Joint Consultation and Workshop Held with Federal Units to Sustain Interim Human Rights Mechanisms “The primary objective during this transitional period is to ensure that grassroots human rights documentation and advocacy efforts do not lose momentum. This consultation is crucial for establishing seamless synchronization and a structured handover with the interim Federal Unit governments.” The Ministry of Human Rights of the National Unity Government successfully conducted a two-day "Consultation and Workshop with Human Rights Focal Officers from Sagaing, Magway, Mandalay, Bago, and Tanintharyi Regions" via Zoom video conferencing during the first week of June. The workshop was attended by a total of 89 participants, including officials from the Ministry of Human Rights, grassroots human rights officers from various regions, and representatives from the interim Federal Unit governments of Sagaing, Magway, and Mandalay, who actively collaborated on strategic interim work plans. During the opening session, U Aung Kyaw Moe, Deputy Minister of Human Rights, emphasized that "human rights documentation" serves as the fundamental cornerstone for ensuring accountability and ending impunity regarding the Military Council's multi-faceted human rights violations. He urged participants to turn operational challenges into strengths through continuous peer-to-peer learning and open dialogue, reinforcing the collective struggle to abolish the military dictatorship and establish a federal democracy. Concurrently, the Permanent Secretary presented strategic measures to maintain the momentum of the grassroots data collection mechanism which currently documents over 500 violation cases per month through systematic coordination with the interim Federal Unit governments. The Permanent Secretary further assured that the Ministry will continue to provide essential support for the security of human rights defenders, monthly communication allowances, and the maintenance of secure database systems. In response, representatives from the Federal Unit governments warmly welcomed the joint initiatives and pledged their readiness to provide administrative and security protections within their respective jurisdictions. On the second day, grassroots human rights officers openly discussed protection risks, security challenges, and threats encountered in the field, leading to the adoption of targeted action plans. These include: providing capacity-building training for grassroots volunteers (focusing on documentation methodology, forensic medicine, and landmine/UXO awareness); distributing public awareness handbooks; integrating the Universal Declaration of Human Rights (UDHR) into educational curricula; and incorporating human rights protection clauses into the interim administrative legislation of respective Federal Units. Furthermore, the Ministry immediately facilitated cash grants to procure essential communication equipment and power banks to support field operations and early-warning systems against airstrikes. In closing, Ministry officials reaffirmed their unwavering commitment to standing in solidarity with grassroots volunteers during this interim period, ensuring that the pursuit of transitional justice for the people continues without interruption. Refresher Training of Trainers on Code of Conduct and International Humanitarian Law Successfully Held for People's Defense Forces and Revolutionary Personnel ———————— The Ministry of Human Rights successfully conducted a 5-day Refresher Training of Trainers on Code of Conduct (CoC) and International Humanitarian Law (IHL) via the Zoom platform during the second week of May 2026. This initiative aimed to enhance the understanding and compliance of ethical standards and legal frameworks among ground-level revolutionary organizations. The program was specifically designed as an advanced refresher course to further elevate the capacity of township human rights officers who had already completed the foundational T.o.T on CoC and IHL. During the opening ceremony of the training, U Aung Kyaw Moe, the Deputy Minister of the Ministry of Human Rights, urged the participants, stating that "Adhering to the Code of Conduct (CoC) and International Humanitarian Law (IHL) should not merely be viewed as a legal obligation, but rather embraced as an essential foundation of a professional organization. I encourage everyone to effectively disseminate the knowledge gained from this training to your respective organizations and communities." As the participants are tasked with replicating these programs on the ground, the training primarily focused on advanced methodologies for Human Rights Education (HRE) tailored to adult learners, emphasizing effective adult learning cycles. Furthermore, rather than relying solely on traditional lecturing, the curriculum was designed to strengthen their facilitation skills to foster interactive dialogue and peer-to-peer perspective sharing among ground-level comrades. Participants also engaged in practical group exercises on lesson planning and the operational workflows of complaint mechanisms. A key focus of the training was exploring the imperative reasons why members of the People's Defense Forces must strictly adhere to the Code of Conduct (CoC). Detailed discussions were held regarding accountability and legal frameworks which are minor misconduct, including personal arguments and alcohol consumption, are to be directly managed and disciplined by respective commanders; however, grave violations and crimes including sexual violence, theft, and unlawful killings which cannot be handled at the command level and must be strictly prosecuted through the judiciary in accordance with applicable laws. The training was attended by 25 township human rights focal officers from various townships across the Sagaing and Magway regions. During the sessions, participants openly shared and discussed operational challenges encountered while conducting multiplier trainings on the ground, such as skyrocketing fuel prices, threats of junta airstrikes, and connectivity challenges. Armed with this consolidated knowledge and enhanced capacity, the trainers are set to effectively pass down these vital concepts to local comrades and communities, and reports of these ongoing grassroots multiplier activities will continue to be published. In the closing remarks, ministry officials urged the participants to continuously strive in their educational outreach to foster tangible transformations on the ground.
