The era of abundant global energy is ending, and governments are preparing for a world where protecting domestic supply comes before protecting global trade. Washington has two basic options. The first is blocking U.S. crude oil exports, a legal option that would flood domestic markets with oil, hammer shale producers, and create headaches for refiners built to process heavier imported crude. Cheap oil at home sounds nice until producers start shutting wells and refiners start taking losses. Option two? Restrict or heavily tax exports of gasoline, diesel, and jet fuel instead.
