What is BARC?
It is an industry body jointly owned by advertisers, ad agencies, and broadcasting companies, represented by The Indian Society of Advertisers, the Indian Broadcasting Foundation and the Advertising Agencies Association of India.
Though it was created in 2010, the I&B Ministry notified the Policy Guidelines for Television Rating Agencies in India on January 10, 2014, and registered BARC in July 2015 under these guidelines, to carry out television ratings in India.
How are the households selected?
Selection of households where Bar-O-Meters are installed is a two-stage process.
The first step is the Establishment Survey, a large-scale face-to-face survey of a sample of approximately 3 lakh households from the target population. This is done annually.
Out of these, the households which will have Bar-O-Meters or what the BARC calls the Recruitment Sample are randomly selected. The fieldwork to recruit households is not done directly by BARC.
The BARC on its website has said that the viewing behaviour of panel homes is reported to BARC India daily. Coincidental checks either physically or telephonically are done regularly.
Vigilance activities by BARC
Certain suspicious outliers are also checked directly by BARC India.
BARC India also involves a separate vigilance agency to check on outliers that it considers highly suspicious.
And as per the guidelines of the Ministry of Information and Broadcasting, these households rotate every year.
This rotation is in such a manner that older panel homes are removed first while maintaining the representativeness of the panel.
The Ministry guidelines further say that the secrecy and privacy of the panel homes must be maintained, and asked the BARC to follow a voluntary code of conduct.
What are the loopholes in the process?
Several doubts have been raised on many previous occasions about the working of the TRP.
As per several reports, about 70% of the revenue for television channels comes from advertising and only 30% from subscriptions.
It is claimed that households were being paid to manipulate the TRP.

Television Rating Points (TRP) System and its loopholes
Mumbai police are investigating the alleged manipulation of Television Rating Points (TRP) by an extremely right-wing opinionated news reporter.
Try this question:
Q.What do you mean by "TRP Journalism"? Discuss the loopholes in the present system of self-regulation in Indian media.
What is TRP?
In simple terms, anyone who watches television for more than a minute is considered a viewer.
The TRP or Target Rating Point is the metric used by the marketing and advertising agencies to evaluate this viewership.
In India, the TRP is recorded by the Broadcast Audience Research Council (BARC) using Bar-O-Meters that are installed in televisions in selected households.
As on date, the BARC has installed these meters in 44,000 households across the country. Audio watermarks are embedded in video content prior to broadcast.
These watermarks are not audible to the human ear, but can easily be detected and decoded using dedicated hardware and software.
As viewing details are recorded by the Bar-O-Meters, so are the watermarks.

Nobel Prize In Physics 2020 announced
Part of: GS Prelims and GS-III – Science and technology; Space
In news
Nobel Prize in Physics 2020 has been awarded, with one half to Roger Penrose and the other half jointly to Reinhard Genzel and Andrea Ghez for their discoveries about Black hole.
Key takeaways
Roger Penrose used ingenious mathematical methods in his proof that black holes are a direct consequence of Albert Einstein’s general theory of relativity.
Reinhard Genzel and Andrea Ghez each lead a group of astronomers that, since the early 1990s, has focused on a region called Sagittarius A* at the centre of our galaxy.
Their pioneering work has given the humankind the most convincing evidence yet of a supermassive black hole at the centre of the Milky Way.
Important value additions
Black Hole
It is a region of spacetime where gravity is so strong that nothing — no particles or even electromagnetic radiation such as light — can escape from it.
The theory of general relativity predicts that a sufficiently compact mass can deform spacetime to form a black hole.

Why Indian Air Force Day is celebrated on October 8? The IAF was founded on October 8, 1932, and the force has participated in several crucial wars and landmark missions. It was officially established as an auxiliary air force of the British Empire which honoured India's aviation service during World War II with the prefix Royal. After India gained independence from the United Kingdom in 1947, the name Royal Indian Air Force was kept and served in the name of Dominion of India. With the government's transition to a Republic in 1950, the prefix Royal was removed.
Since 1950 the IAF has been involved in four wars with neighbouring Pakistan and one with the People's Republic of China. Other major operations undertaken by the IAF include Operation Vijay, Operation Meghdoot, Operation Cactus and Operation Poomalai. The IAF's mission expands beyond engagement with hostile forces, with the IAF participating in United Nations peacekeeping missions.
The IAF is the air arm of the Indian Armed Forces and its primary mission is to secure Indian airspace and to conduct aerial warfare during armed conflict. Its complement of personnel and aircraft assets ranks fourth amongst the air forces of the world. During the event, IAF chief and senior officials of the three armed forces are present. An air show by various aircraft is displayed by the pilots.
The President of India holds the rank of Supreme Commander of the IAF. The Chief of Air Staff, an air chief marshal, is a four-star officer and is responsible for the bulk of operational command of the Air Force. There is never more than one serving ACM at any given time in the IAF.
However, this year the events related to Air Force Day celebrations have been scaled down due to ongoing COVID-19 pandemic. The regular scheduled events related to veterans at Delhi/NCR has been cancelled.
An official statement read, "Events related to Air Force Day celebrations have been scaled down due to ongoing COVID-19 Pandemic. Accordingly, the regular scheduled events related to veterans at Delhi/NCR stand cancelled."

POLICE REFORMS IN INDIA
What is the history of Police Commissions?
After almost 70 years of independence, we are still governed majorly by Indian Police Act (IPA) of 1861 which was drafted as a direct consequence of the Revolt of 1857.
In 1977, the Janata Party government established National Police Commission under Dharamveer.
It produced eight reports, including a Model Police Act, between 1979 and 1981. But, the majority of recommendations of the NPC have remained unimplemented.
‘Police’ being a State subject under the Constitution, the process of consultation was time-consuming.
Issues faced by Police in India
* Overburdened: Police work under incomprehensible pressure as they are understaffed. India had (in 2017) 131 police officers per 1,00,000 people; that is lower than the sanctioned number (181) and UN recommended number (222)
* Slow filling of vacancies in Police which further aggravates the understaffed situation. More than 5 lakh vacancies exist in police forces as of Jan 2020.
They are poorly paid when compared to their counterparts in developed countries
* Poor Living Conditions: Police infrastructure is perennially underfunded, and, with some notable exceptions, there are few efforts to improve them.
Political Control: They are usually beholden to corrupt and venal superiors.
* Prejudiced: Many policemen, like the rest of Indians, carry prejudices—hidden and not-so-hidden—which make their performance uneven and unfair.
* Police Abuse: There are complaints against the police including unwarranted arrests, unlawful searches, torture and custodial rapes.
* Not Citizen friendly: Interactions with the police are generally considered frustrating, time-consuming and costly.
* Weak Investigations: Well over 50% of cases filed by the police (nearly 80% in rape cases) end up in acquittals. One of the reasons is that Police often prioritise law & order over investigative matters
* Low Public Trust: A study by Centre for the Study of Developing Societies (CSDS) found that less than 25% of Indians trust the police highly (54% for the army).
* Lack of Uniformity across India: Policing in India is a state subject which means there is significant variation across states.
* Frequent Transfer often leads to dilution of accountability of Police actions and inability to implement long-term reforms
Conclusion:
The issues of Police are the manifestation of the limitations of the Indian political and social setup. Thus, there is a need to carry out Police reforms and incentivise police department to adopt best practices. Along with that, without further delay, there is a need to build an environment where police become an instrument of service to the people.
Implementing the Supreme Court’s Directive: The Supreme Court’s directions in Prakash Singh case 2006 on police reforms must be implemented. The court laid out seven directives where considerable work in police reforms is still needed.
