Last night Chief Secretary to Government Ivan Pomaleu told Post-Courier that the public servants’ pay run was slightly delayed yesterday. “The public servants pay run is slightly delayed today (yesterday), but we expect that everyone will be paid tomorrow (today),” Pomaleu said. “There is sufficient cash provisioning for the payroll to run,” he said. 🔰AN INSIGHT INTO THE NATIONAL CENSUS 🔆One of our channel admins had taken part in the census as an enumerator in one of the rural areas in the New Guinea Islands. And this is what he had to say ... 📎First, the preparations leading up to the actual census is bad. All the required documents and stationaries needed for the training and enumeration period came late. In my opinion, which was also shared by others, the training should have taken 2 weeks to cater for updated methods, documentation, data entry, sketch mapping, to name a few. In rural areas, there weren't much awareness. 📎Upon the first week of the census, we heard that other provinces didn't go into training yet and are still waiting for census materials. On top of the, materials to be used, NSO said every enumerator would be equipped with field tablet devices for data entry and coverage area plotting. The K17 million cut for that didn't deliver resulting in an Indian firm becoming filthy rich overnight. 📎During the census exercise, we were to work in a census unit (CU) which is broken into 4 enumeration area (EA). Each EA comprises of 50 to 60 households or private dwelling (PD) or non-private dwelling (NPD, mostly for urban areas, boarding houses, hospitals, etc.). Most locations have huge CU's and EA's. NSO didn't pay out risk allownces nor field allowances as of late. Due to this, some areas or census teams have canceled census counting, while some are still working on their own resources and funding. 📎For the current location we're in, sketch mapping is the last task to complete before the end of the week. Sketch mapping is something new which covers all of the CU with names of smaller localities. This means that not only population data will be submitted, but along with mapped coverage area of each CU. 📎Our census exercise is almost at the end now and most locals believed that it was to do with updating the common roll. Some have even avoid being counted deliberately. For rural areas, its a large area were not all PD's are closely situated, but are spread over a large area, over and down terrains and even through trouble zones. This is one nationwide exercise in which the government should properly manage. Census population count isn't just about counting people, its about seeing how much the country has grown and how that growth correlates with economical and political factors. NGI Enumerator...
