👀 Multiple P-8 Poseidon aircraft operating in the Wilmington, NC area earlier today.
The P-8 is the U.S. Navy’s primary maritime patrol aircraft. Near ports and coastal areas it is used for:
• Intelligence, surveillance, and reconnaissance (ISR)
• Monitoring shipping traffic and vessel movements
• Maritime domain awareness in approaches to harbors
• Detecting and tracking surface ships (and subsurface contacts)
These aircraft carry advanced radar, electro-optical sensors, and other systems that allow them to build a real-time picture of activity on and around the water.
They support broader maritime security by watching vessels and approaches.

I'm asking you to find one thing. The United States declared a policy to own national wealth for its citizens. Then it acquired the assets, opened the revenue streams, and named it, through the official in charge, a down payment on that fund.
That is a sovereign wealth fund in everything but the sign on the door.
VIII. Open questions (labeled as such)
These are unproven, and I won't present them as proven.
Was the 90-day plan ever delivered? If it exists, it is a specific document with a specific date, and it would settle the question.
Will the pieces ever be consolidated into one named entity with one ledger?
What's the full Bitcoin inventory? No audited, reconciled count has been published.
Speculative, and I'm saying so: the holdings may stay deliberately spread out, with no single name and no single ledger, until the day someone decides to announce them as one fund. That is my theory. The exhibits above are the record.
The prosecution asked you to look for a sign on the door. I've asked you to look at the deeds, the shareholder registry, the royalty contracts, the forfeiture accounts, the mineral survey and the words of the man assigned to build it.
The sign isn't up yet. The fund already operates.
The defense rests.

🚨THE AMERICAN SOVEREIGN WEALTH FUND ALREADY EXIST CLOSING ARGUMENT FOR THE DEFENSE
The People v. The Sign on the Door
Proposition defended: The United States already operates a sovereign wealth fund.
Ladies and gentlemen of the jury.
The prosecution's whole case fits in one sentence: there is no sovereign wealth fund, because no one has hung a sign on the door.
No building. No name on a letterhead. No press conference. Therefore, they say, no fund.
I'm going to ask you to do something the prosecution hopes you won't. Ignore the sign. Follow the money. Ask what this thing does, who owns it, where its revenue comes from, and who said what about it on the record.
If it walks like a fund, owns like a fund, collects like a fund, and the man assigned to build the fund calls it the fund, then you have a fund.
I. The order was written. The policy was declared.
Exhibit 1. Executive Order 14196. Signed February 3, 2025. Filed with the Office of the Federal Register at 8:45 a.m. on February 7. Published February 10.
Read Section 1 with me. This is not a study. It is a statement of policy. It says it is in the interest of the American people that the federal government establish a sovereign wealth fund, to "maximize the stewardship of our national wealth for the sole benefit of American citizens."
That policy has been declared. As far as the public record shows, it has never been revoked.
Section 2 ordered a plan within 90 days, due around May 4, 2025. That plan was to cover funding mechanisms, investment strategy, structure, governance, and whether Congress was needed.
That plan has never been made public. Not once. Not a page.
Exhibit 2. On May 23, 2025, the Treasury Secretary said the fund had been paused.
Paused. Not cancelled. Not rescinded. Paused.
The prosecution wants you to believe the story ends there. Watch what happened next.
II. The man named to build it told you what it is.
Go back to Section 2. It names who builds the plan: the Treasury Secretary and the Commerce Secretary, "in close coordination with the Assistant to the President for Economic Policy." That is the Director of the National Economic Council.
Exhibit 3. In August 2025 the government took a 9.9 percent stake in Intel. The NEC Director went on CNBC and called it:
"a down payment on a sovereign wealth fund, which many countries have."
That isn't a commentator or a blogger or a guy on a couch. That is the official the executive order itself names as coordinator of the fund, describing the first major asset as a down payment on the fund.
You don't make a down payment on something that doesn't exist. You make a down payment on something you have already decided to own.
III. The portfolio is real, and it is growing.
Exhibit 4. Intel. The shareholder of record is the U.S. Department of Commerce: 433.3 million shares at $20.47, under a warrant and common-stock agreement. Part of those shares sit in escrow, released as Intel hits milestones in a Pentagon chip program. The clawbacks and profit-sharing that came with the earlier CHIPS grant were removed. The position was worth about $8.9 billion going in. It is worth about $42 billion now.
Exhibit 5. The rest of the book. By July 2026, independent tracking put the total at roughly $26.7 billion across about thirty equity and quasi-equity deals, spread across four agencies:

Add a "golden share" in U.S. Steel, kept as a condition of its sale.
Look at what they bought: chips, rare earths, steel, energy, minerals. Those aren't random picks. They're the strategic assets a national wealth fund exists to hold.
IV. It has its own revenue stream, from another country's ground.
The prosecution will say a real sovereign wealth fund is funded by national resources: oil money, mineral money, royalties.
Fine. Let's talk about royalties.
Exhibit 6. The U.S.–Ukraine Reconstruction Investment Fund.
April 30, 2025: agreement signed.
May 8, 2025: ratified by Ukraine's parliament.
Capital: $75 million from the U.S. Development Finance Corporation, $75 million from Ukraine.
The revenue engine: Ukraine pays 50 percent of new license fees and mineral-extraction royalties into the fund. Half of the first oil-and-gas permit auctions, about 702 million hryvnia, was allocated to it.
December 18, 2025: declared fully operational.
March 25, 2026: first investment.
October 2, 2026: three more approved, announced by the Treasury Department. They include a critical-minerals platform targeting rare earths, uranium, beryllium and zirconium.
So this is a fund the United States co-governs, funded by a sovereign's resource royalties, investing in critical minerals and energy. It is already approving deals.
If that isn't sovereign wealth, I don't know what is.
V. It holds reserves the old way and the new way.
Exhibit 7. The Strategic Bitcoin Reserve. It was established by executive order on March 6, 2025. Seized bitcoin is to be held as a reserve asset, not sold. Public estimates run to roughly 325,000 BTC.
Exhibit 8. The Treasury Forfeiture Fund. It is a no-year account that doesn't depend on an annual appropriation. Treasury's own inspector general reported about $7.5 billion in total assets in fiscal 2024. It reports to the same under secretary who oversees sanctions and financial intelligence. So the office that designates the targets is the same office that collects their forfeited money.
Exhibit 9. The ground itself. In September 2026, the U.S. Geological Survey updated its inventory to 1,271 known critical-mineral deposits across 41 states and Puerto Rico, and announced it is re-mapping the country. Before you manage national wealth, you count it. They are counting it.
Exhibit 10. The distribution end. IRS Notice 2025-68: "Trump Accounts" can receive general contributions funded by the United States itself. A fund that owns assets on one side and can put money in citizens' accounts on the other is the full circuit of a sovereign wealth fund.
VI. The prosecution's best arguments, and why they fail.
A good defense doesn't hide from the other side's case. So here it is at full strength.
"There's no single legal entity." Correct. But the order itself said the fund was subject to appropriations and might need legislation. When the front door is locked, you use the doors you already have. The DFC had equity authority from 2018. Commerce had CHIPS money. Defense had its own programs. They used every one of them. Each agency's stake is legal on its own; taken together, they function as the fund.
"There's no ledger." Also correct, and it cuts our way. Treasury says the agencies report these stakes "in different ways." Budget rules book the purchase as spending and have no way to book the gain. Intel's roughly $33 billion rise appears in no budget document. Something worth tens of billions that the budget can't see is not evidence there's nothing there. It's evidence nobody is required to show it to you.
"The stakes are passive. The government votes with management." Yes. So do most sovereign wealth funds. Norway's fund owns a slice of almost every listed company on earth and runs none of them. Passive ownership is how sovereign funds normally operate.
"It's small. Norway has over a trillion dollars." Every fund starts somewhere. The man assigned to build this one called it a down payment. You judge a down payment by what it is a down payment on.
"Paused means stopped." Then explain the eighteen months after the pause: about thirty deals, a royalty-funded overseas fund, a Treasury press release announcing new investments, and a Commerce Department shareholder of record in America's largest chipmaker. Only the announcement stopped.
VII. What I am not asking you to find.
I'm not asking you to find a secret vault, a hidden trillion dollars, or a gold-backed reset. I'm not asking you to take anyone's word over the documents. | 7 973 |
