Delimitation and Women’s reservation - Constitutional and legal explanation Article 81 gives the total number of seats in the lok sabha which 530 directly elected from the constituencies and 20 from union territories. But this number was never constant rather seats were increased after 1961 and then again 1971 to the present 543 seats. This is when under the then Indira Gandhi government it was decided that the number of seats in the lok sabha and legislative assemblies will be frozen in the current form as it was after 1971 census. This decision was taken because population explosion was becoming a bigger crisis for India and unsustainable utilization of resources of the country was to be reduced and hence a policy decision, that is , National Population Policy 1976 was formed. Subsequently 42nd amendment 1976 was passed to freeze the seats in the lok sabha as well because article 81 says the seats to be adjusted based on the last preceding census. So if it’s not frozen then again the seats need to be increased after 1981.and they had postponed the readjustment to census after 2001. And the Vajpayee government decided to postponed the readjustment again to census which is taken after 2026. That is any census which will be taken after 2026 will decide the readjustment. Logically it should have been 2031 census. But the census 2021 was postponed due to corona and could not be conducted. And so census which happens to be in the 7th schedule union list under article 246 and conducted under the administrative jurisdiction of the home ministry decided to conduct it after corona. But as it has happened the allocation for census was not done in the subsequent budget documents and now in 2026 budget allocation has been done for the census and enumeration is starting and it’s also going to be the first digital census and it’s also going to conduct the first caste census in India after 1931. So the timing becomes important here because the census will be published only after 2026, which has been as the cut off date in article 81 for readjustment of constituencies. So logically it’s not necessary to wait till 2031 for readjustment rather readjustment can be done post the publication of this 2027 census and that could come into effect in the next parliamentary election in 2029. This is where the work of delimitation commission comes in because they will be the body who will redraw the boundaries according to the number of seats as decided by article 81. And this delimitation commission established according to article 82 and article 327 is responsible for redrawing the boundaries of the constituencies as decided according to article 81. So who decided the increase in number ? It’s done with the approval of the parliament by a constitutional amendment act. That is the bill which was introduced in the parliament to increase the seats in parliament. Then what has it got to do with women’s reservation bill? The women’s reservation bill had passed through several phases of introduction since 1996 and it finally came to fruition only in 2023. Where an article 330a was introduced through an amendment and ensured 33% reservation for women in parliament. But there was one more article, article 334A, which withheld the reservation of women and explained that it would take effect after any census done after 2023, which is the current census. And it would remain for 15 years is what was the article. And hence the women’s reservation is ensured . But to increase the number of seats now to 50% to ensure reservation for women was never mentioned in the constitution and hence the special session of parliament was introduction of amendment bill to increase the seats In look sabha by 50% and also to remove the requirement of women’s reservation bill to take effect after 2027 census, Meaning it could take effect with the last census data which is 2011. But the constitutional amendment requires 2/3 majority and the sufficient numbers could not be garnered for passing of the bill and hence it got defeated in the lok sabha.

After digging 18 feet deep into solid brickwork, his team uncovered a massive stone coffer containing five reliquary urns, including the famous inscribed one.  THE PIPRAHWA PROJECT   Step 3: Why it Matters The inscription on the casket, written in Mauryan Brahmi script, identifies the contents as the Shakya clan's share of the Buddha’s cremated remains.
