𝐁𝐢𝐡𝐚𝐫 𝐔𝐩𝐝𝐚𝐭𝐞𝐬

Bihar is the first state in the country, which has been presenting a green budget since 2020. This helps in the implementation of the schemes being run by the departments for environmental protection. With the help of this budget, budgetary provisions are studied and assessed from an environmental point of view. -Bihar will present it's 4th Green Budget (started in 2020-2021) -The 3rd green budget Allocation was of ₹79255 cr. -

While Everyone is looking at India that is Bharat. I am looking at Makhana that is Bihar.

One hand police system suffers a series of deficiencies from problems relating to Organization, environment, infrastructure, and understaffing, obsolete weaponry and intelligence gathering techniques and corruption etc. On the other hand, the trust deficit among the masses compounds the vulnerabilities. -Policing in India is a state subject which means there is significant variation across states. Uttar Pradesh, Bihar, Andhra Pradesh and West Bengal’s police forces are all extremely understaffed with less than 100 police staff for 100,000 population. The only states with police forces that meet the global standard are the insurgency-affected states in the North-East and Punjab. Even as states have increased the sanctioned strength of their police forces, their populations have increased by even more -especially in Bihar(150-160 per 1lakh popn census 2011). -Police-Public Relations, which is an important concern in the effective policing is suffering from the great trust deficit. 2018 survey across 22 states on perceptions about policing, found that less than 25% of Indians trust the police highly (as compared to 54% for the army) and the reason for the distrust is that interactions with the police can be frustrating, time-consuming and costly. It is more severe in the context of Bihar where most of the police are thought to be corrupt, many times they are found to be indulged in taking bribes or threatening the public at large. The Second Administrative Reforms Commission has noted that police-public relations are in an unsatisfactory state because people view the police as corrupt, inefficient, politically partisan and unresponsive. Way Forward : SMART Police: Police reforms are needed on three fronts:Improvement in capacity and infrastructure of police forces.Revisiting the constitution of police -Independent Complaints Authority: -Community Policing Model There is a pressing need of the New Avtar of Police in Bihar. The rise in attacks on police, cyber frauds, weaponry selling through dark web, liquor delivery, snatching, looting have caused fear and insecurity among peoples. The Bihar government has initiated many reforms in this regard such as establishment of 44 Cyber Police stations, Raise in number of Women in police with 35% reservation, New Vehicles, Mass Recruitment, renovation of police stations, Active Vigilance etc.
