አደረጃጀቶች የሚሰጧቸው የሕግ ድጋፎች በተለይም ለሴቶች እና ለሕፃናት መብቶች መከበር ወሳኝ መሆናቸውን አብራርተዋል። አክለውም እነዚህ አገልግሎቶች ይበልጥ ሊጠናከሩና ሰብአዊ መብቶች ተኮር ሊሆኑ እንደሚገባ አሳስበዋል።

የኢትዮጵያ ሰብአዊ መብቶች ኮሚሽን (ኢሰመኮ) በኦሮሚያ ክልል፣ በጅማ እና ምሥራቅ ሐረርጌ ዞኖች እንዲሁም በጅማ ከተማ አስተዳደር በሀገር ውስጥ ተፈናቃዮች ዘላቂ መፍትሔ አተገባበር ላይ ባከናወናቸው የክትትል ሥራዎች፣ ግኝቶችና ምክረ ሐሳቦች ዙሪያ ሰኔ 11 ቀን 2018 ዓ.ም. የውትወታ መድረክ በጅማ ከተማ አካሂዷል። መድረኩ ኢሰመኮ ባከናወናቸው ክትትሎች የተለዩ መልካም ተሞክሮዎችን፣ ተግዳሮቶችን እና የተፈናቃዮች መብቶች የሚከበሩበትን ሁኔታ ለመገምገም እና ልምድ ልውውጥን ለማጎልበት ያለመ ነው።
በመድረኩ ከሕዝብ ተወካዮች ምክር ቤት፣ ከኢትዮጵያ አደጋ ሥጋት አመራር ኮሚሽን፤ ከኦሮሚያ ፕሬዚደንት ጽሕፈት ቤት፣ ከኦሮሚያ ቡሳ ጎኖፋ፣ ከክልሉ የዞንና የወረዳ ቡሳ ጎኖፋ ተወካዮች፤ ከመንግሥታዊ ተቋማት፣ ከሰብአዊ ድጋፍና ልማት አጋር ድርጅቶች፣ ከሲቪል ማኅበረሰብ ድርጅቶች ተወካዮች እንዲሁም የጅማ እና የምስራቅ ሐረርጌ የሀገር ውስጥ ተፈናቃዮች ተወካዮች ተሳትፈዋል።
በውይይቱ በጅማ ከተማ ለበርካታ ዓመታት ሲኖሩ ለነበሩ የሀገር ውስጥ ተፈናቃዮች የመኖሪያ ቤት መሥሪያ ቦታ፣ ቤት እና የመተዳደሪያ ድጋፎችን በመስጠት ተፈናቃዮች ወደ መደበኛ ኑሮ እንዲሸጋገሩ ማድረግን ጨምሮ ዘላቂ መፍትሔ ለመስጠት በመንግሥት ተቋማት፣ በአካባቢው ማኅበረሰቦች እና በአጋር ድርጅቶች ቅንጅታዊ ጥረት የተከናወኑ ሥራዎች በመልካም ተሞክሮነት ተነስተዋል። በሌላ በኩል በዞኑ ከመልሶ ማቋቋም፣ ከመሠረታዊ አገልግሎቶች ተደራሽነት፣ ከመሠረተ ልማት እና ከማኅበራዊ ውህደት ጋር ተያይዞ የሚስተዋሉ ክፍተቶችን በመፍታት ሂደቱ በተሟላ ሁኔታ እንዲጠናቀቅ ማድረግ እንደሚገባ አጽንዖት ተሰጥቶታል።
በተጨማሪም በጅማ ከተማ አስተዳደር እና በምሥራቅ ሐረርጌ ዞን ላሉ ተፈናቃዮች ዘላቂ መፍትሔ ለመስጠት እና የተፈናቃዮችን መብቶች ለማስከበር ባለድርሻ አካላት በፈቃደኝነት ላይ የተመሠረተ፣ ደኅንነቱ የተጠበቀ እና ሰብአዊ ክብርን ባማከለ ሁኔታ በቅንጅት ለመሥራት ቁርጠኝነታቸውን አረጋግጠዋል።
በኢሰመኮ የትምህርት እና ስልጠና ዘርፍ ኮሚሽነር በዳሳ ለሜሳ የሀገር ውስጥ ተፈናቃዮች መብቶች በኢትዮጵያ ሕገ መንግሥት፣ በካምፓላ ስምምነት እና በሌሎች አግባብነት ባላቸው ዓለም አቀፍ የሰብአዊ መብቶች መርሖች እና መስፈርቶች መሠረት መጠበቅ እንዳለባቸው አሳስበዋል። አክለውም ኢሰመኮ የተፈናቃዮች ሰብአዊ መብቶች ሁኔታን በመከታተል፣ የተሰጡ ምክረ ሐሳቦች አፈጻጸምን በመገምገም፤ ከሚመለከታቸው አካላት ጋር በመተባበር ለተፈናቃዮች ዘላቂ መፍትሔ እንዲረጋገጥ የሚያደርገውን ጥረት እንደሚቀጥል ገልጸዋል።

በውይይቱ በሴቶች እና በሕፃናት የመነገድ ድርጊትን ለመግታት የተካሄዱ የግንዛቤ ማስጨበጫ ሥራዎች፣ የሥራ ዕድል ፈጠራ፣ ጥናትና ምርምር፣ የሥራ እቅዶችና መመሪያዎች አተገባበር፣ የአቤቱታና የጥቆማ ሥርዓት፣ የወንጀል ምርመራ፣ የክስ አቀራረብና ተጠያቂነት እንዲሁም የተጎጂዎች የደኅንነት ጥበቃና መልሶ ማቋቋም የቅንጅት ሥራዎችን በተመለከተ የተሰጡ ምክረ ሐሳቦች አተገባበር እና ሌሎች በክትትሉ የተለዩ ትኩረት የሚሹ ጉዳዮች ቀርበው ውይይት ተደርጎባቸዋል።
የመብት ጥሰቶችን ለመከላከል የሥራ ዕድል ፈጠራ እና የግንዛቤ ማስጨበጫ ሥራዎች መከናወናቸው፣ መደበኛ ባልሆኑ የሥራ ዘርፎች ላይ ክትትል የሚደረግ መሆኑ፣ የጥቆማ ሥርዓትን መዘርጋት መቻሉ እንዲሁም ከዐቅም ማሳደጊያ እና መልሶ ማቋቋም አንጻር የተወሰዱ እርምጃዎች በውይይቱ በአዎንታዊነት ተነስተዋል። በሌላ በኩል ከተደራጀ መረጃ አያያዝ፣ ከወንጀል ምርመራ እና ክስ አመሠራረት፣ እንዲሁም ከጥናት እና ምርምር ተግባራት አንጻር አሁንም ክፍተቶች መኖራቸው በአሳሳቢነት ተመላክቷል።
የውይይቱ ተሳታፊዎች መልካም ጅምሮችን ማስቀጠልና በአሳሳቢነት የቀጠሉ ችግሩን በዘላቂነት ለመቅረፍ በማኅበረሰብ አመለካከት ለውጥ ላይ በስፋት መሥራት፣ የሕግ ክፍተቶችን ማስተካከል፣ የሥራ ዕድል ፈጠራን ማሳደግና የባለድርሻ አካላትን ቅንጅት ማጠናከር እንደሚገባ ጠቁመዋል። በተጨማሪም ለፍትሕ አካላት ስልጠና መስጠት እንዲሁም በረቂቅ ደረጃ የሚገኘው የተጎጂዎች ፈንድና የፍልሰት ፖሊሲ ጸድቆ ወደ ሥራ እንዲገባ ማድረግ አስፈላጊ መሆኑን ገልጸዋል።
የኢሰመኮ የሴቶች እና የሕፃናት መብቶች ኮሚሽነር አሸነፈች አበበ በሀገር ውሰጥ በሴቶች እና ሕፃናት የመነገድ ድርጊትን ለመግታት የተወሰዱ እርምጃዎች፣ የወጡ ሕጎችና የተቋቋሙ የማስተባባሪያ ማእከላት አበረታች ጅምሮች መሆናቸውን ገልጸው፤ ከችግሩ ስፋት አንጻር ሕጎችን በቁርጠኝነት መተግበር፣ ክፍተቶችን መሙላትና የባለድርሻ አካላትን የተቀናጀ አሠራር ማጠናከር ወሳኝ መሆኑን አጽንዖት ሰጥተዋል። አክለውም የተጀመሩ ሥራዎችን አጠናክሮ መቀጠል የሁሉንም ርብርብ የሚጠይቅ በመሆኑ ባለድርሻ አካላት የበኩላቸውን ኃላፊነት እንዲወጡ ጥሪ አቅርበዋል።

EHRC strongly emphasizes the need for all respondent institutions to fully comply with the recommendations issued. It also calls on building construction permit and supervision authorities to effectively monitor and ensure the implementation of these recommendations by the institutions concerned.
EHRC’s Civil, Political and Socio-Economic Rights Commissioner, Dr. Abdi Jibril, stated that millions of persons with disabilities in Ethiopia continue to face the harsh reality of inaccessible buildings and roads, which are essential for their daily life. As a result, they are unable to fully enjoy their rights to health, education, work, equal access to public services, autonomy, and dignity on a daily basis. He emphasized that infrastructure is built at great cost and must be accessible to all without discrimination. Dr. Abdi further emphasized the importance of recognizing institutions that construct accessible buildings and thanked victims for bringing their lived experiences to light, as well as the respondent institutions for their commitments to take corrective action and bring about meaningful change.

The Ethiopian Human Rights Commission (EHRC) conducted a public hearing in Hawassa City on April 28 and 29, 2026, as part of its ongoing systemic human rights investigation into the accessibility of roads and buildings for persons with disabilities. The hearing focused on barriers affecting accessibility of roads, buildings, and public services for persons with disabilities. This follows an earlier public hearing held in Addis Ababa on December 26 and 27, 2024, which focused on accessibility of buildings as an initial component of the broader systemic investigation.
During the hearing, EHRC heard over 70 different complaints from 24 victims of alleged human rights violations, including 16 men and 8 women. Among the victims, 7 were blind, 15 had physical disabilities, and 2 were deaf. Nineteen victims presented their cases in person, one was heard confidentially, and four were represented by others.
The public hearing revealed that accessibility of roads and buildings remains a pressing human rights concern for persons with disabilities in Ethiopia. Lack of accessibility significantly limits the ability of persons with disabilities to exercise fundamental rights, including the rights to health, education, work, equality in accessing public services, freedom of movement, and the right to participate in cultural life. It also exposes persons with disabilities to significant threats affecting their physical, psychological, economic and social well-being.
EHRC’s systemic investigation was initiated in response to the structural, recurring and prevalent nature of these challenges across different parts of the country. Systemic human rights investigations help examine consistent patterns and trends of violations, rather than isolated incidents, as well as the underlying structural causes that enable recurring violations, with the aim of identifying widespread issues and recommending long-term reforms. Public hearings form part of this process by enabling victims to present their cases directly before responsible institutions and relevant governmental and non-governmental stakeholders.
Victims who testified during the hearing described inaccessible roads and buildings as major barriers to their daily lives, preventing them from fully exercising their human rights. They highlighted challenges in accessing health services, education, employment, and public services, as well as serious safety risks caused by inaccessible infrastructure. Particular concerns were raised regarding open manholes and drainage holes left unattended without proper signage following infrastructural works undertaken by Ethio Telecom, the Ethiopian Electric Utility, and other entities.
Victims further reported that inaccessible toilets and entrances in health facilities make it extremely difficult for persons with disabilities to seek medical care, forcing them to struggle even during sickness. Women with disabilities specifically testified to the difficulties faced during pregnancy and childbirth, describing degrading situations in health care facilities where no accessible procedures or accommodations were provided.
In addition, the inaccessibility of educational institutions was cited as a major barrier, denying persons with disabilities the opportunity to empower themselves through education and fully participate in social and economic life. Inaccessible workplaces similarly continue to exclude many persons with disabilities from formal employment, often forcing them into informal employment, unemployment, or dependency. Victims also described how inaccessible public institutions compel persons with disabilities to rely on the support of others to access essential services such as banking.

The Ethiopian Human Rights Commission (EHRC), in collaboration with the Ministry of Justice (MoJ), organized a consultative meeting on Ethiopia’s 17th to 25th combined draft state report on the implementation of the International Convention on the Elimination of Racial Discrimination (ICERD) on June 12, 2026, in Addis Ababa. The consultation aimed to ensure the stakeholders’ active participation in the report preparation process by providing their inputs and assessment of the state party’s performance in implementing its obligations under ICERD, including both positive developments and areas of concern and challenge.
The meeting brought together members of the state report drafting team (Inter-Ministerial Team), Civil Society Organizations (CSOs), line ministries, government agencies, and international organizations to ensure the report preparation process remains inclusive, participatory, and consultative. Participants were also familiarized with the Convention’s key features and the Concluding Observation adopted in 2009 by the (CERD), following its review of Ethiopia’s previous report submitted in 2008.
During the focus group discussions (FGDs), participants shared their feedback and concern on the draft report. The Inter-Ministerial Team and MoJ carefully recorded all inputs to strengthen the final report submission.
Mr. Yusuf Jemaw, Director of International Cooperation on Legal Affairs from the Ministry of Justice (MoJ), underscored the state party’s obligation to submit periodic reports to treaty bodies in a timely manner and highlighted the importance of the reporting process in assessing a country’s compliance with its human rights obligations. He also outlined the process used to prepare the overdue 17th to 25th combined ICERD state report and acknowledged the challenges encountered during its drafting.
Dr. Abdi Jibril, EHRC’s Commissioner for Civil, Political and Socio-economic Rights, emphasized the need to periodically discharge reporting obligations in order to assess the state of implementation of international human rights treaties, noting that Ethiopia’s report to the CERD has long been overdue. He further called upon CSOs and state institutions to actively participate in the preparation of the national report, while noting that civil society organizations may still choose to submit their own independent or complementary report on the implementation of the ICERD.

The Ethiopian Human Rights Commission (EHRC) signed a Memorandum of Understanding (MoU) with the Transitional Justice Consortium-Ethiopia on June 8, 2026, to facilitate the realization of an inclusive and human rights-based transitional justice process. The agreement was signed by Berhanu Adello, Chief Commissioner of the EHRC, and Muluken Getachew, representative of the Consortium and Executive Director of the African Center for Transitional Studies. The agreement will contribute significantly to the EHRC’s ongoing efforts to implement a victim-centered transitional justice process through collaboration with the Consortium and other stakeholders.
Established by four local civil society organizations (CSOs)-: the African Center for Transitional Studies (ACT), the Partnership for Pastoralists Development (PAPDA), the Consortium for Ethiopian Civil Society Organizations of Peace (CESCOP), and the Horn Center for Democracy (HCD)-the Transitional Justice Consortium-Ethiopia aims to facilitate the active and collaborative participation of local CSOs in Ethiopia’s transitional justice process.
During the signing ceremony, Muluken Getachew, Executive Director of the African Center for Transitional Studies and representative of the Consortium, stated that the MoU will play a significant role in ensuring the inclusivity and success of the transitional justice process. He affirmed that they would strive to execute the CSO Mapping and Categorization project, authorized for the Consortium under the agreement, with greater diligence.
EHRC Chief Commissioner, Berhanu Adello, noted that the agreement will make a positive contribution towards implementing a victim-centered, inclusive, and human rights-based transitional justice process in Ethiopia. He added that the EHRC has consistently supported efforts to strengthen capacity building and participation in transitional justice in collaboration with CSOs, noting that this partnership will further strengthen the existing, long-standing cooperation with CSOs.

The Ethiopian Human Rights Commission (EHRC), in collaboration with the Inter-Religious Council of Ethiopia (IRCE), held an awareness-raising forum on June 11, 2026, in Addis Ababa. The forum aimed to enhance the awareness of religious leaders regarding the EHRC’s mandate and responsibilities as well as human rights monitoring principles, data collection methods, and early-warning systems.
Representatives from the Ethiopian Orthodox Tewahedo Church, the Ethiopian Islamic Affairs Supreme Council, the Ethiopian Catholic Church, the Evangelical Churches Fellowship of Ethiopia and the Ethiopian Seventh-day Adventist Church attended the forum.
Participants discussed human rights monitoring, early warning systems, the role of religious institutions in protecting and promoting human rights and how religious institutions can coordinate with the EHRC to address threats of human rights violations and resolve related issues.
Furthermore, the forum created conditions to operationalize the Memorandum of Understanding (MoU) signed on February 26, 2026, in Jimma City, which focuses on cooperation between the EHRC and the Inter-Religious Council of Ethiopia regarding human rights protection and peacebuilding.
Haji Mesud Adem, Deputy Secretary-General of the IRCE, stated that the responsibility of protecting human rights belongs to everyone and reaffirmed the Council’s readiness to collaborate with the EHRC to improve the human rights situation in the country.
Dr. Mizanie Abate, Deputy Chief Commissioner of the EHRC, emphasized the significant role that religious institutions play in upholding human rights and stated the need for continued collaboration on human rights awareness-raising, education, and early warning systems.
