የፕሮጀክቶች መዘግየት ከ16 ቢሊዮን በላይ ብር ተጨማሪ ወጪ አስወጥቷል የመጀመሪያ ውለታቸው ሳይጠናቀቅ በሌላ ጨረታ ወደ ግንባታ የገቡ 13 ፕሮጀክቶች ከ16 ቢሊዮን ብር በላይ ተጨማሪ ወጪ ማስከተላቸውን ዋና ኦዲተር ይፋ አደረገ፡፡ የፕሮጀክቶች መቋረጥ የሚያስከትለውን ከፍተኛ የገንዘብ ብክነት ሊቀንስ የሚችል አሠራር ባለመዘርጋቱ በናሙና ከታዩ 41 የተቋረጡ ፕሮጀክቶች ውስጥ በመጀመሪያ ውለታቸው ሳይጠናቀቁ በሌላ ጨረታ ወደ ግንባታ የገቡ 13 ፕሮጀክቶች በመንግሥት ላይ በድምሩ 16 ነጥብ ስድስት ቢሊዮን ብር ተጨማሪ ወጪ ማስከተላቸውን የፌዴራል ዋና ኦዲተር ይፋ አድርጓል፡፡ የፕሮጀክቶች መቋረጥ በመንግሥት ሃብት ላይ እየፈጠረ ያለውን ከፍተኛ የገንዘብ ብክነት ሊቀንስ የሚችል ሥራ አስቀድሞ እየተሠራ ባለመሆኑ የተፈጠረ ችግር መሆኑን ዋና ኦዲተር ወ/ሮ መሠረት ዳምጤ አመልክተዋል። የዋና ኦዲተር መሥሪያ ቤት ሰሞኑን ለሕዝብ ተወካዮች ምክር ባቀረበው የ2015 ዓ.ም የፌዴል መንግሥት መሥሪያ ቤቶች የፋይናንስና ሕጋዊነት ኦዲትና የክዋኔ ኦዲት ሪፖርት ላይ የምክር ቤት አባላት በፕሮጀክቶች መቋረጥ የሚደርሰውን የገንዘብ ብክነት የሚቀንስ አሠራር እንዲዘረጋ እንዲሁም ግልጸኝነትና ተጠያቂነት እንዲሰፍን ጠይቀዋል፡፡ የፌዴራል ዋና ኦዲተር ሪፖርት ካካተታቸው ጉዳዮች መካከል በኢትዮጵያ ኮንስትራክሽን ባለሥልጣን የፌዴራል መንግሥት የሚሠሩ ፕሮጀክቶችን አስመልክቶ የተቋረጡ የኮንስትራክሽን ፕሮጀክቶች አፈጻጸም አንዱ ነበር፡፡ በፌዴራል በጀት የሚሠሩ ፕሮጀክቶችን ያያዙ ሥራ ተቋራጮች የያዙትን ፕሮጀክት ሳያጠናቅቁ ወይም አፈጻጸማቸው ሳይታይ በሌላ ጨረታ ላይ እንዳይወዳደሩ የሚከለክል አሠራር ሥርዓት ተዘርግቶ ቁጥጥር እና ክትትል አለመደረጉን ሪፖርቱ አንስቷል፡፡ በዚህ ምክንያትም የውል ዋጋቸው በድምሩ 10 ነጥብ ሰባት ቢሊዮን ብር በላይ የሆነ 12 ፕሮጀክቶች በሁለት ሥራ ተቋራጮች የተያዙ መሆናቸውንም ነው ያመለከተው፡፡ ባለሥልጣን መሥሪያ ቤቱ በውስን ፕሮጀክቶች ክትትልና የቁጥጥር ሥራ የጀመረ ቢሆንም፤ ኢትዮጵያ በምትተገብረው የፕሮጀክት ልክ የተደራጀና የተቀናጀ የቁጥጥርና ክትትል ሥራ አለማከናወኑን ጠቁሟል፡፡ በዚህም ምክንያት በናሙና ከታዩ 41 የተቋረጡ ፕሮጀክቶች ውስጥ የ38 ፕሮጀክቶች ሁለት ነጥብ አራት ቢሊዮን ብር የመልካም ሥራ አፈጻጸም ዋስትና በውለታቸው መሠረት ያልተወረሰ ወይም ገቢ ያልተደረገ መሆኑን አመልክቷል፡፡ ዋና ኦዲተር በናሙና ከተመለከታቸው 41 የተቋረጡ ፕሮጀክቶች ውስጥ ለ25 ፕሮጀክቶች ከተከፈለው የቅድመ ክፍያ ብር ሦስት ነጥብ ሁለት ቢሊዮን ውስጥ ሁለት ነጥብ አራት ቢሊዮን ብር ተመላሽ ተደርጎ ለሌላ የልማት ሥራዎች እንዲውል ያልተደረገ መሆኑም ተጠቅሷል፡፡ በሠራተኞችና በኅብረተሰቡ ጤንነትና ደኅንነት ላይ ጉዳት እንዳያደርሱ ለመከላከል የሚያስችል ጠንካራ ቁጥጥርና ክትትል እያደረገ ባለመሆኑም በናሙና የታዩ ግንባታ ላይ ባሉ ሰባት ፕሮጀክቶች ላይ የሚሠሩ ተቋራጮች የቅድመ መከላከል ሥራዎችን አሟልተው እየሠሩ አለመሆኑም ተጠቁሟል፡፡ ለ24 ሥራ ተቋራጮች መመሪያው የማይፈቅደው ደረጃ የተሰጠ መሆኑና ለልዩ ሥራ ተቋራጭ የተሰጠው የብቃት ማረጋገጫ ዘርፍ እና በመመሪያው ላይ የተቀመጠው ዘርፍ የማይመሳሰል ሆኖ በኦዲት የተገኘ መሆኑንም አመልክቷል፡፡ በጠቅላላ፣ በሕንጻ፣ በመንገድና በልዩ ልዩ ሥራ ተቋራጭነት ዘርፍ ኢንቨስትመንት ወስደው እየተንቀሳቀሱ የሚገኙ 261 የውጭ ሀገር ሥራ ተቋራጮች እንዳሉ የኢንቨስትመንት ኮሚሽን መረጃ ያሳያል፡፡ ሆኖም ግን ከ11 ሥራ ተቋራጮች ውጭ በሀገሪቱ የሚንቀሳቀሱ ሁሉንም የውጭ ሀገር ሥራ ተቋራጮች በምዝገባ መመሪያው ላይ በተቀመጠው መስፈርት መሠረት የብቃት ማረጋገጫ በመስጠት ቁጥጥር እና ክትትል እያደረገ አለመሆኑም ተጋልጧል፡፡ ከ11 ሥራ ተቋራጮች ውስጥም የተቀመጠውን አነስተኛ መስፈርት ሳያሟሉ የብቃት ማረጋገጫው የተሰጣቸው ሦስት ሥራ ተቋራጮች መኖራቸውን ይፋ አድርጓል፡፡ ባለሥልጣኑ ጊዜያቸውን ጠብቀው በማያድሱ ሥራ ተቋራጮች ላይ ክትትልና ቁጥጥር በማድረግ ርምጃ እየወሰደ ባለመሆኑ ዋና ኦዲተር በናሙና ከተመለከታቸው 40 ሥራ ተቋራጮች ማኅደር ውስጥ 36ቱ ጊዜያቸውን ጠብቀው አለማደሳቸውን መታዘቡን በሪፖርቱ አመልክቷል። ለባለሥልጣኑ በላከው ሪፖርትም የቁጥጥር ሥራው እንዲጠናከር ማሳሰቢያ መሰጠቱንም አመልክቷል፡፡ (ኢፕድ)
