(Article -254 (1). - If there's an existing Parliamentary Law (in this Case BNS, BNSS and Child Marriage Act) and if a state passes an amendment to that law (In this case, WB Govt in BNS and BNSS and HP Govt in Child Marriage Act) then such amendment requires President's assent.
