The shooting of the elderly Kurdish man, Saleh Kli Smo, in Raqqa, in an attack documented by one of the assailants, confirms the continued targeting of Kurdish civilians. The Damascus government bears full responsibility for these attacks, given its failure to protect civilians and pursue the perpetrators.

JANUARY 29 AGREEMENT ENTERS A NEW PHASE The Serêkaniyê Displaced Persons Committee received the list of 12,500 returning families, with the first 500 families set to return this week as efforts continue to provide support and essential services.
