Fiscal Health Index (FHI) 2025
NITI Aayog unveiled the inaugural "Fiscal Health Index (FHI) 2025" in New Delhi, providing a comprehensive assessment of the fiscal performance of 18 major Indian states.
The FHI evaluates states based on five key sub-indices: Quality of Expenditure, Revenue Mobilization, Fiscal Prudence, Debt Index, and Debt Sustainability.
Top-Ranked States:
Odisha: Leading the index with a cumulative score of 67.8, Odisha excels in debt management and sustainability. The state achieved an outstanding score of 99.0 in the Debt Index and 64.0 in Debt Sustainability, reflecting its effective debt management and ability to maintain manageable debt levels.
Chhattisgarh: Securing the second position with a score of 55.2, Chhattisgarh demonstrates strong performance in revenue mobilization and expenditure management.
Goa: Ranked third with a score of 53.6, Goa shows commendable fiscal discipline, particularly in revenue mobilization.
States with Challenges:
Karnataka: Despite being categorized as a "Frontrunner" state, Karnataka faces challenges in expenditure quality and debt management, indicating areas for improvement.
Punjab: Ranked at the bottom with a score of 10.7, Punjab faces significant fiscal challenges, particularly in debt management and revenue mobilization.
