The House has passed the PROOF Act — 217–207.
217. There’s that 17 again. 👀
But the substance of this bill may be much more important than the number.
If ultimately enacted, the legislation would give the Attorney General a powerful mechanism to obtain state-held information needed for investigations into alleged fraud involving federally funded programs.
That potentially opens records connected to:
🔹 Medicaid
🔹 SNAP
🔹 TANF
🔹 Unemployment insurance
🔹 COVID-era programs
🔹 Broadband funding
🔹 Disaster assistance
🔹 Other federally funded state programs covered by the legislation
Think about what that could mean for the continuing FRAUD DECLAS we’ve been tracking.
For years, enormous amounts of federal money flowed through programs administered at the state level. Investigators trying to determine where that money actually went depend heavily on access to the underlying records.
The PROOF Act is designed to make it substantially harder for states to withhold covered information when DOJ is investigating alleged fraud.
And there’s an even bigger piece of the story:
Immediately before the PROOF Act vote, the House also passed the National Fraud Enforcement Division Act.
So on the same evening, the House advanced legislation addressing BOTH sides of the equation:
Build the federal fraud-enforcement infrastructure.
Give investigators greater access to the state-held data.
For those following Fraud DECLAS, THAT is the development worth watching.
And somehow the final vote to advance this particular piece of the puzzle was…

Here in the UK there has been a massive story of a three-year-old boy that went missing at 3pm 2 days ago, his body was found in ‘Decoy Pond’.
His name was Noah Wood….Noah went missing close to ‘The Ark, bar and restaurant’.
God told Noah to build a large ark out of gopher wood. In the Bible, the story of Noah's Ark and the Great Flood is recorded in the Book of Genesis (chapters 6 through 9).

| 17 | A Virginia man accidentally left his phone recording while undergoing anesthesia for a colonoscopy. The audio captured medical staff insulting him, telling an assistant to lie to him, and discussing adding a false hemorrhoid diagnosis to his medical records. In 2015, a jury awarded him $500,000 in damages.
The patient, referred to in court documents as “D.B.,” underwent a colonoscopy in Reston, Virginia, in April 2013. Before receiving anesthesia, he activated his phone’s audio recorder to capture the post-procedure instructions. The device remained in his clothing beneath the operating table, unintentionally recording everything that happened during the procedure.
While listening to the recording on his way home, he discovered that anesthesiologist Dr. Tiffany Ingham had repeatedly mocked him while he was unconscious. She ridiculed his fear of needles, made insulting remarks about a rash he had mentioned, and said she had wanted to punch him following their conversation before the procedure.
The audio also revealed medical staff discussing ways to avoid interacting with him afterward. An assistant was told to falsely claim that the doctor had already spoken to him and that he simply couldn’t remember. Ingham was also heard discussing adding hemorrhoids to his medical records, despite no evidence of the condition being found.
The patient subsequently filed a lawsuit alleging defamation and medical malpractice. Following a three-day trial, a Fairfax County jury awarded him $500,000: $100,000 for defamation, $200,000 for medical malpractice, and $200,000 in punitive damages.
One juror later remarked that the defense had little room to dispute the allegations because the entire conversation had been captured on the recording.
