If you do this Telegram will block that person's account for 24 hrs at the same time you block them. That means he can't send messages for 24 hrs in the inbox of those who haven't saved the number as mentioned. After 24 hrs that account will be OK. Again, if he goes to the inbox of strangers like this and gets a spam report like this, he will be blocked for 1 week. So 3 or 4 times telegram punishment will be added. But if he is not ready to take off his cock, then the account will be locked!
