H bonding is only possible when H is directly connected to F,O,N or highly electronegative atom in 2nd option this condition is not followed actually when Hydrogen is connected to highly electronegative atom directly it creates partial positive charge on hydrogen atom which can form a hydrogen bond(polar bond) with a atom which has partial negative charge
