Field Notes - Terrorism: In PA, reported on September 15th; an ISIS sympathizer, Jonathan Hunter Kramer, age 21, of Butler County, was arrested on September 12th after FBI agents intercepted him returning to a hotel with three 30-round rifle magazines and five boxes of ammunition, then seized a semiautomatic rifle, five magazines (two loaded), a bipod, scope, and 190 rounds of rifle ammunition from the hotel and his home. Kramer is charged by federal criminal complaint with receiving a firearm and ammunition knowing or having reasonable cause to believe they would be used to commit a felony or federal crime of terrorism, including material support to ISIS. Authorities say he used the online persona “Hamza Al Rashid,” claimed ISIS affiliation, offered explosive manuals, and stated he was preparing for his “mission” but needed a weapon. Backyard gardeners and small farmers-market growers saving unrestricted heirloom, open-pollinated, or other non-patented seed generally do not face these restrictions, and selling harvested produce is distinct from selling protected seed for propagation. The legal reach of seed patents was demonstrated in Bowman v.
