Matter Taken Up at All India Level The issue has also been taken up by the All India Postal Employees Union Group ‘C’, CHQ, New Delhi. In its communication dated 1 October 2026 addressed to the Secretary, Department of Posts, the CHQ forwarded the Karnataka Circle representation and requested that the three alternative proposals be examined objectively and comprehensively, with particular consideration to the Central Karnataka Region with Headquarters at Davanagere. The CHQ has highlighted geographical accessibility, administrative convenience, connectivity, workload, infrastructure and other relevant factors for consideration before finalisation of the Regional structure. Conclusion The proposed creation of an additional Region in Karnataka is an important organisational development for the Department of Posts and its employees. The representation seeks a balanced, practical and consultative approach to the reorganisation of Karnataka Postal Circle. In particular, it advocates the Central Karnataka Region with Headquarters at Davanagere and calls for a comparative assessment of all three alternatives before a final decision. The final decision rests with the competent authority in the Department of Posts. Central Karnataka Region 2. Kalyana Karnataka Region 3. Western Karnataka Region During the Union Representatives Meeting held on 28 September 2026, the Chief Postmaster General, Karnataka Circle, informed the representatives that the three proposals had been forwarded to the Directorate. It was also informed that, among the alternatives, the Central Karnataka Region was considered by the Karnataka Circle Administration as the most balanced option, considering geographical and administrative factors. Central Karnataka Region – Headquarters at Davanagere The representation advocates the creation of a Central Karnataka Region with Headquarters at Davanagere. The proposed Region would comprise the following nine Divisions: * Karwar Division * Sirsi Division * Haveri Division * Gadag Division * Koppal Division * Davanagere Division * Shivamogga Division * Chitradurga Division * Bellary Division According to the representation, this configuration would form a logical central/interior Karnataka administrative belt and provide comparatively balanced accessibility to the constituent Divisions. Why Davanagere? The representation points out that Davanagere is centrally situated and has established road and railway connectivity with Haveri, Gadag, Koppal, Shivamogga, Chitradurga, Bellary and surrounding areas. It also has existing departmental infrastructure, which may facilitate the establishment of a Regional Headquarters. Concern Regarding Western Karnataka Region The representation also notes that the proposed Western Karnataka Region with Headquarters at Mangaluru would bring together interior Divisions such as Haveri, Sirsi and Shivamogga with coastal Divisions including Mangaluru, Puttur, Udupi and Karwar. The Union has therefore requested that the geographical spread and connectivity of such a configuration be examined carefully before the final decision is taken. or Group 'B' and Protection of Adequate Group 'B' Posts Revision of the Postal Service Group 'B' Recruitment Rules is one of the long-standing cadre issues. The Association had earlier submitted detailed comments on the proposed revision of the Group 'B' Recruitment Rules, including concerns regarding the structure of promotion and availability of adequate promotional opportunities. This issue is particularly significant because the strength and composition of Group 'B' posts directly affect the promotional channel available to IP officers. The Association's earlier AIC resolutions have also dealt with the continuation of existing Recruitment Rules until new rules come into force and with disputes concerning calculation and filling of vacancies. What can be said about the Goa AIC outcome at present? Most importantly, the Department's September 2026 order has introduced a common organisational framework and specifically recognised workload-based deployment of IPs/ASPs, including 2-IP/ASP and 3-IP/ASP divisional models. At the same time, the 8th Pay Commission, inspection methodology, paperless BOs, office restructuring, insurance protection, DPC delays and Group 'B' Recruitment Rules remain important areas requiring continued follow-up. The Association's detailed Goa AIC resolutions/minutes will be important to establish exactly what was resolved, what was agreed to be pursued with the Department, and what remains pending. Important Note This article is based on publicly accessible information available up to 3 October 2026. The AIAIASP CHQ website confirms the 44th AIC at Goa but, at the time of checking, does not yet publish the detailed item-wise resolutions/minutes. Therefore, the above should not be interpreted as a verbatim record of the Goa AIC resolutions. The 15 September 2026 order specifically provides: * common functional portfolios at Circle level; * a common structure for Regional Offices; * standardised allocation of functions among IPs/ASPs at divisional level; * 2-IP/ASP and 3-IP/ASP models for Postal Divisions; * flexibility to deploy IPs/ASPs according to workload and functional requirements; and * an indicative deployment structure for RMS Divisions. Circles were directed to implement the arrangements by 30 September 2026 and submit compliance by 5 October 2026. Therefore, this matter is no longer merely a proposal—it has entered the implementation stage. 6. Paperless Branch Offices The transition towards paperless Branch Offices under APT 2.0 is another major change affecting the supervisory role of IPs/ASPs. Paperless functioning can reduce manual documentation and improve transaction traceability, but it also changes the nature of inspection and supervisory work. The important issue for the cadre is therefore not merely whether BOs become paperless, but how inspection, verification, accountability and fraud-risk monitoring will operate in a largely digital environment. The detailed Goa AIC resolution on this particular issue is not yet publicly available. 7. Reduction/Restructuring of Delivery Post Offices and C-Class Sub-Offices The proposed restructuring of delivery offices and C-Class Sub-Offices could substantially alter the field network and consequently the workload and jurisdiction of IPs/ASPs. This is closely connected with the Department's wider restructuring of administrative units. The Department's September 2026 common-structure order itself emphasises workload, network size and operational requirements while determining deployment. The Association's concern is therefore expected to centre on ensuring that restructuring of operational offices does not automatically translate into reduced supervisory strength without a corresponding workload assessment. 8. F/G Bonds or Insurance Protection for Postal Officials A particularly important welfare issue is the demand for F/G Bonds or an equivalent insurance mechanism to protect postal officials against financial liabilities arising from fraud/losses in the course of official duties. The basic argument is that officers and employees handling public money and performing supervisory responsibilities should have an institutional protection mechanism rather than being exposed individually to potentially very large financial liabilities. The AIAIASP CHQ website carries historical material under insurance/loss-and-fraud related subjects, demonstrating that protection against losses and fraud has been a longstanding cadre concern. However, I could not find a publicly released Goa 2026 AIC resolution confirming the final decision on the proposed F/G Bond or insurance scheme. 9. Timely Conduct of DPCs Timely convening of Departmental Promotion Committees (DPCs) is an important career-progression issue for the cadre. Delays in DPCs can have a cascading effect on seniority, promotion, financial progression and availability of officers at different supervisory levels. The Association has historically maintained an active position on promotion and cadre-management matters, including IP/ASP promotions and Group 'B' issues. The 44th All India Conference of the All India Association of Inspectors & Assistant Superintendents, Posts (AIAIASP) was held at Goa from 26th to 28th September 2026. The Conference provided an important platform for deliberation on organisational, cadre, promotional, inspection, restructuring and service-condition issues affecting Inspector Posts (IP) and Assistant Superintendent of Posts (ASP) officers. A number of issues currently affecting the IP/ASP cadre have assumed greater importance because the Department of Posts is simultaneously implementing changes in its administrative structure, horizontal and vertical organisational alignment, digitalisation and restructuring of field offices. 1. Reorganisation of Postal Regions, Divisions and Sub-Divisions Reorganisation of administrative units remains one of the major concerns for the IP/ASP cadre. The Department has already moved forward with a common organisational structure for Circle Offices, Regional Offices, Postal Divisions and RMS Divisions. The order dated 15 September 2026 provides a standardised framework while permitting deployment to be adjusted according to workload and functional requirements. The Association's concern in this area is essentially linked to ensuring that reorganisation does not result in an excessive supervisory burden on individual IPs/ASPs or reduce the availability of adequate supervisory posts. 2. Strengthening and Standardisation of Sub-Divisions The size, geographical jurisdiction and workload of Sub-Divisions have a direct impact on the effectiveness of inspection and supervision. The broader restructuring framework itself recognises the need to distribute work more equitably. At the divisional level, the Department has now prescribed 2-IP/ASP and 3-IP/ASP models, with the larger model intended for urban, larger and logistics/revenue-potential divisions, subject to workload and operational requirements. The expectation from the cadre is that a similar workload-based approach should be adopted while determining Sub-Division strength and jurisdiction. 3. 8th Central Pay Commission – IP/ASP Cadre Pay revision under the 8th Central Pay Commission remains a major service issue. The 8th CPC has already been constituted by the Government of India and is undertaking consultations with employee associations and other stakeholders. Its official calendar includes meetings with associations/unions and other stakeholders. The IP/ASP Association has been pursuing cadre-specific issues relating to pay, career progression and service conditions before the 8th CPC. Earlier association material also records the decision to prepare a memorandum covering the cadre's demands. The important point at present is that the final recommendations of the 8th CPC are not yet available. Therefore, any specific claim regarding the final pay level or fitment factor for IP/ASP should not be treated as settled. 4. New Inspection Modality – 20% Inspection Coverage The proposed change towards a more focused inspection methodology and 20% inspection coverage is another significant issue for IPs. The fundamental concern is how inspection responsibility will be distributed after digitalisation and restructuring. Any reduction in physical inspection coverage needs to be accompanied by an effective risk-based monitoring mechanism so that fraud, irregularities and operational deficiencies are identified through both inspection and technology-enabled monitoring.
