— 🇮🇱/🇮🇷 NEW: Israeli Defense Minister Israel Katz: Any attack against Israel, for any reason and from any location, will be met with a powerful response that will inflict severe damage on Iran on a scale it has not experienced to date, including strikes on key energy facilities. Editorial Note: In simple terms, Syria has had a major nuclear-related black mark removed: the IAEA Board has unanimously ended the 2011 non-compliance case and taken the issue off its regular agenda. Over the long run, this could make it easier for Damascus to rebuild international credibility and normalize relations, since one longstanding diplomatic issue is effectively being closed. It does not mean Syria is free from inspections, however; normal IAEA safeguards and monitoring will continue.

— 🇷🇺/🇸🇾 NEW: Russia says the IAEA has resolved the remaining safeguards issues concerning Syria after receiving the necessary information and access from Damascus. Russia’s Permanent Representative to International Organizations in Vienna, Mikhail Ulyanov, reiterated Moscow’s position that the item “Implementation of the Safeguards Agreement in the Syrian Arab Republic” should be removed from the IAEA Board of Governors’ agenda, while criticizing the handling and politicization of the Syrian safeguards file since the 2007 Israeli strike on the Deir ez-Zor facility. Russia also said it supports an initiative by Jordan, Egypt, Morocco and Saudi Arabia aimed at restoring normal cooperation between Syria and the IAEA, and does not object to the proposed draft resolution. @interbellumnews

— 🇨🇳/🇮🇷/🇷🇺 NEW: China, Iran, and Russia issued a joint statement at the IAEA Board of Governors rejecting Western efforts to increase pressure on Tehran over its nuclear program. The three countries rejected the E3 “snapback” effort and any referral of Iran to the UN Security Council, while urging IAEA members not to support a new resolution proposed by the U.S., UK, France, and Germany. “Continued attacks and threats against Iranian nuclear facilities have made the normal implementation of IAEA safeguards impossible.” “Further cooperation with the IAEA requires guarantees against new attacks on Iranian nuclear sites.” “The dispute must be resolved exclusively through dialogue and diplomacy.” The statement also noted that Iran continues to cooperate with the agency, including agreeing to IAEA access to the Bushehr nuclear power plant in mid-September. @interbellumnews

— 🇺🇸/🇷🇺/🇺🇦 NEW: CIA Director John Ratcliffe is preparing to take a larger role in U.S.-Russia-Ukraine negotiations as the Trump administration considers reducing the involvement of Steve Witkoff and Jared Kushner, according to the Financial Times. Trump has not made a final decision, and Witkoff could remain involved alongside Ratcliffe. The potential shake-up follows stalled diplomacy, with European capitals reportedly welcoming a larger Ratcliffe role and Kyiv saying it can work with any of the three. Kushner has also told friends he would prefer to shift his focus away from Ukraine toward Gaza and the U.S.-Israeli war with Iran, according to the report. @interbellumnews
