The government lifted the ban on gasoline supplies abroad
The government decided to lift the ban on gasoline exports, which had been in force since the end of September, as of November 17. Prior to this, in early October, the ban on the export of diesel fuel through pipelines was lifted, but the export of diesel fuel outside the Russian Federation by rail will still be prohibited. The lifting of restrictions on gasoline exports coincided with the adoption by the State Duma of a project to return full damper payments.
The ban on the export of gasoline and diesel fuel was in effect since September 21; in early October, restrictions on the export of diesel fuel through pipelines were eased due to the threat of overstocking at refineries, but for gasoline the restrictions were still in effect. The embargo was adopted in order to saturate the market, as well as to bring down stock exchange quotes, which in September updated historical highs, as a result of which oil companies lost multi-billion dollar damper subsidies. Due to the introduction of the embargo, AI-92 quotes fell by 30% relative to their highs. On November 17, the cost of AI-92 and AI-95 on the SPbMTSB exchange decreased by 1%, to 48.6 thousand rubles. and 51.8 thousand rubles. per ton respectively.
Italy bans artificial meat
The Italian Parliament has approved a bill banning the production and sale of artificial meat grown in a laboratory from animal cells. Violators will be fined from €10 thousand to €150 thousand. In addition, the new law prohibits the inclusion of words such as “steak”, “salami” and other names of ordinary meat products in the names of plant-based meat substitutes. The Italian government says the decision will protect Italian culinary traditions, local producers and public health.
So far, there are isolated examples of the introduction of laboratory-grown meat in the world. In 2020, Singapore was the first in the world to allow the sale of artificial meat - chicken from Eat Just. In June, the first permit to sell such meat was issued in the United States.
Producers of conventional meat are afraid of competition: last year, one of the largest Italian agricultural associations, Coldiretti, launched a campaign demanding a ban on such meat. Her petition has collected approximately half a million signatures and received the support of several thousand local and regional administrations in the country.
The Russian Federation and Algeria are discussing the supply of Russian lamb, as well as fish and finished meat products to the country, Artem Daushev, assistant to the head of Rosselkhoznadzor, said during a business mission of Russian companies exporting agricultural products to Algeria.
The business mission was organized by the Federal State Budgetary Institution "Agroexport" under the Ministry of Agriculture of the Russian Federation and the ministry itself. “Several more certificates are being discussed - for lamb, fish and finished meat products,” Daushev is quoted as saying in Agroexport materials.
Now Russian companies can already supply beef and poultry meat, as well as dairy products and edible eggs to the Algerian market. “We are open to the further development of bilateral cooperation and are ready to implement the agreements reached,” said Feyrouz Bendahman, director of the veterinary service department of the Algerian Ministry of Agriculture and Rural Development.
Russian halal certificates are recognized in the Gulf countries.
The certification body for halal products and services, Roskachestvo-Halal, subordinate to Roskachestvo, was accredited by the Gulf Cooperation Counsel Accreditation Center (GAC). Previously, the Roskachestvo-Halal body, in accordance with the legislation of the Russian Federation, was accredited by the Russian Accreditation Agency. Thus, the first halal certification body appeared in Russia, accredited to work both in the Russian Federation and in the markets of the Persian Gulf countries.
It is noted that Roskachestvo-Halal is also currently undergoing an audit by a number of other countries that are priorities for developing the export of domestic products and services.
The share of costs for pomelo in January - June 2023 increased by 181%
An exotic fruit may well displace the orange
The share of Russians’ spending on the citrus fruit pomelo in January 2023 reached a record 3% of the fruit and berry category, according to data from the analytical company NTech. The share of pomelo sales in the first half of 2023 grew at a record pace - 181% year on year.
The popularity of pomelo was affected by the fact that it fell in price by 26%. Most often, pomelo was bought at Lenta, and at Magnit, the increase in sales of the fruit was the highest among retailers, according to the analyst.
At the same time, the orange, which is considered the main citrus fruit, showed negative dynamics in terms of the share of sales in January - June - minus 10%.
If earlier a pomelo cost twice as much as oranges, now the prices are quite comparable. On Vprok. ru (Perekrestka online delivery service) kg of pomelo costs 199 rubles. at a discount (pink - 189 rubles), and oranges - from 169 rubles. At Lenta, oranges start at RUB 144.99. per kg with a discount using a loyalty card, and pomelo - 169.99 rubles.
By October, oranges in Russia had risen in price by 82% compared to last year, the average price was 202.1 rubles. for 1 kg, Shopper’s wrote. This was influenced both by the weakening ruble and by the fact that the world's main exporters have been experiencing difficulties with the harvest for several years.

The Ministry of Economy of Kyrgyzstan has introduced temporary state regulation of coal prices for a period of 90 days. Price limits for the sale of coal have also been set from $52.62 to $67.17 per ton - EDB
Additionally, a ban on the export of coal by road was introduced for 6 months.
These measures are aimed at stabilizing the energy market and ensuring uninterrupted power supply in the autumn-winter period of 2023–2024.
Kyrgyzstan annually imports up to 600 thousand tons of coal from Kazakhstan. Coal is used in the old block of the Bishkek thermal power plant, designed more than 60 years ago to use Kazakhstani fuel. However, in order to replace it, a decision was made to build a coal enrichment plant at the Kara-Keche deposit.
As a result, over the past 15 years, coal production in the country has increased 10 times and amounted to 3.6 million tons in 2022. The volume of production has almost recovered to the level of 1990 and allows Kyrgyzstan to export coal to the China and Uzbekistan.
The Russian Federation exported 1.3 million tons of rapeseed oil in January-September 2023, which is 2.1 times more than in the same period in 2022. Export revenue increased by 40%, reports the Agroexport center under the Ministry of Agriculture

France becomes the leader in wine production in 2023, overtaking Italy
In 2023, France became the world leader in wine production with 45.8 million hectoliters. This was reported by TASS with reference to data from the International Organization of Viticulture and Winemaking.
Previously, the first place was occupied by Italy, which this year reduced production by 12% due to unfavorable weather conditions. Overall, the global market will receive the least wine since 1961 - 7% less than last year due to climate factors.
In Russia, as in 2022, wine production will amount to 4.9 million hectoliters. Over the past five years, this figure has grown by 9% on average. At the same time, in France, production growth slightly exceeded the average against the backdrop of a decline in Spain and Italy.
In October, French farmers protested on the border with Spain, spilling 24 thousand liters of wine due to dissatisfaction with the cheapness of imports. According to them, the Spaniards have minimal fees and can use any chemicals in the vineyards.

Hardness limit: Russia will ban the export of durum wheat
The Russian Ministry of Agriculture proposed to introduce a ban on the export of durum wheat (durum) from the country from December 1, 2023 to May 31, 2024. Exceptions are envisaged only for deliveries to Belarus and for the purposes of international humanitarian assistance. The ban may be related to the support of pasta producers, for the production of which durum is necessary. At the same time, such restrictions may lead to a drop in plantings and harvests next year.
At the beginning of November, the grain harvest in Russia amounted to 140 million tons in net weight, Minister of Agriculture Dmitry Patrushev said at a government meeting. About 5-6% of the area remains to be cleared, so the total numbers may increase. At the same time, 93.7 million tons of wheat were harvested. As a result, the harvest, although inferior to last year’s, will definitely be the second in history. There is a slight excess of the norm in the amount of low-grade grain, but this year's harvesting campaign turned out to be more than successful. General export bans and quotas can almost certainly be ruled out. And yet, in one niche - durum wheat - restrictions are very likely, at least this is the opinion of the Ministry of Agriculture.
SHOT: tangerines in Russia may rise in price by 5% by the New Year
Tangerines in Russia have risen in price by an average of 70%, and by the New Year their prices may rise by 5%, writes the SHOT Telegram channel, citing a source in large retail chains.
The increase in the cost of tangerines is associated with several factors, including the exchange rate of the national currency, rising costs of logistics, the situation in the Middle East and poor harvests in countries supplying the fruit. For example, in Abkhazia in 2023, 20 thousand tons of tangerines will be harvested less than last year.
It was planned to cover the shortage of tangerines with supplies from Iran and Turkey, but Rosselkhoznadzor rejected a batch of more than 400 tons of fruit due to the Mediterranean fruit fly and the polyphagous humpback fly found in it.
According to financial analyst Alexander Solovyov, this season the focus is on restoring the harvest in North African countries (Algeria, Egypt, Morocco) and restoring supplies to the same volume.
“The opening of a road bridge between the Russian Federation and the PRC will contribute to the increase in these goods from China,” he said.
It is noted that the most expensive tangerines on markets in Russia are brought from China and Africa; their price per kilogram sometimes reaches 500 rubles.
