Born in 1906, He was a member of the SA and later on an early member of the ϟϟ. He was deployed to Norway in April 1940 and joined the SD. Heinrich Fehlis reported directly to men such as Reinhard Heydrich (ϟϟ-Obergruppenführer until 1942) and Ernst Kaltenbrunner (ϟϟ-Obergruppenführer in 1943). In June 1944 Heinrich Fehlis became an ϟϟ-Oberführer.
