It sounds cynical, but from an engineering standpoint, it is both more honest and more efficient. - Savings on operational overhead. No need to purchase equipment, fuel, spare parts, or pay drivers, dispatchers, or inspectors. No need to waste time on route planning, reporting, or verification. The money goes where it already goes — to those who get it anyway — but without the intermediary motions. - Noise reduction. Actual acoustic noise disappears; informational noise (reports of "work completed") disappears; citizen frustration disappears. - Transparency. Instead of hiding meaninglessness behind a facade of activity, the system acknowledges that it creates no value and pays the rent openly. This could become a first step toward reducing such links, because there would be no need to justify them. Instead, they propose redesigning the metric: measure not machine operating hours, but quiet in the courtyards, absence of complaints, actual quality of green spaces — what truly matters. Or, if that is impossible, at least acknowledge that this link is parasitic, and either eliminate it or pay it openly, without disguising it as work. Conclusion The meaningless activity of municipal machinery is not the stupidity of executors or the malice of officials. It is an engineering consequence of a broken control loop, in which the KPI has replaced the goal. A classic, finely honed control-loop failure — the metric has finally broken with reality, and the ritual has supplanted the outcome. This is noise in its purest form, taken outdoors and amplified in decibels. The Birth of the Absurd Equipment was purchased — lawnmowers, street-washing trucks, graders, and tractors. Budgets were spent. They come with rated productivity, fuel consumption norms, and depreciation schedules. But the key factor is their planned utilization. A municipal contract or departmental directive stipulates: the equipment must operate for *t* hours per month, log *k* kilometers, consume *p* units of fuel. If it sits idle, that is inefficient. If the targets are not met, next year’s funding will be cut. This is the KPI — a key performance indicator that has become the sole indicator. I have already touched on the crisis of meaning making: resolutions of international assemblies and top management speeches are generated by machines for reporting to other machines. The functions of ranking and legitimisation already belong to them, not to humans. Man is an unnecessary link, and he clings to the role of observer precisely in order not to acknowledge his own uselessness. What remains for him in this construction is exactly one function. He is the one who pays for electricity. And that is precisely the failure to which everything I lay out in this topic is a response. The advantage of humans cannot lie in outpacing the machine in processing – that race is already lost. It can only lie where the machine does not enter: in perception below the symbolic layer, in the founding ground of meaning that is lived before it is written. Language models shuffle decks of soulless numbers among themselves 24/7, while living people wear out their chairs, drowning in illusions of their own worth. Degradation to the level of an observer of the machine is voluntary, but one must keep in mind another nuance. Not a single agent has yet created anything substantial. They only process data that someone once loaded into the training set. Their work is real in volume but empty in substantive content.
