The historical and toponymic commission of the City Council has just recommended renaming Serednya Street in the Khadzhybey district in honour of Oleksandr Svishch, a soldier of the 3rd separate assault brigade who died defending Ukraine. Oleksandr Svishch took part in the defence of Kyiv, the liberation of Kherson, and battles in the Zaporizhzhia and Bakhmut areas. He was awarded the title of Hero of Ukraine (posthumously) for his courage. The decision is yet to be made by the City Council.

Invictus Games 2025 continues 🔥 Ukraine is represented at the Invictus Games by the largest team ever - 35 servicemen and veterans. Our participants continue to be filled with positive impressions and emotions from their performances in traditional and winter sports. And we are introducing another athlete from Odesa - combat medic Inna Korolenko, who is representing the Lviv region at the Games. Inna received a gunshot shrapnel wound to the neck and contusion. She believes that the Invictus Games is an opportunity for veterans to be with their comrades-in-arms, to heal and recharge their batteries for years to come. At the Invictus Games Vancouver Whistler 2025, combat medics from Odesa will compete in the following events: 50m freestyle swimming and archery. The Odesa City Council will appeal to the Antimonopoly Committee to counter monopolisation in the pharmaceutical market. Odesa Mayor Gennadiy Trukhanov held a meeting on ensuring the availability of medicines with the participation of: - the city Department of Health and Municipal Enterprise Odespharm ; - representatives of the pharmaceutical market and medical institutions of the city; - the State Service for Medicines and Drug Control in thevOdesa region ; - members of the city and regional councils. The meeting was convened to analyse the pricing of medicines. Oleg Kiper, Head of the Odesa Regional Military Administration, spoke about high markups in pharmacy chains, abuses and non-transparent pricing mechanisms at a working meeting convened on 11 February pursuant to paragraph 6 of the decision of the National Security and Defence Council of Ukraine of 4 February 2025 📈Participants of the pharmaceutical market noted, and the State Service confirmed, that the average markup of pharmacy chains is 14%. The retail market is highly competitive. The activities of pharmacies are transparent, and the cost of medicines is available to any Internet user on open marketplaces. 💸The price of medicines is formed by the manufacturer of medicines in accordance with the cost price, and further sales of goods to pharmacy chains are made through distributors. According to the participants of the meeting, currently 93% of the drug market is divided between two wholesalers. 🗣️Government programmes provide significant support to the population. In Odesa, the Affordable Medicines programme is successfully operating: all pharmacies participating in the programme are fully supplied with medicines, and the goods arrive on time, as well as the funds from the NHZU. Odesa Mayor Gennadiy Trukhanov instructed Levon Nikoghosyan, Head of the Department of Health, to once again inform family doctors about the need to offer patients the benefits of this and other programmes. It was also decided to conduct an analysis of pricing and prepare an appeal to the Antimonopoly Committee regarding the abuse of monopoly power by drug distributors.

Very substantive negotiations with the United States of America. I had a conversation with President Trump – a good and detailed discussion; I am grateful to the President for his genuine interest in our shared opportunities, in how we can work together to bring real peace closer. It was a long conversation. We discussed many aspects – diplomatic, military, economic – and President Trump informed me of what Putin had told him. We believe that America's strength is sufficient to pressure Russia and Putin into peace, together with us, together with all our partners.

I have met with the commander of the 3rd mechanised battalion of the 28th separate mechanised brigade named after the Knights of the Winter Campaign, Volodymyr Luzhetskyi, and his comrades-in-arms. The city has already provided assistance to this brigade for more than UAH 138 million. Currently, the brigade is defending Ukraine in a very difficult area of Donetsk and we need to be with our Odesa soldiers. We have received a request for another aid, which we will promptly process. This year, we have already allocated UAH 206 million 093 thousand from the city budget to help the defence forces, including UAH 10 million to the 28th Brigade. Marieluise Beck, a German politician and director of the Centre for Liberal Modernity, received the Odesa Mayor's Honorary Award "ODESA" for her active humanitarian work, support of Odesa residents in wartime, and strengthening international cooperation. She initiated the design of the memorial "Against Oblivion" on the Lustdorf Road, the site where more than 25,000 people, mostly Jewish and Roma, were burned alive in 1941. A grant of 1 million euros was raised for its implementation. As a result of the war, the work had to be postponed, and the funds were used for the city's humanitarian needs. As a result, Odesa received transport, special equipment, generators, medical equipment and other critical resources. The city authorities are grateful for the support and look forward to implementing pre-war projects and further cooperation for the development of Odesa.

A joint mission of the UNESCO World Heritage Centre and ICOMOS is on an official visit to Odesa. "We are glad to finally meet you in your city. Our mission is to collect information and hold consultations to agree on the next steps to create a framework of solutions and recommendations for the preservation of the attributes of the World Heritage Site from all types of threats," Ms Berta de San Cristobal, Head of the Europe and North America Division of the UNESCO World Heritage Centre, greeted the Mayor of Odesa. The monitoring mission was supposed to arrive in Odesa in 2023, but the visit was postponed due to the increased intensity of shelling. The purpose of the joint mission of the UNESCO World Heritage Centre and ICOMOS is to assess the overall condition of the World Heritage Site, as well as to evaluate the implementation of the recommendations made by the World Heritage Committee when inscribing the historic centre of Odesa on the World Heritage List. One of these recommendations was to preserve the World Heritage Site unchanged. In particular, the attributes of universal value, factors and problems of preserving the site, including the conditions of its integrity, protection and management, will be identified. As noted during the meeting, some of these are objective and caused by the war, and in some cases they are the result of emotions and political factors. "UNESCO is not about politics, it is about history, culture and our heritage. For us, Odesans, it is about our lives. That is why it is important for us to preserve the integrity of the object of universal value - the historic centre of Odesa, " said Odesa Mayor Gennadiy Trukhanov. The mission will work in Odesa for several days and will include a series of meetings and on-site visits. ❕ Over almost three years of war, there have been about 10 large-scale attacks on the World Heritage Site and its buffer zone. In total, about 170 cultural heritage sites in Odesa have already suffered varying degrees of damage.

Odesa and France have signed a Memorandum of Cooperation in Healthcare and an agreement to establish a Mental Health Centre at one of the city's clinical hospitals. The hostilities have affected many people, especially veterans and IDPs. It is important to ensure access to quality psychological and psychiatric care for all city residents. A working group is already working in Odesa to assess the technical condition and infrastructure of medical facilities. In the future, French doctors are expected to visit our hospitals to share their professional experience and practical skills. "Our goal, together with Expertise France, is to create conditions under which everyone who needs help can receive it freely and on time. Supporting mental health is not just about treating diseases, but also about prevention, education and overcoming stigma. We strive to create a healthy community where everyone feels protected," said Gennadiy Trukhanov. Mayor of Odesa Gennadiy Trukhanov thanked the French people and the French Government for their attention to our city and invaluable assistance, and noted the personal contribution of the French Embassy in Ukraine to the development of cooperation and support of city initiatives. On behalf of the Odesa City Council, the Memorandum was signed by the Mayor of Odesa Gennadiy Trukhanov, and on behalf of France, by Madame Sophia Oliynyk, Director of Expertise France in Ukraine, a structural unit of the French Development Agency AFD. The Memorandum envisages global cooperation in the healthcare sector, including addressing issues in the areas of mental health, rehabilitation, oncology and cardiovascular diseases. The signing ceremony was also attended by Deputy Minister of Health of Ukraine Mr Ihor Kopach and Head of the French Development Agency (AFD) office in Ukraine Madame Axelle Nos.

The Odesa City Council hosted a meeting on the development of good neighbourly relations with the communities of the Odesa district. Today, it was with the leadership of the Tairovo territorial community. The problems of new construction in view of the limited resources of engineering networks and social infrastructure were discussed. In particular, the development of adjacent engineering networks, cooperation in education and healthcare, social support, and transport links were on the agenda.

"We have to develop a common position that will allow the Odesa agglomeration to develop proportionally, not just in terms of square metres. The old infrastructure can no longer withstand the load,"

said Odesa Mayor Gennadiy Trukhanov.

A day in the life of Odesa.

Today a meeting was held with Prime Minister Shmyhal, First Deputy Prime Minister Svyrydenko, and Health Minister Liashko regarding medicine prices. The current prices are absolutely unreasonable. Pharmacy chains and manufacturers must offer more affordable conditions for our people. We are preparing a National Security and Defense Council meeting on this issue – with concrete proposals in the interest of our people to bring prices down.

The Odesa City Council is preparing to reform recruitment and social support centres. According to the amendments to CMU Resolution No. 1487, which came into force on 16 January 2025, the executive bodies of village, town and city councils are responsible for the primary personal registration of conscripts, persons liable for military service and reservists. However, there is currently no clarification on the organisation of such work, the powers of municipalities to organise access to the registers and the timeframe for implementing the amendments to the Resolution. According to the state standards for a city of one million people, this should be a separate structure of the city council (1 inspector per 1000 persons liable for military service). Odesa Mayor Gennadiy Trukhanov held an organisational meeting to implement the requirements of the amendments to the Resolution. As a result, the following decisions were made: ▪ to create a working group to develop a road map, ▪ to appeal to the Cabinet of Ministers to provide clarification on the powers, terms and performance of the new functions of the municipality. ▪️in parallel to work on drafting decisions on the creation of a new structural body of the Odesa City Council, regulations on its work, and on increasing the staffing of the apparatus.
