The Abu Dhabi Real Estate Centre (ADREC) has launched a mandatory training curriculum for brokers seeking a professional licence, built with Mawaheb, ThinkProp and Abu Dhabi School of Management. A first group of 60 Emiratis will be trained under the Mawaheb partnership. In H1 2026, ADREC issued 2,040 real estate licences, up 34%, taking the total number of licensed brokers to 3,302. Abu Dhabi recorded 117 Billion Dirham in real estate transactions in H1 2026, up 112% year on year. Successful candidates receive the ADREC Certified Broker credential, renewed annually.

Dubai has begun rolling out a new addressing system and street-sign identity across 186 areas in 19 sectors. The programme runs in phases from the fourth quarter of 2026 through 2030. The first phase starts this year and covers five areas: Za'abeel 1, Za'abeel 2, Nad Al Sheba, Al Khawaneej 1 and Nazwa. Dubai Municipality has set penalties under Law No. 4 of 2026, which entered into force in August 2026. Violators of the shared-housing rules face fines of up to 500,000 Dirham, doubling to 1 Million Dirham for a repeat violation within a year. Penalties also include a six-month suspension of activity, permit and licence cancellation, and utility cut-offs. Owners and establishments get a one-year grace period to regularise their status, and each bedroom must allow at least 5 square metres per occupant.
Why it matters: landlords get a one-year grace period to comply, or face fines, suspension or eviction.
