From Lloyd George's plan, the manifesto adopts a program for organizing large public works in the near future to use the wasted energy of the unemployed. The Observer, through its editor Garvin, welcomes Mosley's speech. When Sir Oswald left the minor post he held in MacDonald's cabinet, he raised his voice against the government's perceived failure to combat unemployment. At the Labor Party convention, he spoke out against MacDonald along with representatives of the “left,” doctrinaire socialist wing. Opposition from the “left” is truly dangerous for MacDonald, as it clearly highlights the contradictions between the broadcast promises made at the elections and the paltry results of the Labor Party cabinet over the year and a half of its existence. But the group united around Oswald Mosley cannot be considered "opposition on the left." The program she puts forward differs significantly from Labour's views. It can be said that in some respects the Manifesto of Eighteen is “to the right” not only of the Labor Party and the Liberals, but even of the Conservatives. The Frankfurter Zeitung is absolutely right in bringing this speech closer to the worldview of the Italian fascists and German National Socialists. A characteristic feature of Mosley's program is the demand for energetic measures, drastic and rapid changes, and imperious government intervention in economic life. The proposed measures, at the same time, are based on the existing state of affairs and do not contain attempts to recreate the social system on new theoretical grounds. Mosley's manifesto is extremely characteristic of the sentiments of English political youth and, perhaps, not only English ones, since this trend coincides with ideological movements in other countries. “It is impossible to cope with the economic crisis of our time with the help of the parliamentary machine of the 19th century,” says the manifesto. – An emergency cabinet, consisting of no more than five ministers without portfolios, must be authorized to carry out all urgent measures. The normal cabinet, or heads of departments, must be retained for the administration of regular business.” “For ten years, parliament and the country refused to reckon with the facts. We must now find a way to squeeze into a short period of time the measures we have missed over the past decade.” By removing parliament and the many-headed government of “normal times,” the authors of the manifesto show no more respect for the deeply rooted traditional slogans: “Neither the protectionism nor free trade of the last century is suitable. A modern organization must be created in order to master the new situation.”

In this speech, he shows his empathy towards the toiling cultured masses who have been forced to become cheap labor in white nations, and he attacks the capitalist system for pitting peoples gainst each other. The liberals that oppose Mosley do so because they want their cheap cocoa beans obtained through child labor for their luxury coffee.
