When the Congress was at the peak of its power, its social equation was Upper Caste + Dalit + Muslim (with Dalits and Muslims in the role of clients, and Congress as the patron). To break this equation, the politics of non-Congressism emerged, led by the socialists, whose core base was OBCs. And aligned with them were the Jan Sanghis. The socialists had been demanding OBC reservations since the Lohia-Nehru era, and when Nehru didn't want to implement OBC reservations at the center, they got approval to form Backward Commissions at the state level to provide OBC reservations there. As a result, many states set up Backward Commissions in the 1960s, 70s, and 80s. These commissions began identifying OBCs and then granting them state-level reservations. The Mandal Commission, formed in 1978 for OBC reservations at the center, was also part of this. But with great cunning, Muslim groups were slipped into the OBC category. Academically, it would be explained that Muslims too are socially and educationally backward, so they were included in OBCs. But the political truth is that the socialists wanted to inflate OBC numbers and pull Muslims away from Congress toward themselves. And that's exactly what happened. You'll be told repeatedly that Muslims fled Congress because of the Shah Bano case and unlocking the mosque's locks, but the truth is that some Muslims defeated Congress in the 1986-89 by-elections over these issues as a message. However, structurally, after the Mandal Commission, they stuck with the OBCs. In North India, the MY (Muslim + Yadav) equation didn't form just because of the Babri demolition; it solidified only when the socialists seated Muslims alongside them at the table of reservation benefits. That's why, to pull Muslims away from OBC leaders, Congress brought the Sachar Committee in 2004, then the Ranganath Mishra Committee, talked about quotas within quotas for Muslims inside OBCs, and raised the idea of including Dalit Muslims in the SC category. Now you get it. The politics of reservations is a means to gain political power by inflating numbers—who gets included and who gets left out is decided politically too.
