𝐌𝐨𝐫𝐞 𝐉𝐨𝐛 𝐨𝐫 𝐁𝐞𝐭𝐭𝐞𝐫 𝐉𝐨𝐛? | ការងារច្រើនជាងមុន ឬការងារល្អជាងមុន? ទីផ្សារការងាររបស់ប្រទេសកម្ពុជាបានផ្លាស់ប្តូរគួរឱ្យកត់សម្គាល់ក្នុងរយៈពេល ២៥ ឆ្នាំចុងក្រោយនេះ។ នៅឆ្នាំ២០២៥ ប្រជាពលរដ្ឋជាង ៩,១ លាននាក់មានការងារធ្វើ ខណៈវិស័យសេវាកម្មបានក្លាយជាប្រភពការងារធំជាងគេក្នុងប្រទេស ស្មើនឹង ៤៣% នៃការងារសរុប។ ទោះជាយ៉ាងណាក៏ដោយ នៅពីក្រោយវឌ្ឍនភាពនេះ មានបញ្ហាប្រឈមដ៏សំខាន់មួយគឺ៖ ចំនួន ៧៦,៧% នៃកម្មករនិយោជិតនៅតែស្ថិតក្នុងការងារក្រៅប្រព័ន្ធ ដោយយុវជនមានអត្រាគ្មានការងារធ្វើ ៩,៨% និងយុវជន ១៣,១% ដែលមានអាយុពី ១៥ ដល់ ២៤ ឆ្នាំ គ្មានការងារធ្វើ មិនបានទទួលការអប់រំ ឬការបណ្តុះបណ្តាល។ ដូច្នេះ សំណួរមិនមែន «តើយើងបង្កើតការងារឱ្យបានច្រើនដោយរបៀបណា?» ទៀតនោះទេ ប៉ុន្តែសំណួរពិតប្រាកដគឺ «តើយើងត្រូវបង្កើតការងារដែលមានគុណភាព មានសុវត្ថិភាព និងមានប្រាក់ចំណូលខ្ពស់ជាងមុនដោយរបៀបណា?» ផ្អែកលើរបាយការណ៍អង្កេតកម្លាំងពលកម្មកម្ពុជា ឆ្នាំ២០២៥របស់ក្រសួងផែនការ វិទ្យាស្ថាន CDRI បានគូសបញ្ជាក់ពីអាទិភាពចំនួន ៣ ដូចខាងក្រោម៖ 🔹 លើកកម្ពស់គុណភាពនៃវិស័យសេវាកម្ម និងការងារឧស្សាហកម្ម 🔹 ពង្រឹងមាគ៌ាអប់រំបណ្តុះបណ្តាលបច្ចេកទេស និងដោះស្រាយបញ្ហាគម្លាតជំនាញ 🔹 ពង្រីកកិច្ចគាំពារសង្គមសម្រាប់ពលករក្រៅប្រព័ន្ធ និងពលករក្នុងបន្ទុក Cambodia’s labour market has transformed significantly over the past 25 years. In 2025, more than 9.1 million people were employed, while services became the country’s largest source of employment, accounting for 43% of all jobs. Yet, behind this progress lies an important challenge: 76.7% of workers remain in informal employment, with 9.8% youth unemployment and 13.1% of young people aged 15–24 not in employment, education or training. វិទ្យាស្ថានបណ្តុះបណ្តាល និងស្រាវជ្រាវដើម្បីអភិវឌ្ឍន៍កម្ពុជា (CDRI) តំណាងដោយលោកស្រីបណ្ឌិត អេង នេត្រា នាយិកាប្រតិបត្តិ និងសហការី បានអញ្ជើញចូលរួមក្នុង «ពិធីប្រកាសដាក់ឱ្យអនុវត្តជាផ្លូវការនូវ កម្មវិធីអន្តរាគមន៍គ្រប់ជ្រុងជ្រោយ ឆ្លើយតបទៅនឹងសភាពការណ៍ពហុវិបត្តិ» ដែលរៀបចំឡើងដោយក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ (MEF) កាលពីថ្ងៃទី៤ ខែកញ្ញា នៅសណ្ឋាគារសុខា ភ្នំពេញ។ កិច្ចសហប្រតិបត្តិការដ៏ជិតស្និទ្ធ និងយូរអង្វែងរបស់វិទ្យាស្ថាន CDRI ជាមួយក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ ព្រមទាំងក្រសួង និងស្ថាប័នពាក់ព័ន្ធផ្សេងទៀត បានធ្វើឱ្យកម្មវិធីស្រាវជ្រាវរបស់វិទ្យាស្ថានស្របទៅតាមអាទិភាពជាតិយ៉ាងជិតស្និទ្ធ ដោយស្ថាប័នទាំងនោះជាដៃគូជួយជំរុញ និងតម្រង់ទិសអាទិភាពនៃការស្រាវជ្រាវរបស់ CDRI។ កម្មវិធីអន្តរាគមន៍នេះ ក៏បានឆ្លុះបញ្ចាំងពីលទ្ធផលនៃការស្រាវជ្រាវនាពេលថ្មីៗនេះរបស់វិទ្យាស្ថាន CDRI ផងដែរ។ ការសិក្សាអំពីពលករចំណាកស្រុកត្រឡប់មកវិញចំនួន ៨៥២ នាក់ បានរកឃើញថា ការគាំទ្រផ្នែកស្ថាប័ន រួមមាន ការបណ្តុះបណ្តាល ការអប់រំ និងកិច្ចគាំពារសង្គម នៅតែជាចំណុចខ្សោយបំផុតក្នុងការស្តារសេដ្ឋកិច្ចឡើងវិញ។ ការវិភាគតាមគំរូម៉ូឌែលសេដ្ឋកិច្ចរបស់វិទ្យាស្ថាន CDRI ស្តីពីផលប៉ះពាល់នៃទីផ្សារថាមពល ក៏បានចង្អុលបង្ហាញថា កិច្ចគាំពារសង្គមដែលឆ្លើយតបទៅនឹងវិបត្តិ (តាមរយៈប័ណ្ណក្រីក្រ IDPoor និងការអន្តរាគមន៍លើពលករត្រឡប់មកវិញ) គឺជាអាទិភាពនយោបាយ។ លទ្ធផលនៃការសិក្សាទាំងនេះ មានទំនាក់ទំនងយ៉ាងជិតស្និទ្ធទៅនឹងប្រធានបទធំៗពីរ ដែលជាអាទិភាពនៃបេសកកម្មស្រាវជ្រាវរបស់វិទ្យាស្ថាន CDRI។ ទីមួយ «ភាពធន់»៖ ការសិក្សាពីរបៀបដែលគ្រួសារ និងសេដ្ឋកិច្ចរងផលប៉ះពាល់ពីវិបត្តិនានា ការរក្សាលំនឹងជីវភាពរស់នៅ ព្រមទាំងការធានាសន្តិសុខស្បៀង និងទិដ្ឋភាពសន្តិសុខផ្សេងទៀត។ ទីពីរ «ការផ្លាស់ប្តូររបស់កម្ពុជាពីប្រទេសដែលមានប្រាក់ចំណូលមធ្យមកម្រិតទាប ទៅជាប្រទេសដែលមានប្រាក់ចំណូលមធ្យមកម្រិតខ្ពស់»៖ ការសិក្សាអំពីការវិវត្តនៃសេដ្ឋកិច្ចកម្ពុជា ដែលទាមទារឱ្យមានកំណែទម្រង់ស៊ីជម្រៅ ដោយមិនត្រឹមតែផ្តោតលើការស្តារសេដ្ឋកិច្ចឡើងវិញប៉ុណ្ណោះទេ ប៉ុន្តែលើការបង្កើនផលិតភាពសេដ្ឋកិច្ច តួយ៉ាង ការលើកកម្ពស់វិស័យកសិកម្ម និងខ្សែច្រវាក់តម្លៃ ការពង្រឹងជំនាញពលកម្ម និងការធ្វើពិពិធកម្មទៅកាន់វិស័យសេដ្ឋកិច្ចដែលមានតម្លៃបន្ថែមខ្ពស់ជាងមុន ដូចជាគ្រឿងបន្លាស់យានយន្តជាដើម។ ប្រធានបទទាំងនេះបានផ្តល់នូវទស្សនវិស័យយ៉ាងច្បាស់លាស់ សម្រាប់កិច្ចពិភាក្សាលើការអភិវឌ្ឍនៅកម្ពុជា ដែលវិទ្យាស្ថាន CDRI មានឧត្តមភាពក្នុងការដឹកនាំ តាមរយៈគុណភាពនៃការស្រាវជ្រាវ និងការឆ្លើយតបស្របទៅនឹងអាទិភាពរបស់រាជរដ្ឋាភិបាល។ CDRI, represented by Executive Director Dr Eng Netra and colleagues, joined the Official Launching Ceremony of the "Comprehensive Intervention Program in Response to the Multi-Crises," hosted by the Ministry of Economy and Finance (MEF), on 4th September at Sokha Phnom Penh Hotel. CDRI's close and long-standing collaboration with MEF and other line ministries keep our research programme closely attuned to national priorities — a partnership that enables and inform CDRI research agenda. The Intervention program echoes findings from our own recent research portfolio. Our study of 852 returnee migrants found institutional— training, education, and social protection — remains the weakest link in recovery. Our GTAP-FIN modelling of energy-market shocks likewise points to shock-responsive social protection, via IDPoor and returnee channels, as a policy priority. A new Cambodia Development Review (CDR) examines this question using evidence from 254 women farmers, including 138 women-led group participants and 116 non-participants, complemented by interviews and focus group discussions. The findings suggest that participation in women-led groups can contribute to greater women’s empowerment, stronger agricultural knowledge, and the adoption of selected One Health practices. This is part of CDRI and SDF’s shared effort to strengthen SDF’s internal research capacity for evidence-based skills investment, helping staff move from an idea to a finished, evidence-based policy brief on Cambodia’s priority sectors so decisions are backed by real data. 🌾 𝐂𝐃𝐑𝐈 𝐒𝐞𝐦𝐢𝐧𝐚𝐫 𝐒𝐞𝐫𝐢𝐞𝐬 𝐔𝐧𝐥𝐨𝐜𝐤𝐢𝐧𝐠 𝐀𝐠𝐫𝐨-𝐏𝐫𝐨𝐜𝐞𝐬𝐬𝐢𝐧𝐠 𝐢𝐧 𝐂𝐚𝐦𝐛𝐨𝐝𝐢𝐚: 𝐁𝐫𝐞𝐚𝐤𝐢𝐧𝐠 𝐭𝐡𝐞 𝐖𝐨𝐫𝐤𝐢𝐧𝐠 𝐂𝐚𝐩𝐢𝐭𝐚𝐥 𝐚𝐧𝐝 𝐓𝐫𝐚𝐧𝐬𝐩𝐨𝐫𝐭 𝐓𝐫𝐚𝐩𝐬 𝐀 𝐝𝐢𝐥𝐞𝐦𝐦𝐚: Cambodia exports around 95% of its cashew crop as unprocessed (raw) nuts, mainly to Vietnam. Some of those nuts find their way to expensive department stores in London, UK, and after being processed, bottled, and flavoured, the final sale price has increased forty-fold. Cambodia is losing hundreds of millions of dollars a year in lost value added-added in agro-processing annually. 𝐓𝐡𝐞 𝐩𝐫𝐨𝐛𝐥𝐞𝐦: CDRI recently hosted a seminar exploring one of the key challenges facing Cambodia’s agro-processing sector: how high transport costs, long transit times, and extended payment cycles can create significant working capital constraints for local businesses. 𝐀 𝐩𝐫𝐨𝐩𝐨𝐬𝐞𝐝 𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧: The seminar brought together participants from diverse backgrounds, including government, development partners, and the private sector. The discussion explored a proposed National Credit Guarantee Mechanism as a potential policy tool to help address these challenges and unlock more affordable financing for Cambodian agro-processors. The proposal received constructive feedback from discussants, followed by fruitful discussions and questions from participants, contributing valuable perspectives on the opportunities and institutional considerations for such a mechanism in Cambodia. With a longer legacy of reform, Vietnam is further along this journey, with a GDP per capita ($5,100) almost double that of Cambodia ($2,900).
