Postalstudy | Post Office Blog | Materials for | Exams 100% e-KYC Enablement and Mobile Number Linking in CIFs: Department of Posts Directs Time-Bound Action Department of Posts Focuses on 100% e-KYC Enablement and Mobile Number Linking in CIFs The Department of Posts has directed all Postal Circles to take time-bound measures to achieve 100% e-KYC enablement and mobile number linking in Customer Information Files (CIFs) as part of the three-month campaign on Preventive Vigilance, 2026. The initiative is aimed at strengthening KYC compliance and improving the completeness of customer records across the postal network. Download Department of Posts Directs Time-Bound Action In a circular dated 15 October 2026, the Financial Services Division of the Department of Posts instructed all Heads of Circles to identify CIFs that are not e-KYC-enabled and complete the prescribed re-KYC process to enable e-KYC. Circles have also been asked to identify CIFs without linked mobile numbers and take necessary steps to ensure that the respective mobile numbers are linked. The campaign on Preventive Vigilance is being conducted from 17 August to 16 November 2026, with KYC/e-KYC and mobile number seeding in all accounts identified as key digital initiatives. Circle-Wise Review of e-KYC Status According to the data provided in Annexure-I of the circular, the total number of CIFs stood at 22.94 crore, while 20.29 crore CIFs were reported as e-KYC-enabled, representing an overall coverage of 0.88% as recorded in the annexure. The figures indicate the need for focused action by Circles to improve e-KYC coverage. The reported percentage should be verified against the underlying figures before publication, as the totals appear inconsistent. Mobile Number Linking: Scope for Improvement Annexure-II of the circular reports that, out of 22.94 crore CIFs, mobile numbers were linked in 15.04 crore CIFs, representing an overall coverage of 65.57%. This highlights the importance of identifying CIFs without linked mobile numbers and taking appropriate action to improve coverage. Among the Circles, Himachal Pradesh reported the highest mobile-linking coverage at 86.26%, followed by Chhattisgarh at 82.10% and Assam at 76.82%. Andhra Pradesh reported 52.40%, while Madhya Pradesh and Uttar Pradesh reported 54.14% and 54.21%, respectively, indicating areas requiring additional attention. Time-Bound Action and Monitoring The Department has instructed all Heads of Circles to examine the Circle-wise data, identify gaps and formulate appropriate action plans to achieve complete coverage in both areas. Necessary directions are to be issued to the concerned field units, with close monitoring of progress and expeditious completion of pending activities in accordance with prescribed procedures. The initiative underscores the importance of maintaining accurate and complete customer records and strengthening digital processes in postal financial services. Coordinated efforts by Circle offices and field units will be essential to achieving the targeted coverage within the campaign period. Postalstudy | Post Office Blog | Materials for | Exams Right to Protest in India: Constitutional Freedom, Peaceful Dissent and Democratic Accountability Right to Protest Is Not Just Rhetoric: Protecting India's Constitutional Democracy Peaceful protest is a fundamental democratic right that enables citizens to question authority, demand accountability and defend justice within the framework of the Constitution. In a vibrant democracy, the voice of the people is one of the strongest instruments of accountability. When citizens rise against injustice, students demand transparency, workers fight for their rights and lawyers challenge government action, they exercise the democratic freedoms guaranteed by the Constitution of India. The right to protest is not merely a political slogan; it is an essential safeguard of constitutional democracy. An article published in Around Odisha English Daily, authored by Bruhaspati Samal under the headline “Right to Protest Is Not Just Rhetoric,” highlights the importance of preserving peaceful dissent and ensuring that restrictions on public demonstrations remain lawful, necessary and proportionate. Constitutional Foundations of the Right to Protest The Indian Constitution guarantees citizens several fundamental freedoms that form the foundation of democratic participation. Article 19(1)(a) guarantees freedom of speech and expression, while Article 19(1)(b) protects the right to assemble peacefully and without arms. Article 19(1)(c) safeguards the right to form associations and unions. These constitutional protections enable citizens to organise collective movements, express disagreement with public policies and demand corrective action from the authorities. However, these freedoms are not absolute. Articles 19(2), 19(3) and 19(4) permit reasonable restrictions on specified constitutional grounds. The central question is whether restrictions imposed on protests are genuinely necessary, lawful and proportionate, or whether they effectively prevent citizens from exercising their fundamental rights. Peaceful Dissent Is Essential to Democracy The article refers to protests surrounding the alleged NEET paper leak, demonstrations against the Special Intensive Revision (SIR) of electoral rolls and demands for the resignation of the Chief Election Commissioner. These developments illustrate the continuing debate over the relationship between public protest, government authority and constitutional freedoms. The larger issue is not whether every protest or demand is justified. Rather, it is whether citizens retain a meaningful opportunity to express their grievances peacefully and seek accountability through democratic means. In a democracy, disagreement with the government cannot automatically be treated as opposition to the nation. Peaceful criticism, public debate and collective action are essential components of a healthy political system. Balancing Public Order and Fundamental Rights Maintaining public order is a legitimate responsibility of the State. Authorities must protect public safety, prevent violence and ensure that essential services continue to function. At the same time, these responsibilities must be exercised without unnecessarily suppressing peaceful democratic expression. Restrictions on demonstrations should therefore be assessed on the basis of their legal justification, necessity and proportionality. A blanket prohibition on demonstrations, arbitrary detention or excessive restrictions may raise serious constitutional concerns when less restrictive alternatives are available. The article emphasises that authorities must distinguish between peaceful participants and individuals who engage in violence or unlawful conduct. The actions of a few should not automatically become grounds for suppressing an entire peaceful gathering. Postal study for the purpose of postal exams

Improvement in Promotional Opportunities An important component of the review is the assessment of existing promotional avenues and career progression opportunities available to Postal Service Group ‘B’ officers. The committee will examine whether the current promotional structure provides adequate opportunities for advancement and recommend suitable changes wherever necessary. 6. Recruitment Pattern and Promotional Hierarchy The committee will review existing recruitment arrangements, the promotional hierarchy and feeder cadres associated with Postal Service Group ‘B’. It will recommend appropriate modifications, if required, to establish a more effective cadre structure. 7. Financial and Administrative Implications Any proposed restructuring must also take into account its administrative feasibility and financial implications. The committee has therefore been directed to endeavour to keep its recommendations financially prudent. It will also consult the concerned divisions, Postal Circles and other stakeholders wherever necessary before finalising its recommendations. Significance for IP/ASP and Postal Service Group ‘B’ Officers A comprehensive cadre review provides an opportunity to examine the relationship between sanctioned strength, functional responsibilities and career progression. For officers in the IP/ASP line and Postal Service Group ‘B’ cadre, the review may help identify structural issues affecting manpower deployment, promotional avenues and the distribution of responsibilities. The examination of comparable cadres and divisional leadership roles is particularly relevant to ensuring that officers are deployed effectively according to their experience, skills and organisational requirements. At the same time, the committee’s recommendations will need to balance the career aspirations of officers with the Department’s operational needs, administrative priorities and financial considerations. Three-Month Timeline for Submission of Report The Office Memorandum directs the committee to submit its report within three months from 9 July 2026. The committee may consult relevant divisions, Postal Circles and subject-matter experts as part of its examination. The report is expected to provide recommendations on cadre structure, manpower utilisation, recruitment, promotional hierarchy and career progression, in accordance with the applicable cadre review guidelines. Conclusion The constitution of the committee marks an important administrative step towards reviewing the cadre structure of the IP/ASP line, including the Postal Service Group ‘B’ cadre. By examining sanctioned strength, functional requirements, promotional avenues and the impact of emerging business and technological developments, the exercise seeks to support a more effective and future-ready organisational structure for the Department of Posts. Postalstudy | Post Office Blog | Materials for | Exams Postal Service Group ‘B’ Cadre Review 2026: Department of Posts Constitutes Committee to Examine Promotions and Career Progression Department of Posts Constitutes Committee for Postal Service Group ‘B’ Cadre Review Committee to examine cadre structure, promotion opportunities, manpower requirements and career progression of IP/ASP and Postal Service Group ‘B’ officers Download Promotions and Career Progression The Department of Posts, Ministry of Communications, Government of India, has constituted a committee to undertake a comprehensive cadre review of the Inspector Posts (IP)/Assistant Superintendent of Posts (ASP) line, including the Postal Service Group ‘B’ cadre. The initiative aims to review the existing organisational structure, assess manpower requirements and examine opportunities for improving career progression in accordance with the cadre review guidelines issued by the Department of Personnel and Training (DoPT). The decision was communicated through an Office Memorandum issued by the Personnel Establishment-II Section of the Department of Posts on 9 July 2026, with the approval of the competent authority. The committee has been directed to submit its report within three months from the date of issue of the memorandum. Committee Composition The committee comprises senior officers representing personnel administration, field operations, establishment planning and business functions. The composition is as follows: •Shri K. Prakash, Member (Personnel) — Chairperson •Shri D.S.V.R. Murthy, Chief Postmaster General, Telangana Circle — Member •Ms. N.R. Visalatchy, Postmaster General, Headquarters Region, Hyderabad — Member •Shri Dushyant Mudgal, Deputy Director General (Establishment & Planning) — Member and Convener •Shri Neeraj Kumar Jha, General Manager (Operations II, Parcel & CCS Directorate) — Member •Shri Prateek, Director Postal Services (Headquarters & Mail Marketing), Jammu & Kashmir Circle — Member The committee is also empowered to co-opt officers from other divisions and circles or invite subject-matter experts, wherever necessary, to support its work. Key Objectives of the Cadre Review The committee has been entrusted with examining the existing sanctioned strength and cadre structure of the Postal Service Group ‘B’ cadre at all levels, taking into account the Department’s operational and administrative requirements. The review will focus on the following major areas: 1. Review of Existing Cadre Structure The committee will assess the existing cadre composition and sanctioned posts to determine whether the current structure adequately meets the Department’s administrative and operational needs. 2. Assessment of Emerging Business and Technological Requirements With India Post expanding its role in logistics, parcel services, financial services and technology-driven operations, the committee will examine how these changing requirements affect staffing patterns, responsibilities and cadre design. The review will consider the Department’s digital transformation and other strategic initiatives while assessing future manpower needs. 3. Rationalisation and Redistribution of Posts The committee will examine the need for creating, abolishing, upgrading, downgrading, redeploying or redistributing posts. These measures are intended to support organisational priorities and promote optimum utilisation of available manpower. 4. Review of Roles and Responsibilities The committee will examine the roles and responsibilities of comparable cadres, including the IP/ASP cadre and Group ‘A’ and Group ‘B’ Divisional Heads. It will explore possibilities for more effective deployment and utilisation of officers in line with the Department’s functional requirements. 5. [...]

nabled monitoring. 7. Fixation of Inter-Se Seniority The integration of different cadres requires a clear and transparent approach to determining seniority. The committee recommends preparing combined gradation lists separately for LSG, HSG-II and HSG-I after the initial supervisory posts have been filled and the proposed merger arrangements have been finalised. The report proposes that the Directorate’s concerned divisions examine the applicable rules and finalise the modalities for determining seniority among existing Postal, RMS and CO/RO officials. For fresh recruitment, seniority would be determined in accordance with the revised unified Recruitment Rules and the applicable departmental guidelines. The finalisation of seniority arrangements will be an important step in ensuring that the proposed common promotional structure operates fairly across the different streams. 8. Redefining the Role of Supervisory Officials The committee recommends redesigning work norms so that supervisory officials continue to remain connected with operational activities while exercising effective oversight. The proposed distribution between operational and supervisory responsibilities is: Grade Operational Work Supervisory Work HSG-I 25% 75% HSG-II 50% 50% LSG 75% 25% Time Scale 100% 0% Under this model, the supervisory component would increase with each promotion, while officials would retain an appropriate level of operational involvement. The report notes that postal counter operations, mail sorting, parcel handling and administrative support remain essential to the Department’s functioning. It therefore recommends identifying suitable operational responsibilities for supervisory posts rather than treating them exclusively as oversight positions. This approach is intended to strengthen accountability while ensuring that supervisors remain familiar with workplace realities. 9. Strengthening Supervision in Emerging Operational Areas The committee identifies several areas where enhanced supervisory capacity may be required, including Parcel Hubs, National Sorting Hubs, Intra-Circle Hubs, Transit Mail Offices, Business Post Centres, BNPL Hubs and Integrated Delivery Centres. The report also highlights the importance of effective supervision in handling sensitive consignments, including examination materials and government identity documents. Within Circle and Regional Offices, it recommends strengthening supervision in branches dealing with staff matters, recruitment, vigilance, legal affairs, investigation, stores, procurement and public grievance redressal. These recommendations seek to align supervisory deployment with the Department’s changing operational responsibilities and the need for secure, reliable and accountable service delivery. 10. Financial and Administrative Considerations The committee has emphasised the need to ensure that cadre restructuring is functionally justified and financially sustainable. The report observes that many employees already receive higher pay levels through the Modified Assured Career Progression (MACP) scheme while continuing to work in lower substantive grades. On this basis, the committee considers that the proposed upgradation of 1,565 supervisory posts would not impose an additional financial burden of the kind that might otherwise arise from expanding the establishment, as expenditure on higher pay levels is already being incurred through financial upgradations. The proposal focuses on better utilisation and redistribution of existing posts, improved supervisory coverage and more balanced career progression, while safeguarding the operative workforce. According to the committee, these measures would improve supervision, accountability and career opportunities in units that have experienced prolonged promotional stagnation. 3. New Promotion Structure for Better Career Progression The committee proposes a more balanced promotional hierarchy across the unified cadre. The recommended ratio among supervisory grades is: HSG-I : HSG-II : LSG : India Post Associate = 1 : 3 : 9 : 27 This structure is intended to provide a broader feeder pool for promotions, reduce vacancies in higher grades and establish a more systematic progression pathway. The report highlights that prolonged stagnation has affected RMS and CO/RO officials, with some officials spending more than 20 years before reaching LSG. It also observes that a significant number of higher supervisory posts remain vacant because eligible officials are not available in the required feeder grades. The proposed restructuring seeks to address these imbalances by increasing the availability of posts at appropriate levels and improving the flow of promotions. 4. Additional Career Advancement Opportunities The committee has proposed further measures to strengthen career progression within the supervisory hierarchy. These include: * Earmarking 25% of HSG-I posts as Non-Functional Grade (NFG), subject to taking up a proposal with the Department of Personnel and Training (DoPT). * Designating 20–30% of LSG posts as Senior India Post Associates (LSG-SIPAs). * Revising Recruitment Rules to establish a single entry point into the proposed unified cadre. * Reviewing training programmes to support officials moving between different functional streams. These are recommendations requiring the necessary examination, approvals and implementation arrangements. 5. Priority for Filling Additional Posts in RMS and CO/RO The report recommends a staged approach to filling the newly upgraded supervisory posts. In the initial stage, eligible officials belonging to the existing RMS and CO/RO cadres would be considered for the 1,565 additional or upgraded posts. The committee proposes that this exercise should be completed on a priority basis to bring promotional opportunities in these streams closer to those available on the Postal side. After the initial vacancies are filled and the supervisory grades are unified, subsequent vacancies would be filled from eligible feeder grades within the unified cadre. The report also suggests examining a one-time relaxation of the prescribed qualifying service for promotions to HSG-II and HSG-I, reducing it to 50% of the existing requirement—three years in the feeder grade for each promotion. This would require consideration and approval by the competent authority. Other proposed measures include temporarily downgrading unfilled higher-grade posts to facilitate promotions from feeder grades and adjusting any remaining unfilled supervisory vacancies against available entry-grade vacancies, subject to the proposed arrangements. 6. Common Recruitment Rules and Training Framework To support the proposed unified cadre, the committee recommends revising the Recruitment Rules to provide a single entry point under the India Post Associate designation. The report also proposes a comprehensive review of induction and mid-career training programmes. A common foundation course would familiarise new recruits with the functions and processes of different departmental units. Role-specific refresher training could then be provided according to the place of posting and the nature of the duties assigned. For serving officials transferred between Post Offices, RMS and Circle/Regional Offices, targeted refresher programmes are proposed to help them adapt to new responsibilities. The committee suggests that the training framework should reflect the changing operational environment, including digital systems, parcel and logistics services, administrative functions and technology-e[...]

Postalstudy | Post Office Blog | Materials for | Exams India Post Cadre Restructuring 2026: Unified India Post Associate Cadre and 1,565 Supervisory Posts Proposed India Post Cadre Restructuring: Committee Proposes Unified India Post Associate Cadre and 1,565 Additional Supervisory Posts Major proposals aim to address promotion stagnation, strengthen supervisory structures in RMS and Circle/Regional Offices, and create a unified career progression framework across India Post. Download Supervisory Posts Proposed The Department of Posts has taken an important step towards reviewing its workforce structure with the submission of the Part-I Recommendations Report of the Committee on Cadre Restructuring of Postal Assistant (PA), Sorting Assistant (SA), Lower Selection Grade (LSG), Higher Selection Grade-II (HSG-II) and Higher Selection Grade-I (HSG-I) posts. The report covers Post Offices, Railway Mail Service (RMS), and Circle/Regional Offices (CO/RO), proposing a unified cadre structure intended to improve career progression, strengthen supervision and address long-standing organisational imbalances. The committee, chaired by Shri K. Prakash, Chief Postmaster General, Karnataka Circle, with Shri G. Natarajan, Postmaster General, Chennai City Region, Tamil Nadu Circle, and Ms. Kaiya Arora, Director Postal Services, Mumbai Region, Maharashtra Circle, as members, examined existing cadre structures, vacancies, promotion patterns, functional requirements and financial implications. The report seeks to align the Department’s human-resource structure with its evolving operational responsibilities, including technology-enabled services, parcel and logistics operations, and expanding citizen-service delivery. 1. Proposal to Create a Unified “India Post Associate” Cadre One of the principal recommendations is to merge the Postal Assistant and Sorting Assistant cadres into a unified cadre provisionally referred to in the report as India Post Associate (IPA). The committee proposes that the merger should take place in stages. The entry-level PA and SA cadres would be integrated first, followed by the merger of supervisory grades—LSG, HSG-II and HSG-I—after the additional supervisory posts are filled and the arrangements for inter-se seniority, Recruitment Rules and related matters are finalised. The proposed integration aims to reduce differences in career progression between Postal, RMS and CO/RO officials while creating a common framework for personnel management. The committee also recommends relaxing restrictions on cross-cadre mobility under Rule-38 transfers at the entry level. This would facilitate movement among PA (Post Office), SA and PA (CO/RO) streams and help establish a transitional framework for eventual cadre integration. 2. Proposal to Upgrade 1,565 Supervisory Posts A major recommendation concerns strengthening supervisory capacity, particularly in RMS and Circle/Regional Offices, where the committee identified gaps in the existing supervisory structure. The report proposes the upgradation of approximately 1,565 posts from Time Scale to supervisory grades, comprising: * 1,404 posts in Railway Mail Service (RMS) * 161 posts in Circle/Regional Offices (CO/RO) The committee proposes that the overall supervisory strength should constitute 31.58% of the unified cadre. It also recommends increasing the supervisory share in RMS and CO/RO to 16.66% of their respective existing cadre strengths, while maintaining the existing supervisory percentage on the Postal side. The identification and allocation of these posts would be undertaken by the respective Circles based on functional requirements and manpower deployment. The report emphasises that the operative strength required for front-line postal services and mail handling should not be adversely affected. [...]

Postalstudy | Post Office Blog | Materials for | Exams India Post Cadre Restructuring 2026: PA/SA Merger, 1,565 Additional Supervisory Posts and Better Promotion Opportunities India Post Cadre Restructuring: A Major Proposal for Unified Cadre and Better Career Progression Committee Recommends Merger of PA/SA Cadres, 1,565 Additional Supervisory Posts and a Unified Career Progression Structure Download Promotion Opportunities The Department of Posts has taken an important step towards addressing long-standing issues relating to cadre imbalance, promotional stagnation and unequal career progression through a comprehensive cadre restructuring proposal. The Comprehensive Report of the Committee on Cadre Restructuring of Postal Assistants (PA), Sorting Assistants (SA), Lower Selection Grade (LSG), Higher Selection Grade-II (HSG-II) and Higher Selection Grade-I (HSG-I) presents a framework aimed at improving organisational efficiency and providing more equitable promotional opportunities across Post Offices, Railway Mail Service (RMS) and Circle/Regional Offices (CO/RO). The report examines the existing cadre structure, vacancies, workload, functional responsibilities and promotional avenues, while considering the changing operational requirements of India Post. Background of the Cadre Restructuring Exercise Cadre restructuring has been a long-standing demand within the Department of Posts. The Shri V. P. Singh Committee, constituted in 2014, recommended a revised structure comprising 65% operative posts and 35% supervisory posts to address stagnation and improve promotional opportunities. Following these recommendations, cadre restructuring was implemented on the Postal side in May 2016, creating additional supervisory positions in LSG, HSG-II and HSG-I grades. However, similar restructuring in RMS and Circle/Regional Offices could not be extended at that time due to the requirement for detailed functional justification. Consequently, employees in RMS and administrative offices continued to face comparatively limited promotional avenues. The present Committee undertook a comprehensive review to address these disparities and develop a more balanced structure across the Department. Merger of Postal Assistant and Sorting Assistant Cadres One of the major recommendations is the merger of the entry-level Postal Assistant and Sorting Assistant cadres into a unified cadre proposed to be known as the India Post Associate Cadre. The Committee proposes that the merger of PA and SA at the entry level should be the first step towards cadre unification. The merger of supervisory grades—LSG, HSG-II and HSG-I—would follow after the additional supervisory posts are filled and the necessary arrangements relating to inter-se seniority, Recruitment Rules and other implementation requirements are finalised. The report also recommends relaxing restrictions on cross-cadre mobility under Rule 38 transfers at the entry level to facilitate the gradual integration of officials working in Post Offices, RMS and Circle/Regional Offices. The proposed unified structure is intended to improve manpower utilisation, promote functional mobility and provide more consistent career progression opportunities across the three streams. Proposal for 1,565 Additional Supervisory Posts Another significant recommendation is the rationalisation of supervisory strength across the unified cadre. The Committee proposes approximately 1,565 additional or upgraded supervisory posts, primarily to strengthen RMS and Circle/Regional Offices, where supervisory structures are comparatively limited. Under the proposed arrangement, the supervisory strength in RMS and CO/RO would be increased to 16.66% of their respective existing cadre strengths. The overall supervisory share of the unified cadre is proposed to increase to 31.58%. The repo[...]
