The tragicomic nature of this situation shines a sad light on not only Europe, but also the previous supremacy of the white race in the world, through England. And we, noting the enormous weakness of spirit that reigns in the "authoritative circles" of England (for only such weakness can explain such blindness in the face of such clear facts) do this, although we know many of the difficult and dark sides of the colonial system, because we know that behind such weakness of spirit must come the present privileged position of the white race and Christian civilization in the world. We are children of God and people of the Aryan race, to whom fate has assigned the honorable role of being the main bearer of Christianity in the world. We are members of the great Slavic family, which for many centuries has vigilantly kept watch at the gates of Europe, so that tribes of a weaker race and lower faith would not disturb baptized Europe in its peaceful development and progress. We are a baptized people, a Christ-bearing people. And so, we are Aryans by blood, Slavs by surname, Serbs by name, and Christians by heart and spirit.

…With regard to the Italian prisoners, who were captured in large numbers, the main task is to win over as many interned officers as possible internally for the new Fascist army and to assign them accordingly. Among the newly arriving prisoners from Romania and Bulgaria, the Altenburg office in Vienna selects those who are reliably anti-Bolshevik in outlook in order to recruit them for the Waffen-SS or for national units to be formed within the Wehrmacht. A very similar approach is taken with Slovaks and Serbs. The few Greek prisoners are to be exchanged shortly…

In one of his letters to the Reichsführer-SS, SS-Brigadeführer Ernst Otto Fick notes the proposed transfer of manpower from Croatian and Serbian units to the Waffen-SS.

“…The Chetniks located in Croatian territory (Serbs with Croatian citizenship) will be given the opportunity to volunteer for the SS. The remainder – labor market.”

“Through these measures at least 25,000 men will be gained for the SS, who are excellent soldier material (German military training and SS indoctrination, and a minimum training period of one year assumed). The unreliable remainder will be withdrawn from partisan recruitment and directed into more useful labor…”

One of the disclosed CIA files notes the presence of the Abwehr and its Frontaufklärung intelligence units in Serbia, and later in Istria, as well as their relationship with the Serbian Volunteer Corps. A notable commander mentioned is Lieutenant Ernst Skoberne, who was tasked with maintaining liaison between the Abwehr and the Serbian Volunteers. Some sources suggest that he was of partial Serbian origin, while others claim he was of full Volksdeutsche ancestry, stating that he was born in Celje. As the document states:

“Close collaboration with the SDK led by General Musicki was planned but never fully materialized because the Germans failed to understand the Serb's religious mysticism. Thus, because of their harsh methods, they alienated people who would naturally have been friends, since the Serbs were very anti-communistic. A few sabotage courses for SDK members were held in Lager Pancevo, and Lt. Skoberne of FAK 201 was detailed as liaison officer to the SDK…”
