It's where pretty much ALL the oil pipelines in the U.S. converge into a massive "tank farm" of large storage tanks. Those tanks can hold ninety-million barrels of oil.
From Cushing, the oil then gets routed via other pipelines, to Refineries throughout the country.
The typical operational level of Cushing in 75-78 Million barrels in the tanks at any given time. Today, Cushing has slightly higher than twenty million barrels - and THAT is a major problem.

Tankers that had been at sea when the Iran war began were arriving and emptying out. The buffers that had kept prices from spiking were being consumed, one by one.
ExxonMobil has been watching those buffers drain in real time, and its two most senior voices have now said publicly what that means for where prices are heading.
The market, in his view, has been living on borrowed time since the conflict began in late February. The question is not whether prices will rise but when the buffers run out.

Before you start popping champagne corks you must understand that Trump administration officials — mostly unnamed — are painting a different picture of the agreement. For example, asenior U.S. official rejected Iran’s claim that it would receive $12 billion in frozen assets unconditionally before the start of the 60-day negotiations, describing the assertion as “a spin,” Axios reports:
This is completely not true. This is a pay-for-performance deal, and no frozen funds will be released without the Iranians implementing their commitments,” the official said.
The point is simple… Major differences remain between the US and Iran regarding the details of the proposed MOU.
