我们已更新《服务协议》，以下变更自 2026 年 8 月 16 日 起生效：
一、新增账户真实信息与多账户规则
* 账户、账单及相关信息须真实有效；
* 允许因合理用途创建多个账户，例如区分个人与企业用途；
* 禁止利用多账户重复领取促销/试用优惠、规避客户限制、逃避账户暂停或欠款，以及操纵联盟推广计划；
* 经合理认定属于同一客户的多个账户，在促销、限额及退款计次等规则中可视为同一客户。
二、新增 eSIM 服务条款
* eSIM 套餐属于数字商品，通过二维码 / LPA 等方式电子交付；
* 请在购买前确认设备支持 eSIM 且未被运营商锁定，交付后因设备不兼容导致无法使用不构成退款理由；
* eSIM 配置文件通常仅可安装至一台设备，删除或遗失后可能无法重新签发；
* 套餐到期后，未使用流量不结转；
* 退款按照“总量递减型资源包”规则处理；24 小时退款保证仅适用于 激活信息尚未交付且用量为 0 的情况。
三、协议结构优化
本次同时重新整理了协议结构及中英文版本。除上述新增内容外，既有条款的实质内容基本不变，主要为编号、排版及表述调整。
📢 Service Agreement Update
We have updated our Service Agreement. The following changes take effect on August 16, 2026:
1. Account Information & Multiple Accounts
* Account and billing information must be accurate;
* Multiple accounts are permitted for legitimate purposes, such as separating personal and business use;
* Multiple accounts must not be used to repeatedly claim promotions or trials, bypass customer-based limits, evade suspension or outstanding balances, or manipulate affiliate programs;
* Accounts reasonably determined to belong to the same customer may be treated as one customer for promotions, limits, and refund eligibility.
2. eSIM Service Terms
* eSIM plans are digital products delivered electronically via QR code / LPA;
* Customers must confirm device compatibility and carrier-unlocked status before purchase. Device incompatibility after delivery is not a valid reason for refund;
* An eSIM profile can generally only be installed on one device and may not be reissued if deleted or lost;
* Unused data expires at the end of the validity period and will not be carried over;
* Refunds follow the rules for depleting resource packages. The 24-hour refund guarantee applies only when activation information has not been delivered and usage remains zero.
3. Agreement Structure
The agreement has also been reorganized and the Chinese and English versions have been aligned. Except for the changes above, existing terms remain substantially unchanged.

尊敬的客户：
2026 年 8 月 2 日 00:51（香港时间），US-LAX-A 洛杉矶区域一台宿主机发生存储硬件链路故障，导致该宿主机上的部分云服务器无法正常读写磁盘，相关服务因此中断。
故障发生后，我们立即安排机房远程手进行现场排查。经确认，本次故障由 Dell 服务器硬盘笼连接器异常引起，导致原 Intel P4500 系列 RAID 阵列中的部分磁盘无法被正常识别和读取。
由于机房现场暂无对应备件，且服务商的检测、RMA 与配件更换流程可能需要较长时间，故障宿主机暂时无法在可接受的恢复时限内完成修复。为尽快恢复客户服务，避免中断时间进一步延长，我们随即启用了一台全新且配置更高的宿主机，并完成受影响实例的恢复、重建与迁移。
目前，所有受影响服务均已恢复正常。
数据状态说明
本次事件对部分实例的数据状态造成了影响：
· 大部分受影响实例已恢复至 2026 年 7 月 29 日的可用数据副本；
· 共有 6 位客户的实例因暂无可用历史副本，已按照原有产品规格和网络配置完成重新创建，需要重新部署应用及业务数据；
· 恢复点之后的数据仍保留在原存储设备中，但受硬件链路故障影响，目前暂时无法读取。后续处理仍需等待对应备件或服务商完成检测及 RMA 流程，目前暂时无法确认进一步处理所需时间；
· 所有实例的 IP 地址、带宽及产品规格均保持不变，无需修改域名解析、IP 白名单或第三方平台配置。
如您的实例仍存在系统启动、磁盘、网络或应用部署方面的问题，请通过客户中心提交工单，我们将优先协助处理。
基础设施升级
在恢复服务的同时，我们已完成 LAX-A 区域宿主机及网络基础设施升级：
· 计算平台由 Intel Xeon Gold Skylake 升级至 AMD EPYC 7003 系列；
· 存储平台由 Intel P4500 系列 RAID 阵列 升级至 Intel P5500 系列企业级 SSD RAID 阵列；
· 服务器上联接口升级至 100Gbps；
· LAX-A 区域现已提供面向中国大陆方向的 AS4837 网络线路；
· LAX-A 区域现已支持 BGP Session 服务。
我们将继续采用企业级服务器、存储设备及网络平台，并通过硬件冗余、主动监控和规范化的故障处置机制，尽力保障服务的可靠性与稳定性。
同时，任何硬件和基础设施架构都无法完全消除突发故障风险。对于数据库、网站文件、业务配置及其他重要数据，我们建议客户根据业务重要程度建立独立、定期且经过验证的备份机制，并将备份保存在不同宿主机、不同区域或独立存储平台中，以进一步保障业务连续性。
后续，我们也将加强关键配件储备、存储链路监控、异机备份及故障恢复机制，持续提升平台的服务保障能力。
补偿安排
对于本次事件给 LAX-A 区域客户带来的服务中断、数据状态变化及业务恢复影响，我们深表歉意。
作为本次事件的补偿：
所有 LAX-A 区域现有客户将统一获得 30 天服务时长补偿。
补偿将由系统自动发放，无需提交申请。具体情况请以客户中心显示的服务到期时间为准。

| 7 | US-LAX-A Storage Incident and Service Restoration Notice
Incident Time: August 2, 2026, 00:51 Hong Kong Time
Affected Services: Selected cloud servers in the US-LAX-A Los Angeles region
Current Status: All affected services have been restored
Dear Customers,
At 00:51 Hong Kong Time on August 2, 2026, a storage hardware link failure occurred on one of the host servers in our US-LAX-A Los Angeles region. As a result, several cloud servers on the affected host were unable to read from or write to their disks, causing a service interruption.
Immediately after the incident was detected, we arranged for remote-hands engineers to conduct an on-site inspection. The investigation confirmed that the issue was caused by a faulty drive-bay connector in the Dell server, preventing part of the original Intel P4500 RAID array from being properly detected and accessed.
As the required replacement component was not available on site, and the vendor’s inspection, RMA and replacement process may take a considerable amount of time, the affected host could not be repaired within an acceptable restoration window. To restore customer services as quickly as possible and avoid a prolonged interruption, we deployed a new, higher-specification host and completed the restoration, rebuilding and migration of all affected instances.
All affected services have now been restored.
Data Status
The incident affected the data state of some instances:
· Most affected instances were restored using an available data copy dated July 29, 2026;
· Instances belonging to six customers had no historical copy immediately available and were recreated with their original product specifications and network configurations. These customers will need to redeploy their applications and business data;
· Data written after the available recovery point remains on the original storage devices but cannot currently be accessed due to the hardware link failure. Further processing will require replacement parts or completion of the vendor’s inspection and RMA process, and we are currently unable to confirm the required timeframe;
· IP addresses, bandwidth allocations and product specifications remain unchanged. No changes to DNS records, IP allowlists or third-party integrations are required.
Customers who continue to experience issues with system startup, storage, networking or application deployment may submit a support ticket through the customer portal. Related requests will be handled with priority.
Infrastructure Upgrades
As part of the restoration process, we also upgraded the host and network infrastructure serving the LAX-A region:
· The computing platform was upgraded from Intel Xeon Gold Skylake to AMD EPYC 7003 Series;
· The storage platform was upgraded from an Intel P4500 RAID array to an Intel P5500 enterprise SSD RAID array;
· The host network uplink was upgraded to 100Gbps;
· The LAX-A region now provides AS4837 connectivity for traffic towards Mainland China;
· BGP Session services are now available in the LAX-A region.
We remain committed to using enterprise-grade server, storage and network platforms. Through hardware redundancy, proactive monitoring and structured incident-response procedures, we make every reasonable effort to maintain the reliability and stability of our services.
However, no hardware or infrastructure architecture can completely eliminate the risk of an unexpected failure. Customers are encouraged to maintain independent and regularly verified backups of databases, website files, application configurations and other critical data. Where business continuity is essential, backup copies should be stored on separate hosts, in another region or on an independent storage platform.
We will continue strengthening our critical spare-parts inventory, storage-link monitoring, off-host backup coverage and disaster-recovery procedures to further improve service continuity and data protection.
Compensation
We sincerely apologize for the service interruption, changes to instance data states and the recovery work caused by this incident.
As compensation:
All existing customers in the LAX-A region will receive a 30-day service extension.
The extension will be applied automatically, and no application or support ticket is required. Please refer to the service expiration date shown in the customer portal for confirmation.
Although the immediate cause of the incident was a hardware connector failure, we recognize that improvements are still required in our spare-parts readiness, backup coverage and recovery procedures. We will take responsibility for the issues exposed by this event and ensure that the necessary corrective measures are implemented.
We once again extend our sincere apologies to all customers in the LAX-A region for the impact caused by this incident.

Dear Customer,
At 18:46 on July 29, 2026 (Singapore Time), an on-site remote hands engineer in our Singapore region inadvertently performed an incorrect operation while carrying out maintenance on unrelated equipment. This caused several compute nodes to reboot unexpectedly and resulted in a temporary interruption to the services hosted on those nodes.
The incident lasted approximately 20 minutes. All affected compute nodes and services have since been fully restored.
Following a comprehensive inspection, we have confirmed that the incident caused no data loss, data corruption, or other ongoing impact. Nevertheless, we sincerely apologize for the unexpected reboots and service interruption.
We have required the relevant service provider to strengthen its on-site operating procedures, operation verification controls, and risk management processes to reduce the likelihood of a similar incident occurring again.
As compensation, customers whose existing services were affected by this incident will receive a 30-day service extension. Compensation will be applied automatically, and no support ticket or separate application is required. Please refer to the credited service period shown in the customer portal.

Due to the upcoming expiry of certain IP resource agreements, ISIF will perform a phased IP address migration across selected compute regions to ensure the continued stability, compliance, and long-term availability of our network resources.
This adjustment affects selected IP resources only and does not indicate the shutdown or discontinuation of the affected regions. Instances requiring migration will receive replacement public IP addresses. Brief network interruptions or network-service restarts may occur during the migration window.

Affected customers will receive their migration schedule, replacement IP details, and instructions through support tickets, email, or the client portal. Please review and update any configurations that depend on your current IP address, including:
DNS, reverse DNS, and origin or upstream routing settings
Firewall, security group, WAF, and access-control allowlists
Application, license, or third-party platform IP bindings
API, payment gateway, email, monitoring, and security-service allowlists
VPN, tunnels, BGP, return-path routing, and other network connectivity configurations
ISIF will carry out the migration in batches and provide reasonable assistance to minimize service disruption. Instances that do not receive a migration notice are not currently expected to be affected.

同时我们也希望向大家说明：部分用户反馈的晚高峰回国速度下降、节点拥塞或 VPN / 机场线路体验不稳定等问题，并非 ISIF 基础网络服务本身出现故障，而是由于少数异常流量在特定时间段集中占用共享带宽资源所导致。ISIF 会持续优化网络资源调度，但公平使用仍是保障整体服务质量的前提。
