However, Damascus refused to engage in this path, affirming its commitment to a policy of not entering wars or becoming a center for manufacturing military equipment for other countries.
The sources indicated that Kyiv sought to persuade the Syrian side to build factories and production lines for Ukrainian drones inside Aleppo, aiming to make Syria a new production market for Ukrainian military industries, away from the reach of Russian targets.
This approach, according to the sources, comes in light of a series of Russian strikes last year that targeted Ukrainian military manufacturing facilities, including drone production workshops and factories in Kyiv and its surroundings, as well as in Dnipro, Zaporizhzhia, and Kharkiv. The strikes also hit broader industrial facilities linked to missile and drone manufacturing programs, and military production sites distributed across military industrial zones.
However, according to a source close to Damascus, Syria refused to play the role of a Military Manufacturing Hub and stressed its keenness not to engage in such projects, noting that this stance is also linked to the recently developing relations between Damascus and Moscow, which have been marked by a series of high-level bilateral visits.
The source added that the visit concluded with a set of verbal understandings, after Zelensky received confirmation from President Ahmad Al-Shara that "the new Syria does not seek to enter wars, nor does it want to be a country that manufactures military equipment for other states."
According to the source, the available information indicates that Damascus preferred to maintain its declared approach of not engaging in military manufacturing projects related to international conflicts, at a time when it is working to build balanced relations with various parties, foremost among them Moscow.
